THOMPSON HERE. AND AS YOU CAN IMAGINE, SHE IS ON THE FRONT LINES EVERY DAY AND HAS BEEN FOR A GRUELING AMOUNT OF TIME AND SEVERAL MONTHS INTO THIS PANDEMIC.

AND SHE STILL SHOWS UP WITH A SMILE ON HER FACE AND HER WILLINGNESS TO BE HERE IS EVERYTHING. BUT THEN SHE ALSO HER ORGANIZATION MADE A HUGE IMPACT ACROSS THE SOUTH PLAINS WITH A LARGE DONATION OF FACE COVERINGS FOR SCHOOL AGED KIDS.

I BROUGHT ONE TO SHOW YOU ALL THAT IS THE GAITER, AND THOSE WERE DISTRIBUTED IN THE FALL.

AND SO TEN THOUSAND THREE HUNDRED AND SIXTY ONE OF OUR KIDS RECEIVED A FACE COVERING FROM COVENANT. BUT I THINK SOMEWHERE AROUND 75000, MAYBE ACROSS 100000.

AND SO WHAT A HUGE IMPACT AND A HUGE PARTNERSHIP COVENANT'S PLAYED IN THAT.

SO WE JUST WANT TO EXTEND OUR SINCERE GRATITUDE TO YOU AS A RESOURCE THROUGH THIS PANDEMIC THAT ALSO FOR THE LARGE DONATIONS.

SO PRETTY IMPRESSIVE NUMBERS WHEN YOU CONSIDER THE FACT THAT THEY HAD TO HAVE A 94 GPA OPEN FOR GOOD STANDING AND COMPETED FOR ME OVER THE YEARS.

ONE WHO ACTUALLY MADE THE ELITE TEAM, WHICH IS THE HIGHEST RECOGNITION YOU CAN GET.

SO WE HAVE COACH JAY [INAUDIBLE] HERE TO HELP US RECOGNIZE HIS STUDENT ATHLETES.

THESE WERE YOUNG MEN AND WOMEN, THAT YOU HAVE BEEN JUGGLING ACADEMICS AND ATHLETICS AND COVID AND DOING A REALLY GOOD JOB OF IT.

THEY'RE VERY BRIGHT. I THINK THE FACT THAT THEY MADE THIS TEAM, YOU KNOW, REALLY LETS US KNOW THAT. BUT AT THE SAME TIME, IT ALSO MEANS THAT THEY'VE WORKED VERY, VERY HARD.

MANY OF THESE YOUNG MEN AND WOMEN ARE AT THE TOP OF THEIR CLASS.

ONE OF OUR STUDENT TRAINERS IS NUMBER FIVE IN HER CLASS.

AND WE HAVE A NUMBER 17 AND WE HAVE THE NUMBER 38.

AND SO THEY'RE REALLY PERFORMING AT A HIGH LEVEL, SOMETHING VERY, VERY PROUD OF.

WE'VE GOT ONE THAT MADE 1450 ON HIS S.A.T.

AND WENT BACK TO TAKE IT AGAIN TO GET A 1500.

AND SO THAT SAME KID, MARK [INAUDIBLE], HAS ALSO INVENTED A VENTILATOR DURING COVID THAT HE'S IN THE PROCESS OF TRYING TO GET PRODUCED.

SO HAVE SOME VERY SPECIAL KIDS.

THIS SEASON, OUR FIRST [INAUDIBLE] WENT 8-2 OVERALL AND WE WERE 12 AND OH UNDEFEATED DISTRICT CHAMPS.

AND THEY ALSO PUSHED FOR A TRIP TO THE AREA ROUND THE PLAYOFFS FOR THE FIRST TIME AS A SIX A CLASSIFIED SCHOOL.

SO THE GIRLS REALLY GREAT THIS SEASON.

AND THESE GIRLS HAVE PUT IN COUNTLESS HOURS OF WORK OVER THE PAST FOUR YEARS OF THEIR HIGH SCHOOL CAREERS.

