WE JUST THANK YOU FOR THIS SEMESTER AND JUST HOW WELL EVERYTHING'S GONE.
[1.E. Pledge of Allegiance]
THANK YOU. NEXT ITEM ON THE AGENDA IS RECOGNITION.[1.G.1. Speech & Debate State Congress Qualifiers]
AND I WANT TO TURN THE FLOOR OVER TO MS. TIFFANY TAYLOR. THANK YOU, MR. DRAPER. WE HAVE A LOT OF GREAT RECOGNITION TONIGHT.WE'RE GOING TO START WITH OUR SPEECH AND DEBATE STUDENTS TO COME UP.
SO WE WANT TO START BY CONGRATULATING THESE FRENSHIP HIGH SCHOOL SPEECH AND DEBATE STUDENTS.
ALL STATE CONGRESS IS A MOCK SESSION OF CONGRESSIONAL DEBATE, WHERE THE STUDENTS ACT AS REPRESENTATIVES AND DEBATE DEBATE OVER BILLS AND RESOLUTIONS THAT THE STUDENTS HAVE WRITTEN THEMSELVES.
NOW, THIS GROUP WILL TRAVEL TO AUSTIN THE FIRST WEEK OF JANUARY TO COMPETE AT THE STATE COMPETITION.
YES, I KNOW IT REALLY IS JUST INCREDIBLE THE AMOUNT OF WORK THAT THEY DO.
AND YOU NEVER KNOW WHICH ONES ARE GOING TO BE THE ONES THAT YOU'RE GOING TO ARGUE DURING THAT ROUND.
AND IT'S A PRETTY AWESOME THING TO WATCH.
AND I'M VERY EXCITED TO TAKE THEM TO STATE AGAIN THIS YEAR.
SO OUR THREE THAT ARE GOING TO BE COMPETING AT STATE ARE THE SELMA [INAUDIBLE], CORAL LUNA AND TATUM CAMERON, AND WE ALSO QUALIFIED TWO AS ALTERNATES TO STATE AND THEY WILL GO AND THEN SHOULD SOMETHING HAPPEN IN A SPOT OPEN UP THEY MIGHT HAVE THE OPPORTUNITY TO COMPETE AS WELL.
AND THAT IS MS JILLIAN JONES AND [INAUDIBLE] HERNANDEZ.
THANK YOU SO MUCH. THANK YOU ALL SO MUCH.
VERY PROUD OF YOU. WHAT A GREAT SKILL.
THE GREAT SKILL. TIFFANY, I APOLOGIZE.
I DID MISSPEAK EARLIER IS THE [INAUDIBLE] . YES. AND WHAT AWARD DID SHE WIN? THE 20 UNDER 40.
PROFESSIONAL. SHE WAS SELECTED BY THE CHAMBER.
YES. SELECTED BY THE CHAMBER OF COMMERCE.
AND SHE WAS SELECTED AS ONE OF THE TOP 20 YOUNG AND UPCOMING LEADERS IN LUBBOCK.
SO I'M WAITING FOR THE 50 UNDER 60.
[00:05:03]
THANK YOU. NOW WE'RE GOING TO TURN THE SPOTLIGHT OVER TO CEASAR GUZMAN.[1.G.2. National Spanish Spelling Bee Qualifier]
SO IF WE CAN HAVE YOU COME UP HERE.AND [INAUDIBLE] IF YOU WANT TO.
OKAY. SO TONIGHT WE'RE RECOGNIZING WE'LL HAVE IN FIFTH GRADERS CEASAR GUZMAN.
HE'S HEADED TO THE NATIONAL SPANISH SPELLING BEE COMPETITION THIS SUMMER.
SO CEASAR IS THE FIFTH STUDENT IN FRENSHIP'S HISTORY TO ADVANCE TO THE NATIONAL COMPETITION.
AND THIS IS WHAT'S IMPRESSIVE.
NOT ONLY DID HE COMPETE AGAINST OTHER ELEMENTARY STUDENTS ACROSS LUBBOCK, BUT HE ALSO WENT UP AGAINST MIDDLE SCHOOL STUDENTS AND WELL AS WELL, AND TOOK HOME THE FIRST PLACE PRIZE. AND SO.
THIS IS FOR YOU. SINCE I WORKED SO HARD, IT WAS A VERY INTENSE COMPETITION THIS YEAR.
I WAS SO PROUD OF HIM AND HOW HE HANDLED WINNING.
HE'S BEEN IN A LOT OF HARD WORK THIS YEAR.
