WE HAVE TWO STUDENT GROUPS THAT WE'RE GOING TO RECOGNIZE TONIGHT.

WE'RE GOING TO START OFF WITH OUR STATE PTA REFLECTIONS CONTEST.

[INAUDIBLE] IF YOU ALL COME UP [INAUDIBLE] JUST LINE UP RIGHT THERE.

IS THAT EVERYBODY? ANYBODY ELSE? WE WANTED TO CONGRATULATE SEVERAL OF OUR FRIENDSHIP STUDENTS FOR THEIR WORK IN THE 2021/2022 STATE PTA REFLECTIONS CONTEST.

THE REFLECTIONS CONTEST HAS BEEN A STAPLE ARTS PROGRAM IN MANY SCHOOLS FOR OVER 50 YEARS.

THROUGH THE EFFORTS OF OUR LOCAL PTAS, MILLIONS OF STUDENTS HAD FOUND A CREATIVE OUTLET IN THE AREAS OF DANCE, CHOREOGRAPHY, FILM PRODUCTION, LITERATURE, MUSIC, COMPOSITION, AND MUCH MORE.

THIS YEAR'S THEME WAS I CAN CHANGE THE WORLD BY, AND THEY DO A PROJECT ON THAT.

TONIGHT WE HAVE JORDAN LENY COOGLE.

SHE IS THE PRESIDENT OF THE FRIENDSHIP PTA.

SHE'S HERE TO HELP US RECOGNIZE THE STUDENTS. JORDAN?

WE'VE GOT SIX KIDDOS THAT ACTUALLY ADVANCED IN PLACE WITH THE STATE-LEVEL THIS YEAR WE HAVE HERE WITH US.

I'M GOING TO START WITH YOU KINGSLEY, IF THAT'S OKAY.

KINGSLEY HAD A ART PIECE THAT SHE SUBMITTED THIS YEAR AND RECEIVED THE AWARD OF MERIT AT THE STATE LEVEL.

WE HAVE MORE ON THEIR WAY.

[INAUDIBLE] JUST TO PUT INTO PERSPECTIVE WHAT THE NUMBER OF KIDS THAT PARTICIPATING IN THIS PROGRAM EVERY YEAR, THERE ARE ABOUT 300,000 KIDS TO PARTICIPATE IN THIS PROGRAM EVERY YEAR THROUGHOUT THE COUNTRY AND ABOUT 15 PERCENT OF THOSE COME FROM TEXAS.

THAT TELLS ME THE NUMBER OF KIDS THAT THEY'RE COMPETING AGAINST EVERY YEAR TO JUST PLACE AT THE STATE LEVEL, IT'S 0.1 PERCENT, SO IT'S A PRETTY GOOD ACCOMPLISHMENT.

A LOT OF OUR KIDS UP HERE TODAY HAVE WON YEAR AFTER YEAR AFTER YEAR.

THEY BOTH PARTICIPATED IN FILM PRODUCTION AT THE STATE LEVEL.

>> NEXT UP, WE HAVE OUR FRENSHIP HIGH SCHOOL THEATER DEPARTMENT THAT WE'RE RECOGNIZING FOR COMPETING IN THE STATE UIL ONE-ACT PLAY COMPETITION.

THIS WAS THEIR SECOND CONSECUTIVE STAGE APPEARANCE AFTER MAKING HISTORY LAST YEAR AS THE FIRST CAST TO QUALIFY FOR STATE.

NOW THIS GROUP'S PERFORMANCE OF PEOPLE, PLACES, AND THINGS EARNED 6TH PLACE IN STATE WITH TWO OF THE CAST MEMBERS RECEIVING INDIVIDUAL AWARDS.

I'LL LET JAKE EXPLAIN THAT A LITTLE BIT LATER BUT IN ADDITION TO STATE ONE-ACT PLAY APPEARANCE, SEVERAL OF THESE FRENSHIP HIGH SCHOOL THEATRE STUDENTS EARNED ABOUT A DOZEN NOMINATIONS IN THE BROADWAY DALLAS HIGH SCHOOL MUSICAL THEATER AWARDS FOR THEIR JEKYLL & HYDE PRODUCTION.

THEY TOOK HOME THE BEST LIGHTING DESIGN AWARD AND MR. LIERMAN TOOK HOME THE BROADWAY DALLAS 2022 OUTSTANDING EDUCATOR OF THE YEAR.

[APPLAUSE] I ALSO HAVE TO BRAG ON LINDSEY PIERSON BECAUSE SHE WAS ALSO THE FRENSHIP ISD SECONDARY TEACHER OF THE YEAR.

MAY WAS A CRAZY MONTH FOR THE THEATER PROGRAM AND ONCE WE GET SUMMER WITH MISSION TRIPS AND CHURCH CAMPS, AND I THINK COVID HIT SEVERAL OF US RIGHT BEFORE THE LAST BOARD MEETING, SO THANK YOU FOR LETTING US COME THREE MONTHS LATER AND BRAG ON THESE KIDDOS.