I KNEW WHEN THIS GROUP ARRIVED THEIR FRESHMAN YEAR THAT THEY WERE GOING TO MAKE A DIFFERENCE IN THIS PROGRAM, NOT JUST THROUGH THE SPORT, BUT THROUGH THEIR POSITIVE AND HARDWORKING CHARACTER.

THESE 9 SENIORS HAVE BEEN DEDICATED TEAMMATES OVER THE PAST FOUR YEARS, ALL WHILE MAINTAINING AN AVERAGE OF 94 OR ABOVE IN THE CLASSROOM.

VERY IMPRESSIVE. ALONG WITH VOLLEYBALL, ALL THESE GIRLS PARTICIPATE AND SUCCEED IN MANY OTHER EXTRACURRICULARS, INCLUDING NHS, OUR MENTOR PROGRAM, BASKETBALL, TRACK AND CHEER.

THESE KIDS HAVE PLAYED AN INTEGRAL ROLE IN FRENSHIP VOLLEYBALL SUCCESS, AND THEY'VE SET A VERY HIGH ACADEMIC STANDARD FOR OUR PROGRAM.

I KNOW THESE GIRLS WILL GO ON TO PROUDLY REPRESENT FRENSHIP AND BE SUCCESSFUL IN ANYTHING THAT THEY DO. I'M BEYOND PROUD OF THESE YOUNG LADIES.

SUCCESS MEANS FOR ME, PUSHING YOUR LIMITS AND TRYING YOUR BEST AT WHATEVER YOU WANT TO DO IN LIFE. SUCCESS TO ME MEANS BEING ABLE TO ENJOY WHAT YOU LOVE TO DO.

LIKE FOR ME, I AM HAPPY THAT WE ACTUALLY HAVE A BASKETBALL SEASON THIS YEAR.

WORKING HARD AND DOING THEIR BEST.

TO ME, SUCCESS LOOKS LIKE PUTTING A SMILE ON A KID'S FACE, FORMING A RELATIONSHIP WITH THEM THAT THEY DIDN'T HAVE LAST YEAR.

SUCCESS MEANS TO ME IS YOU TRY HARD, YOU DON'T GIVE UP.

SUCCESS IS REALLY JUST BASED OFF OF HOW YOU FEEL AS LONG AS YOU'RE HAPPY AND PROUD OF WHERE YOU ARE. IT'S PRETTY SUCCESSFUL.

SUCCESS MEANS LIKE YOU'RE WORKING SO MUCH HARD FOR IT AND YOU GOT TO DO THE RIGHT THING TO GET IT DONE. IT ALL STARTS WITH BELIEVING IN YOURSELF AND THINKING THAT YOU CAN DO IT.

PERSONALLY, MY SUCCESS IS ACHIEVING A POINT IN MY LIFE WHERE I'M THE MOST CONTENT WITH MYSELF. TO ME, SUCCESS MEANS HAVING STUDENTS IN OUR CLASS.

BUT SUCCESS IS JUST MAKING PROGRESS IN ANYTHING AND EVERYTHING THAT YOU DO.

BEING DETERMINED TO DO IT AND BEING CONFIDENT IN YOURSELF.

SUCCESS HAS THE AUDACITY TO DREAM BIG.

IT IS IN THE LACING UP OF YOUR SHOE LACES AS YOU CHASE YOUR DREAMS, ALL WHILE ALLOWING EVERY TEARDROP, EVERY DROP OF SWEAT TO BECOME AN ENTHUSIASTIC REMINDER TO KEEP GOING BECAUSE YOU'RE GETTING CLOSER.

SHOWING INTEGRITY.

AND IT MEANS LIKE JUST DOING THE RIGHT THING.

MAKING [INAUDIBLE] FEEL AS NORMAL AS I CAN.

IT MEANS TO ME TRYING YOUR BEST TO ENCOURAGE YOU.