WE'RE SUPER PROUD OF HIM. YES.
CONGRATULATIONS AND GOOD LUCK.
[1.G.3. Academic All-State Cross Country]
ORGANIZATIONS FOR CROSS COUNTRY.NOW, THESE STUDENTS RECEIVE RECOGNITIONS FOR THEIR FOR THEIR HARD WORK AS AN ATHLETE AND THEIR ACHIEVEMENTS IN THE CLASSROOM FROM ORGANIZATIONS LIKE THE TEXAS GIRLS COACHES ASSOCIATION, TEXAS HIGH SCHOOL COACHES ASSOCIATION AND THE CROSS COUNTRY ASSOCIATION OF TEXAS.
THANK YOU MUCH. THANK YOU FOR HAVING US.
FIRST UP, I'D LIKE TO RECOGNIZE GAGE MCNEELY.
[APPLAUSE] GAGE PLANS ON ATTENDING TEXAS TECH IN THE FALL AND STUDY BUSINESS.
LOLA WAS CROSS COUNTRY ACADEMIC ALL-STATE FOR THE TEXAS GIRLS COACHES ASSOCIATION, THE CROSS COUNTRY COACHES ASSOCIATION OF TEXAS, AND ALSO SECOND TEAM ALL-STATE FOR THE TEXAS HIGH SCHOOL COACHES ASSOCIATION.
IF NOT THAT, THEN SHE'S GOING TO USE AN ROTC SCHOLARSHIP TO GO TO TEXAS TECH.
[APPLAUSE] AND FINALLY, JACOB ARSENAULT, CROSS COUNTRY ACADEMIC ALL-STATE CROSS COUNTRY COACHES ASSOCIATION OF TEXAS, AS WELL AS TEXAS HIGH SCHOOL COACHES ASSOCIATION.
FIRST TEAM ACADEMIC ALL-STATE.
THANK YOU GUYS SO MUCH. THANK YOU.
[00:10:23]
YEAH. WELL, YOU'RE WELCOME TO SIT OR YOU'RE WELCOME TO COME BACK HERE AND TAKE A PICTURE.THANK YOU. YOU'RE ALL WELCOME.
[1.G.4. Twirling State Solo and Ensemble Contest Qualifiers]
SO NEXT UP, WE WANT TO CONGRATULATE SEVERAL OF OUR FRENSHIP HIGH SCHOOL TWIRLERS WHO ARE HEADED TO THIS TEXAS STATE SOLO AND ENSEMBLE CONTEST.NOW, THESE SAME FIVE TWIRLERS ALSO COMPETED AS A GROUP FOR THE ENSEMBLE CONTEST, WHERE THEY AGAIN EARNED A SUPERIOR RATING, EARNING A SPOT AT THE STATE EARNING SPOT EARNING A SPOT AT STATE ALSO FOR ENSEMBLE.
FRENSHIP HIGH SCHOOL, A DIRECTOR OF BANDS, DR.
RYAN SMITH AND TWIRLING COACH AMANDA TULLY ARE HERE TONIGHT TO HELP US RECOGNIZE THE STUDENTS.
THANK YOU SO MUCH FOR TAKING THE OPPORTUNITY TO CELEBRATE AND RECOGNIZE OUR MULTI TALENTED STUDENTS.
THESE STUDENTS PRACTICE HOURS TO MAKE SURE THEY ARE SKILLED ON THEIR OWN INDIVIDUAL INSTRUMENTS, MAKING SURE THEIR GRADES ARE OF HIGH MARKS, AND FINDING TIME TO PRACTICE THEIR INDIVIDUAL ROUTINES AND THEIR ENSEMBLE ROUTINE.
THE SUCCESS OF THESE STUDENTS ARE LARGELY DUE TO HER DEDICATION IN WEEKLY INSTRUCTION.
SO ALL FIVE OF THESE STUDENTS, AS TIFFANY JUST TALKED ABOUT, PREPARED A SOLO AND THEY RECEIVED A DIVISION ONE SUPERIOR RATING, AND THEY COLLECTIVELY PERFORMED AN ENSEMBLE WHERE THEY ALSO RECEIVED A DIVISION ONE SUPERIOR RATING.
THEY WILL BE ABLE TO COMPETE AT THE STATE SOLO AND ENSEMBLE ON MAY 27.
SO ON THE VARSITY LINE, WE HAVE KIARA BLAKE, WE HAVE RACHEL [INAUDIBLE], EMMA CARTER, [INAUDIBLE] JOSLIN, AND EMORY FARR.