THIS IS A LITTLE OVER HALF OF OUR GROUP, A LOT OF OUR KIDS HAVE MOVED INTO THEIR DORM ROOMS ALREADY.

BUT SOMETHING ABOUT ONE- ACT, AND I KNOW I SAY IT EVERY TIME I'M IN HERE WITH YOU GUYS, BUT TO GET TO A STATE IN A COMPETITION WHERE IT'S BASED ON A SUBJECTIVE OPINION ON ART, IT'S NOT COMMON, ESPECIALLY AT THE SIX, EIGHT LEVEL TO MUCH LESS MAKE IT TWO YEARS IN A ROW.

IT'S JUST A TESTAMENT TO THESE KIDS AND HOW HARD THEY WORK AND THE DEDICATION THEY PUT TO THIS ART FORM.

FOR BETTER OR WORSE, WHEN YOU WORK IN THEATER, WHICH ALLOWS YOU TO LEARN HOW TO LOOK AT THE WORLD THROUGH SOMEONE ELSE'S EYES AND IT TEACHES YOU EMPATHY AND COMPASSION.

THESE KIDS DO THAT WITH SUCH GRACE AND WITH A MATURITY THAT IS BEYOND THEIR YEARS, SO WE ARE VERY PROUD OF YOU.

I'M GOING TO INTRODUCE THEM REALLY QUICK.

STARTS, ON THE OTHER HAND, SORRY.

WITH THE BEAUTIFUL HUMAN THAT LED HIM THAT [LAUGHTER] ISAIAH WANZOR, NATE TALAMANTEZ, ABBY MILLS, TAYLOR STEPHENS, KATELYN QUINTANILLA, BREE BURCHETT, MADILYN SALLEE, JAKE JACKSON, SYDNIE NABONNE, ELLY LONG, KATY BERNARD, CARLEY NELSON, MCKENNA WHITE, AND HUDSON BOWYER.

WE REHEARSED EVERY DAY IN THE CLASS, AND THEN IN JANUARY WE PUT THE SHOW ON BROADWAY DALLAS, AND JUDGES FOR BOTH BEAUTY AND THE BEAST AND JEKYLL & HYDE.

THOSE NOMINATIONS WERE BEST MUSICAL, BEST DIRECTION, BEST CHOREOGRAPHY, WHICH OUR CHOREOGRAPHERS WERE TWO HIGH SCHOOL KIDS, RACHEL [INAUDIBLE] AND COURTNEY BOARD.

BEST MUSIC DIRECTION WHICH WAS LINDSEY WISEMAN.

JUST TO BRAG ON LINDSEY FOR TWO SECONDS, SHE JUST MOVED INTO HER NORMAN, OKLAHOMA CITY.

BUT I THINK DISTRICT BY DISTRICT AND REGION BROUGHT HOME BEST PERFORMER FOR ONE- ACT AND THEN AN ALL-STAR CAST AT STATE.

ON TOP OF THAT, GETTING THE BEST SLEEP PERFORMER NOMINATION FOR JEKYLL $ HYDE.

BECQUEREL IS GOING TO DO BIG THINGS.

I'M VERY PROUD OF HER.

ON AUGUST 1ST WE ALSO POSTED THAT ON WEBSITE AND IN AUGUST 5TH 2022 WE ALSO MADE SURE ALL THE UPDATES AND EVERYTHING THAT 10-DAY NOTICE FOR TONIGHT'S MEETING.

AS WE LOOK THROUGH, AND JUST TALKING ABOUT THE VARIABLES ARE THE THINGS THAT WE'VE LOOKED AT IN PREPARING THE BUDGET.

THE FIRST VARIABLE IS THAT OF THE SNAPSHOT ENROLLMENT.

THIS YEAR, SNAPSHOT ENROLLMENT FOR 21/22 WAS 10,871 STUDENTS.

THE PROJECTED ENROLLMENT FOR 22/23 IS 11,191 STUDENTS, WHICH WAS AN INCREASE IN 320 STUDENTS OR 2.86 PERCENT INCREASE PER STUDENT POPULATION.

YOU LOOK AT THE AVERAGE DAILY ATTENDANCE WE COMPLETED IN 2021 WITH AN ALL TIME HIGH AVERAGE DAILY ATTENDANCE OR WHAT'S COMMONLY REFERRED TO AS ADA, WAS 9947.099.

THAT'S GOOD BECAUSE WE BUDGETED THE YEAR AT 9839.523.

WITH OUR ENROLLMENT PROJECTIONS AND A 95 PERCENT PROJECTED ATTENDANCE RATE, WE'RE PROJECTING AN ADA FOR THE 22/23 SCHOOL YEAR AT 10239.2841.