IF YOU LOOK THE INDIVIDUAL EXPENDITURE CATEGORIES PRETTY CONSISTENT YEAR OVER YEAR, LARGEST EXPENDITURE CATEGORIES, THE CONSTRUCTION EXPENDITURES, IT'S AT ABOUT FIFTY THREE POINT FOUR MILLION THIS YEAR, APPROXIMATELY 50 PERCENT OF TOTAL DISTRICT EXPENDITURES.

AND THAT WAS EVERYTHING FROM THE BASIC FINANCIAL STATEMENTS, THERE'S TWO OTHER REPORTS FROM THE BACK THAT WERE ISSUED THAT I QUESTION JUST BRIEFLY.

FIRST OF ALL, PAGE NUMBER 71, THAT'S OUR REPORT ON INTERNAL CONTROL OVER FINANCIAL REPORTING FOR NONCOMPLIANCE.

AGAIN, THIS REPORT REITERATES I'M NOT EXPRESSING AN OPINION ON [INAUDIBLE] CONTROLS.

HOWEVER, WE REPORTED MATERIAL WEAKNESSES OR SIGNIFICANT DEFICIENCIES IN ITS [INAUDIBLE] REPORT. AGAIN, HAVING TO REPORT THOSE [INAUDIBLE].

AND THEN WE PERFORM TESTS ON THAT PROGRAM SO THAT WE CAN EXPRESS AN OPINION AS TO WHETHER THE DISTRICT COMPLIED WITH THE REQUIREMENTS.

FOR THE CURRENT YEAR, THE PROGRAMS THAT WE TESTED WERE THE CHILD NUTRITION PROGRAM AND THEN THE CARES ACT ELEMENTARY AND SECONDARY SCHOOL EMERGENCY RELIEF FUND, THAT CARES ACT IS ACTUALLY WHY WE'RE PRESENTING NOW AND USUALLY WE COME IN DECEMBER.

BUT THE US GOVERNMENT DID NOT ISSUE THE COMPLIANCE SUPPLEMENT FOR THAT CARES ACT UNTIL DECEMBER 23, LIKE WE DID LAST MINUTE.

BUT ANYWAY, THAT WAS ISSUED DECEMBER 23 AND WE WERE ABLE TO FINISH SOME OF OUR TESTING DOCUMENTATION AND TEST THAT CARES ACT FUNDING FOR YOU.

THE OPINION IS FOUND AT THE TOP OF PAGE NUMBER 74, BASICALLY STATES THAT, IN OUR OPINION, THE DISTRICT COMPLIED WITH THE REQUIREMENTS OF THOSE TWO PROGRAMS. AGAIN THEY CLEAN OPINION ON COMPLIANCE FOR THOSE TWO MAJOR FEDERAL PROGRAMS. AND THAT IS EVERYTHING I HAVE AND THE QUESTIONS ARE MORE THAN HAPPY TO ANSWER, THOSE I KNOW 2020 WAS NOT ANYBODY'S FAVORITE YEAR BY ANY MEANS, AND EVERYTHING SEEMED TO CHANGE AND BE FLIPPED ON ITS OWN.

THE AUDIT WAS NO DIFFERENCE.

AND WE HAD A LOT OF PEOPLE THAT WERE VERY SAD TO LEAVE THE DISTRICT.

I THOUGHT WE WOULDN'T HAVE THAT MANY PEOPLE LEAVE THAT IT WAS PRETTY NORMAL AND TO THE

SO THOSE ARE SOME THINGS THAT THEY SAY IN EXIT INTERVIEWS.

AND WE TRY TO MAKE EACH ONE.

SOME CHALLENGES TO SHARE, HAS DEFINITELY BEEN COVID ABSENCES AND SUBSTITUTE COVERAGE.

I'M SURE YOU'LL HAVE HEARD THAT.