CONGRATULATIONS. THANK YOU, MR. DRAPER. THAT WRAPS UP OUR STUDENT RECOGNITIONS FOR TONIGHT.
WE SPOKE AND SURELY MADE A POINT OF WHICH HE HAS A PRESENTATION TO MAKE.
[INAUDIBLE]. WOULD YOU COME BACK UP TO THE PODIUM, PLEASE? SO IT'S ONE OF THOSE PENDING BOARD APPROVALS HERE IN A MOMENT, ONE OF THOSE.
WE HAVEN'T VOTED ON ANYTHING YET, BUT WITH THE BOARD'S APPROVAL, WHEN WE GET TO THE ROUTINE DISTRICT OPERATIONS IN WHICH THEY TAKE A VOTE ON RESIGNATIONS AND HIRES.
MY RECOMMENDATION IS THAT SHE WAS INTRODUCED A MOMENT AGO AS THE ASSISTANT PRINCIPAL AT WILLOW BEND.
AND AS YOU ALL RECALL, I THINK IT WAS WAS IT LAST MONTH THAT WE BROUGHT JENNIFER PEARCE BEFORE YOU.
SHE IS NOW BEEN SERVING, GOSH, ALMOST TWO OR THREE WEEKS AS THE SPECIAL ED DIRECTOR.
AND SINCE JENNIFER DEPARTED CAME OVER HERE, SCHUYLER HAS BEEN SERVING IN THE ROLE AS PRINCIPAL.
AND IN MY OPINION, SHE'S READY TO BE.
AND SO THIS AFTERNOON, YOU KNOW, I FEEL LIKE IT'S REALLY IMPORTANT FOR THIS STAFF TO HEAR BEFORE IT GETS BROADCAST TO ANYONE ELSE, BECAUSE THEY ARE ON THE FRONT LINES WITH YOU EVERY DAY.
[00:15:04]
AND I DON'T THINK I'VE HEARD THAT MANY SQUEALS LITERALLY OF DELIGHT AND LOTS OF REALLY LOUD CLAPPING.WHEN I TOLD THE STAFF THAT I WOULD BE RECOMMENDING SCHUYLER THIS EVENING.
SO, SKYLER, DO YOU HAVE ANY WORDS OF WISDOM? SHE HAS A LOT OF REALLY WISE THINGS TO SAY SO.
I DON'T KNOW ABOUT WORDS OF WISDOM.
I'M JUST REALLY THANKFUL FOR THE OPPORTUNITY.
I'VE LOVED ALL OF MY TIME AT FRENSHIP SO FAR.
AND I'M REALLY GRATEFUL FOR THE OPPORTUNITY TO CONTINUE SERVING.
LET ME THROW THIS OUT THERE, DR.
MCCORD AND I WE'RE TALKING ABOUT THIS LATTER PART OF LAST WEEK AND AGAIN TODAY.
HOWEVER, SHE DOES GO A STEP FURTHER AND GIVES AN HONORARY FOR THE BOARD TO VOTE UPON.
SO CONGRATULATIONS AND WE'RE GLAD YOU'RE HERE.
SO, GREG ROBINSON, IF YOU'LL COME TO THE PODIUM, WE'VE GOT TO GET THIS ON VIDEO.
[1.G.5. Board Member Service Award]
AND SO, GREG, I SEE SOME PEOPLE IN THE AUDIENCE THAT LOOK.ONE OF THEM DOESN'T LOOK FAMILIAR AT ALL.
I DON'T THINK I'VE MET THE GRANDCHILD.
SO ANYWAY, BUT I SEE SOME FAMILIAR FACES AND, OH, MY GOODNESS, THIS IS RILEY AND MATTHEW AND ANGELA.
AND I ALSO DON'T KNOW THAT I'VE EVER MET YOU, LEXIE.
YES. AND SO GREG TALKED TO ME THIS SUMMER ABOUT WHEN WE HAVE OUR THE WEEK BEFORE WE GET ON THE MAT.
WHEN YOU'RE ON THE MAT, YOU'RE ON THE CAMERA.
BUT IT WAS, I THINK, JULY OR AUGUST, AND WE HAD OUR ONE ON ONE MEETINGS.
SO I MEET INDIVIDUALLY WITH EACH BOARD MEMBER THE WEEK PRIOR TO OUR BOARD MEETING, SO WE CAN JUST TALK ABOUT THE BOARD AGENDA, DISCUSS ANY HOT TOPICS, THAT KIND OF THING.