ANOTHER GOOD YEAR IN PROPERTY TAX VALUES.

WE SAW REMARKABLE GAINS IN PROPERTY VALUES ONCE AGAIN THIS YEAR.

OVERALL AS A DISTRICT, WE'RE UP 13.26 PERCENT IN OUR PROPERTY VALUES.

YOU SEE THE NUMBERS THERE REFLECTING.

ALSO, JUST TO GIVE YOU A QUICK REMINDER THAT WE DO OPERATE AND PROJECT OFF OF THE CURRENT SCHOOL YEAR VALUES TO DETERMINE THE STATE FUNDING, AS OPPOSED TO THE PROJECTED FUTURE VALUES THAT WE DID THREE YEARS AGO AS A RESULT OF THE HOUSE BILL 3.

TAXABLE VALUES. HERE, THIS GRAPH SHOWS YOU AND PROVIDES YOU THE HISTORY OF THE TAXABLE VALUES OVER THE FIVE YEARS AND THE CONTINUED GROWTH OF THE DISTRICT.

YOU CAN SEE WHERE WE CONTINUOUSLY HAD AN INCREASE AS FAR AS THE VALUES ARE CONCERNED.

HERE IS A HISTORY OF THE NEW PROPERTY VALUES AND EXISTING VALUES OVER THE PAST FIVE YEARS.

JUST DRAWS ATTENTION TO THE BLUE GRAPH THERE.

THE STEEP INCLINE WE SEE IN THE NEW PROPERTY VALUES AND WE'VE SEEN IN OUR DISTRICT OVER THE PAST FIVE YEARS, ESPECIALLY THE PAST THREE, WE'VE SEEN A RELATIVELY STEEP INCLINE ON A PROPORTIONAL RATIO.

OUR PROPOSED BUDGET FOR THIS YEAR.

INCLUDED IN THE END YEAR'S BUDGET, AS WE WORK TO PREPARE FOR '22, '23, WE ARE BRINGING TO YOU A PROPOSED BALANCED BUDGET OF $102,794,427 OF BUDGET.

IT IS A BALANCED BUDGET.

THAT IS A 7.04 PERCENT INCREASE OVER THE '21, '22 BUDGET.

THE PROPOSED BUDGET IS BALANCED AND DOES ACCOUNT FOR CONTINUED GROWTH OF THE DISTRICT, INCLUDING THE OPENING OF A FOURTH MIDDLE-SCHOOL, WHICH WE WILL HAVE A MONTH OF SALARIES AND OPERATIONAL COSTS FROM NEXT AUGUST SO FROM AUGUST 2023.

YOU ALSO SEE THAT WE HAVE IN '22 TO '23, COMPENSATION PACKAGES ARE INCLUDED IN THAT BUDGET, WHICH WE'LL BE PROPOSING TO YOU A LITTLE WHILE.

THE IMPROVING OF THE TRANSPORTATION FLEET WITH DURHAM TRANSPORTATION, AND THE EFFORTS THAT WE'VE BEEN TAKING TO ENSURE THAT WE'RE PROVIDING NEWEST EQUIPMENT AVAILABLE FOR STUDENTS AND THEIR TRANSPORTATION.

THEN A YEAR OUT, BUT IN ORDER FOR US TO BEGIN OUR ORCHESTRA PROGRAM,

WE HAVE TO BEGIN BUYING INSTRUMENTS NOW WHERE WE WILL NOT HAVE INSTRUMENTS WHERE WE WEREN'T ON THIS PROGRAM IN '23, '24, AND SO THAT HAS ALSO BEEN INCLUDED.

AS YOU LOOK HERE AT A CLOSER LOOK, YOU'LL NOTICE AN INCREASE OF 9.25 PERCENT IN THE LOCAL REVENUES AND AN INCREASE OF 4.1 PERCENT IN THE STATE REVENUES.

YOU WILL NOTICE ITS FUNCTIONS 61.

AS YOU LOOK THROUGH THE BUDGET, FUNCTION 61 HAS A SLIGHT DECREASE, THIS IS MAINLY BECAUSE OF VARIOUS FUNCTIONS ARE BEING ATTRIBUTED TO RECLASSIFICATION.

SO THEY'VE BEEN RECLASSIFIED FROM ONE FUNCTION TO ANOTHER, THUS SHOWING A DECREASE IN OVERALL BUDGET.

YOU ALSO SEE FUNCTION 51, THIS HAS A RESULT OF INCREASE IN CONTINUING PROPERTY VALUES, WHICH COSTS US MORE TO ENSURE BUILDINGS BECAUSE OUR BUILDINGS AND THE COST OF CONSTRUCTION HAVE INCREASED AND ALSO THE INCREASE IN UTILITIES, AND SO WE SEE THE TRICKY ONE IS INCREASING AS FAR AS THE OVERALL BUDGET.