SO WE HAVE WORKED REALLY HARD TO RECRUIT SUBSTITUTES.

WE'VE DONE SOME INNOVATIVE THINGS AND TRY TO GET PEOPLE RECRUITED.

I FEEL LIKE WE'VE DONE PRETTY WELL IN THAT AREA.

I NOW WE HAD ABOUT A MONTH THAT WE WERE REALLY, REALLY STRUGGLING.

BUT AS I TALKED TO PEOPLE AROUND THE STATE AND THEY WERE OPERATING AT A FORTY FIVE PERCENT RATE, I THOUGHT, WELL, WE'RE NOT DOING SO BAD.

THERE WEREN'T MANY DAYS THAT WE DROPPED BELOW 80 PERCENT.

ALL RIGHT. AND WHEN WE DID, WE WERE WILLING TO SEND OUR CENTRAL OFFICE PEOPLE.

I HAVE A LIST OF PEOPLE FROM HERE THAT WILL GO OUT AND ASSIST AS NEEDED.

AND OUR PRINCIPALS HAVE BEEN AMAZING TO STEP UP AND FILL THEIR OWN POSITIONS AND MOVE PEOPLE AROUND AND DO WHAT THEY CAN.

AND SO WE'VE HAD SOME OF THOSE PEOPLE AND THEY'VE TURNED OUT TO BE REALLY GREAT EMPLOYEES. AND THEN TEACHER COMPENSATION WILL ALWAYS BE A CHALLENGE JUST SIMPLY BECAUSE IT'S ABOUT MONEY. [INAUDIBLE] ALWAYS TELLS US THAT WE HAVE NONE.

[INAUDIBLE] [LAUGHTER] SO, YEAH, I WILL CONTINUE TO WORK IN THAT AREA, YOU THE SALARY COMMITTEE, I THINK THAT WOULD BE SUITABLE, THAT COMMITTEE.

SO WE WILL CONTINUE TO WORK IN THAT AREA TO STAY COMPETITIVE WITH THE DISTRICTS AROUND US.

AND WE'RE ABLE TO DO THAT.

AT COMPETITIVE BENEFITS.

AS YOU CAN IMAGINE, THIS IS GOING TO BE AN AREA THAT WE'RE GOING TO STRUGGLE IN A LITTLE BIT SIMPLY BECAUSE WE HAD AN EIGHT PERCENT CAP WITH FIRST GRADE THIS YEAR, WHICH WE GOT NEGOTIATED DOWN TO SEVEN AND A HALF.

BUT WE DON'T HAVE A CAP FOR THIS YEAR.

AND WITH ALL THE COVID AND ALL THE THINGS THAT HAVE BEEN GOING ON, I FEEL LIKE WE'RE GOING TO RUN INTO SOME TROUBLE IN THAT AREA.

AND THE COMMITTEE MEMBERS CONNECT US TO THEIR CAMPUSES AND THE COMMUNITY DURING THE CALENDAR DESIGN PROCESS.

AND SO WE ARE WORKING ON A DESIGN FOR THE TWENTY ONE TWENTY TWO SCHOOL YEAR.

AND THAT PROCESS KICKED OFF WITH MEETINGS LAST WEEK ON WEDNESDAY, JANUARY 13TH, AND WE'LL MEET THREE TIMES THIS MONTH IN JANUARY TO DESIGN A CALENDAR FOR NEXT YEAR.

AND AS ALWAYS, WE FOLLOW THE GUIDELINES FROM OUR SCHOOL BOARD POLICY AS WELL AS THE TEXAS EDUCATION CODE, AND THAT INCLUDES THE SEVENTY FIVE THOUSAND SIX HUNDRED MINUTES OF INSTRUCTION FOR STUDENTS AND 187 TEACHER CONTRACT DAYS.