AND SO HE TOLD ME THAT HE WAS THINKING ABOUT ROLLING OFF THE BOARD.
AND SO AND GREG WAS ONE OF THE FIVE BOARD MEMBERS THAT ARE STILL HERE WHO SERVE.
THAT TOOK A CHANCE ON ME IN MAY OF 2015 WHEN THE PREVIOUS SUPERINTENDENT LEFT.
AND, YOU KNOW, THIS IS NOT EASY WORK THAT THAT I DO OR ANY OF THE THEY CALL THEMSELVES EDUCATORS.
IF YOU GET A PAYCHECK FROM HERE, THEN YOU'RE AN EDUCATOR.
IT'S NOT EASY WORK, BUT IT'S OUR CAREER.
IT'S THE WAY WE MAKE OUR LIVING.
BUT THESE SIX THAT ARE UP HERE AND THIS ONE STANDING HERE, THEY VOLUNTEER.
I BROUGHT KLEENEX. I LEFT THEM OVER HERE.
BUT THEY DO IT BECAUSE THEY LOVE IT.
THEY SACRIFICE TIME WITH THEIR OWN KIDS, THEIR OWN FAMILIES FOR THE GREATER GOOD.
BUT WORDS REALLY, THAT I WOULD JUST I COULD STAND HERE A LONG TIME AND CRY A LOT.
BUT THE WORDS THAT I WOULD USE TO DESCRIBE GREG ARE HIS WILLINGNESS.
YOU KNOW, A LOT OF PEOPLE AREN'T WILLING ANYMORE TO STAND UP AND SERVE IN A ROLE THAT'S NOT ONLY VOLUNTEER, BUT YOU DON'T GET TO SIT IN THE CHEAP SEATS AND THROW STONES AT THE PEOPLE WHO ARE MAKING THE HARD DECISIONS.
AND SO GREG HAS GOTTEN TO BE MY FRIEND OVER THE YEARS.
AND THE STUDENTS HAVE WON SO MANY AWARDS AND THE STAFF HAS WON AWARDS.
[00:20:06]
IT'S IN THE [INAUDIBLE].AND WE WENT THROUGH A PANDEMIC AND THROUGH THE LOTS OF LOSSES.
GOOD TIMES, BAD TIMES, A LOT OF EMAILS, A LOT OF PHONE CALLS.
LIKE, YOU'RE NOT GOING TO BELIEVE THIS.
BUT ANYWAY, AND GREG IS WILLING GREG IS A SERVANT LEADER.
HE REALLY GETS THAT PART RIGHT WHERE HE CAME AND IS ON THIS EARTH TO SERVE, NOT BE SERVED.
AND HE IS A REALLY GREAT LISTENER.
AND WHEN HE TALKS, YOU NEED TO LISTEN TO WHAT HE'S SAYING BECAUSE HE'S NOT GOING TO OFFER JUST ANY RANDOM SOMETHING LIKE I WOULD AND JUST BLABBER, KIND OF LIKE I'M DOING RIGHT NOW.
AND HE HAS SOMETHING IMPORTANT TO SAY.
AND HE HE ALSO KNOWS WHO HE IS.
AND HE'S WILLING TO TAKE A STAND AND TO STAND HIS GROUND.
SO I'LL TURN IT THIS WAY AND THEN I'LL TURN IT BACK THE OTHER WAY.
AND SO WHAT YOU SEE IS, GREG, ONE OF THE VERY FEW THINGS YOU GET TO DO THAT'S WORTHWHILE AS A SCHOOL BOARD MEMBER IS YOU GET TO HAND THE DIPLOMA TO YOUR CHILDREN.
AND SO WE HAVE HIM GIVING HIS DIPLOMA TO MATTHEW AND THEN RILEY.
AND THEN JUST IT SAYS YOUR INFLUENCE WILL NEVER BE ERASED.
FRENSHIP ISD BOARD OF TRUSTEES 2013 TO 2022.
AND THEN THAT'S WHY YOUR NAMEPLATE.
WE DIDN'T JUST THROW IT IN THE GARBAGE.
[INAUDIBLE] BEFORE YOU SAY ANYTHING, WE'RE NOT GOING TO LET YOU JUST GET BY THIS EASY.
THE ONE THING THAT I WOULD LIKE TO ADD TO DR.
MCCORD'S WORDS, AND THEY RANG SO TRUE IN THE LAST 17 TO 18 YEARS THAT I'VE GOTTEN TO KNOW GREG.