THOSE ARE SOME OF THE MOST SIGNIFICANT CHANGES.

FOOD SERVICE, DEBT SERVICE, OR TO THE OTHER FUNCTIONS OR IN OTHER AREAS OF THE BUDGET.

YOU'LL SEE THAT THE PROPOSAL FOR FOOD SERVICE IS A BALANCED BUDGET AS WELL.

AND THEN THE DEBT SERVICE, JUST A QUICK DISCLAIMER ON THE DEBT SERVICE, THE EXCESS REVENUES THAT YOU SEE HERE OF THE $3,365,076 WILL BE UTILIZED FOR THE DISTRICT TO DEFEAT A CERTAIN OUTSTANDING BONDS RELATED TO THE DISTRICT UNLIMITED TAX SCHOOL BUILDING BONDS SERIES 2014 AND UNLIMITED TAX REFUNDING BONDS SERIES 2014.

IF YOU LOOK AT OUR REVENUES WHERE REVENUES ARE COMING FROM, OVER 51 PERCENT OF THESE REVENUES ARE COMING FROM YOUR LOCAL TAX [INAUDIBLE], YOU'LL SAY THE 47 PERCENT COMES FROM THE STATE, REMAINING COMING FROM THE FEDERAL REIMBURSEMENT PROGRAM AND CHARS.

THEN THE GROUP THAT YOU JUST SAW THEATER, WE ACTUALLY GAVE THE BIGGEST TEACHER GRANT THAT WE HAD EVER GIVEN.

THIS YEAR WE GAVE 45 SCHOLARSHIPS TO FRIENDSHIP HIGH SCHOOL STUDENTS.

AGAIN, WE GOT TO RECOGNIZE THOSE STUDENTS IN FRONT OF THE DONORS THAT WERE AT THE GOLF TOURNAMENT, AND AGAIN, THAT MAKES A BIG IMPACT WHEN THEY CAN ACTUALLY PUT FACES TO THE STUDENTS THAT THEY'RE HELPING.

WE WERE ABLE TO DO THAT, AND THOSE SCHOLARSHIPS ARE BASED ON CHARACTER, LEADERSHIP, AND SERVICE.

WE ALSO GIVE OUT FREE SCHOLARSHIPS.

WE GAVE OUT FOUR LAST YEAR; TWO IN DECEMBER, AND TWO IN MAY.

ONE OF THE DRIVING FORCES BEHIND THAT WAS TO MAKE HER YOUNGER SISTER PROUD, AND TO SERVE AS A ROLE MODEL TO HER, AND THAT'S WHAT STUCK OUT ABOUT HER SCHOLARSHIP ESSAY.

THEN I ALSO HAVE BEEN WRONG THERE TOO, BECAUSE WE DON'T JUST GET THESE SCHOLARSHIPS TO KIDS THAT ARE GOING TO UNIVERSITIES AND COLLEGES.

SHE'S GOING TO A WELDING TRADE SCHOOL IN OKLAHOMA.

SHE'S ABLE TO USE THAT SCHOLARSHIP TO HELP PAY FOR THAT WELDING TRADE SCHOOL THAT SHE'S GOING TO.

WHEN WE TOLD MR. SIMS THAT SHE WAS GOING TO BE ONE OF OUR SCHOLARSHIP RECIPIENTS THIS YEAR, HE SAID IT COULDN'T HAVE HAPPENED TO A BETTER STUDENTS, SO WE ARE VERY PROUD OF THOSE THREE SCHOLARSHIPS THAT WE'RE GIVING EACH YEAR.

THEN WE ALSO TRIED TO GET OUR STUDENTS INVOLVED IN OUR DIFFERENT EVENTS. THAT'S BIG FOR US.

WE WANT TO SHOW THE COMMUNITY AND OUR DONORS THE AMAZING THINGS THAT OUR STUDENTS ARE DOING IN THE CLASSROOMS, AND SO IN ONE OF THE PICTURES RIGHT THERE WITH THAT CUSTOM METAL FIRE PIT, ARE AG DEPARTMENT STUDENTS WHO CREATED THAT.

WE WERE ABLE TO AUCTION THAT OFF AT OUR GOLF TOURNAMENT, AND IT WENT FOR $2,500.

A LOT OF OUR COMMUNITY MEMBERS WERE REALLY IMPRESSED WITH WHAT OUR STUDENTS WERE DOING IN THE CLASSROOM.

WE REALLY LOVE BEING ABLE TO SHOW OFF WHAT OUR STUDENTS ARE DOING.

SO THROUGH THAT STUDY AND REALLY SHARPENING THE PENCIL ONCE AGAIN, WE WERE ABLE TO DOUBLE THE PAY INCREASE, THE PERCENTAGE FROM LAST YEAR.