OK, SO LAST WEEK THE COMMITTEE MET AND WE LAUNCHED A COMMUNITY WIDE SURVEY AT THE CONCLUSION OF THAT MEETING THAT ALLOWS US AN OPPORTUNITY TO GAIN FEEDBACK FROM THE COMMUNITY, OUR STAFF, OUR PARENTS AND JUST COMMUNITY MEMBERS IN GENERAL.

AND THE SURVEY WAS DISTRIBUTED ON ALL OF THE DISTRICT'S COMMUNICATION CHANNELS AND THROUGH THE EFFORTS OF THE CALENDAR COMMITTEE AT THE CAMPUS LEVEL.

THE SURVEY IS SET TO CLOSE THIS WEDNESDAY, JANUARY 20TH.

AND RIGHT BEFORE I CAME IN, I CHECKED THE TOTAL RESPONSE AND WE WERE ALREADY OVER SIXTEEN HUNDRED RESPONSES, WHICH PUTS US MORE THAN WE'VE HAD TOTAL LAST YEAR.

SO THAT'S WE'RE GETTING SOME GREAT FEEDBACK FROM OUR COMMUNITY.

AND THEN AFTER REVIEWING THAT FEEDBACK THE COMMITTEE WILL MEET THIS WEEK, WE'LL MEET AGAIN AND THEN WE'LL MAKE ANY ADDITIONAL ADJUSTMENTS THAT WE NEED TO FOR THE FINAL DRAFT.

AND THEN TO PLAN IS THAT I WILL PRESENT A RECOMMENDATION ON A FINAL VERSION AT OUR FEBRUARY 15 BOARD MEETING.

[4C. Enrollment Update ]

JUST A REAL QUICK UPDATE ON WHERE WE'RE AT FROM SEPTEMBER WHEN WE HAD ENROLL OF THE STUDENTS. CURRENTLY, WE HAVE TEN THOUSAND THREE HUNDRED FIFTY FIVE STUDENTS ENROLLED.

NINE THOUSAND SIX HUNDRED AND SIXTY NINE OF THOSE, OR NINETY THREE POINT FOUR PERCENT, ARE FACE TO FACE IN PERSON.

SIX HUNDRED EIGHTY SIX OF THOSE OR SIX POINT SIX PERCENT ARE PARTICIPATING VIRTUALLY.

AND SEPTEMBER WE HAD EIGHT THOUSAND FOUR HUNDRED SEVENTY SIX IN PERSON AND ONE THOUSAND EIGHT HUNDRED EIGHTY FOUR VIRTUAL.

SO WE'VE HAD QUITE A FEW COME BACK.

AND THE SHIFT IN THE INSTRUCTIONAL DELIVERY NUMBERS.

CAMPUSES ARE CONTACTING AND WORKING WITH PARENTS TO GET STUDENTS ENROLLED IN THE BEST INSTRUCTIONAL ENVIRONMENT. SOME OF THEM WEREN'T BEING AS SUCCESSFUL AS WE WANT THEM TO BE VIRTUALLY. SO WE ARE HAVING THEM COME BACK.

AND TEA IS ALLOWING FOR US TO BRING FAILING OVER STUDENTS THAT AREN'T ATTENDING VIRTUALLY TO COME BACK FACE TO FACE.

PARENTS ARE ALSO GAINING CONFIDENCE IN OUR HANDLING OF THE COVID SAFETY PROTOCOLS.

WE HAVE ABOUT A HUNDRED AND TWO TEACHERS THAT ARE INSTRUCTING VIRTUALLY.

ELEMENTARY THERE ARE 19 DESIGNATED FULL TIME AND SECONDARY THERE'S 83 CONDUCTING AT LEAST ONE SECTION OF VIRTUAL INSTRUCTION.

BACK IN SEPTEMBER, WE HAD ONE HUNDRED AND FORTY FOUR TEACHERS INSTRUCTING VIRTUALLY AND ELEMENTARY HAD THIRTY FOUR DESIGNATED FULL TIME AND SECONDARY HAD 111 BACK IN SEPTEMBER.