GREG IS PROBABLY ONE OF THE BIGGEST MEN THAT I HAVE SEEN IN THIS COMMUNITY.
HE NOT ONLY SAYS IT, HE LIVES IT.
HE'S DONE IT BY ACTUALLY HAVING THE SERVANT'S HEART.
I'VE NEVER SEEN GREG ROBINSON RUN FROM A PROBLEM.
HE'S GOING TO BE AN EXTREMELY HARD MEMBER TO REPLACE.
AND I KNOW THAT YOU'RE THERE IF WE NEED YOU.
I APPRECIATE IT, GREG. THANK YOU.
LOTS OF COMMITTEES COMING YOUR WAY.
WAS PROBABLY LIKE, REALLY TALKING ABOUT IT.
WE KNOW THIS IS WAY OUT OF MY COMFORT ZONE TO BE UP HERE AND, YOU KNOW, ABOVE AND BEYOND AND ALL THE NICE THINGS.
AND I APPRECIATE THAT. BUT, YOU KNOW, YOU'LL DO ALL THE WORK.
I WAS A SMALL PART, AND I HOPE THAT I MADE A POSITIVE IMPACT, POSITIVE CONTRIBUTION.
AND I JUST WANT TO THANK MY FAMILY AND THE COMMUNITY FOR LETTING ME SERVE.
AND I THINK ALL OF YOU ARE DEAR FRIENDS OF MINE.
[00:25:06]
THERE'S STILL GOING TO BE A BIG VOID WITH YOU LEAVING THIS THIS BOARD.AND I'M SURE THERE'LL BE A THEY'LL BE GREAT.
I'M SURE APPRECIATE THAT THOUGH.
[2.A. Proposed middle school attendance zones (revised) presentation]
NEXT ITEM ON THE AGENDA IS A PRESENTATION TO THE BOARD AND PUBLIC HEARINGS ON THE PROPOSED MIDDLE SCHOOL ATTENDANCE ASSIGNMENTS.THIS IS A REVISED PRESENTATION AFTER PUBLIC INPUT.
YES, SIR. SO AT THIS TIME, I'M GOING TO TURN THE FLOOR OVER TO YOU, SIR.
ALL RIGHT. THANK YOU, MS. DRAPER BOARD. JUST TO REMIND YOU, WE HAD THREE TOWN HALL MEETINGS CONCERNING BOUNDARIES FOR THE FOURTH MIDDLE SCHOOL.
WE ALSO HAD AN EMAIL AVAILABLE FOR THE PUBLIC TO EMAIL CONCERNS OR COMMENTS.
THESE COMMENTS AND EMAILS HAVE BEEN SHARED WITH YOU GUYS PREVIOUSLY.
WE REVIEWED THE COMMENTS, WORKED WITH OUR DEMOGRAPHER AND REVISE OUR BOUNDARIES.
THESE COMMENTS AND THE FUTURE GROWTH AND OPENING OF ADDITIONAL ELEMENTARY AND HIGH SCHOOL.
HERE ARE THE PROPOSED BOUNDARIES THAT WE HAVE PRESENTED.
THIS IS THE CURRENT MIDDLE SCHOOL BOUNDARIES.
IF YOU REMEMBER BACK, THE FIRST ORIGINAL SCENARIO WAS THIS.
YOU SHOULD HAVE A COPY OF THIS IN FRONT OF YOU.
THE REVISED SCENARIO WILL LOOK LIKE THIS.
[INAUDIBLE] SO WE MOVED FROM ALCOVE OVER TO 179.
THEN IT COMES DOWN ACROSS 34TH DOWN MILWAUKEE AND THEN CUTS BACK MARCIA SHARP ACROSS 82ND UP RESEARCH BOULEVARD AND THEN ACROSS 66, AND THEN COMES DOWN HERE THROUGH THE NEIGHBORHOOD AND DOWN LIKE THAT.
SO THIS WOULD BE HERITAGE IN THIS AREA.
THIS WOULD BE MIDDLE SCHOOL NUMBER FOUR.
ALL OF THIS HERE, THIS WOULD ALL BE FRENSHIP MIDDLE SCHOOL AND THEN TERRA VISTA WOULD BE UP HERE.
THE NUMBERS ON THIS ONE PLAY OUT PRETTY GOOD.
WE GET OVER HERE TO 29, 30, 28, 29, 29, 30, AND FRENSHIP MIDDLE SCHOOL STARTS FILLING UP PRETTY QUICKLY BASED ON THE DEMOGRAPHERS REPORTS.
SO THOSE ARE THE NUMBERS THAT ARE BASED ON THAT SCENARIO.
WHEN WE MADE THE CHANGES IN THIS ONE WE PULLED THAT BACK, WENT BACK ACROSS 82ND UP RESEARCH AND ACROSS 66.
THIS LITTLE CORNER RIGHT HERE WAS PULLED INTO HERITAGE AND THEN 23 B WAS PULLED INTO HERITAGE.
3C IS ALSO LEFT INTO TERRA VISTA UP HERE AS WELL.
AND SO THAT MOVED FROM ALCOVE OVER AT 179.
[00:30:08]
OTHERS, BUT THEY CATCH UP FAIRLY QUICKLY.AND IF YOU GO OUT TO 2031, WE ALL HAVE NUMBERS THAT ARE WORKABLE ON OUR MIDDLE SCHOOL CAMPUSES.
SO GOING FORWARD FROM HERE, THE DECEMBER BOARD MEETING, WE RECOMMEND PROPOSED ATTENDANCE BOUNDARIES ON THIS DISCUSSION ITEM AND PROVIDE THE OPPORTUNITY FOR PUBLIC INPUT, WHICH WE'LL DO HERE IN A SECOND.
AND THEN JANUARY BOARD MEETING, WE'LL MAKE A RECOMMENDATION.
AND THEN IN THE SPRING WE'LL CREATE THE GRANDFATHERING GUIDELINES AND SHARE THOSE WITH THE PUBLIC.
THESE REVISED BOUNDARIES WERE SHARED WITH.
RIGHT. YEAH. RICHARD, I THINK YOU SAID THIS AT THE BEGINNING, BUT I WAS [INAUDIBLE] SO BUT I THINK YOU MENTIONED THIS, BUT ONE OF THE REASONS FOR THE REVISIONS WAS BASED ON THE FEEDBACK THAT WE GOT FROM WE SEE WE SET UP A WE STOOD UP AN EMAIL ADDRESS WHERE YOU COULD SEND YOUR FEEDBACK.
WE DID THE THREE TOWN HALLS, WE RECORDED THE TOWN HALLS, POSTED THE TOWN HALL ON OUR WEBSITE, SO THAT IF YOU WEREN'T ABLE TO GO AND YOU COULD WATCH THOSE.
AND THEN WE HAD A BOARD WORKSHOP AFTER THAT.
AND SO WE BROUGHT ALL OF THE INFORMATION TOGETHER AND THE FEEDBACK.
AND FROM THAT CAME A COUPLE OF REVISIONS, NOT NOT REVISIONS, BUT A FEW MINOR THINGS FOR OUR RECOMMENDATIONS TO THE BOARD, THE TWO OPTIONS.
AND SO AFTER THE PUBLIC HEARING, THEN THERE'S ANOTHER ITEM ON HERE FOR THE BOARD TO DISCUSS.
SO WE'RE GOING TO MOVE ON TO [INAUDIBLE] YOU STAY RIGHT WHERE YOU'RE AT.
WE'RE GOING TO OPEN A PUBLIC HEARING ON THE PROPOSED MIDDLE SCHOOL ATTENDANCE ZONE.
[2.B. Public hearing on the proposed middle school attendance zones ]
SO WE'RE NOW OFFICIALLY OPENING THIS MEETING AS A PUBLIC HEARING FOR INPUT ON THE PROPOSED MIDDLE SCHOOL ATTENDANCE ZONES AS PRESENTED BY MR. RICHARD PAYNE. DO WE HAVE ANYBODY THAT WOULD WISH TO SPEAK? OKAY. THAT BEING THE CASE, THE PUBLIC HEARING IS NOW OVER.[INAUDIBLE] IF YOU WOULD LIKE.
ITEM C IS PROPOSED MIDDLE SCHOOL ATTENDANCE ZONES DISCUSSION.
[2.C. Proposed middle school attendance zones discussion]
MR. RICHARD DEAN.SO IF THE BOARD HAS ANY COMMENTS ON THE PROPOSAL ZONES.
MR. DRAPER I HAVE ASKED RICHARD TO SHARE WHAT ADMINISTRATION SEES IS SOME OF THE PROS AND CONS FOR REVISED OPTION A AND SOME OF THE PROS AND CONS OF REVISED OPTION B.
SO IT WAS PEOPLE WERE MADE AWARE.
THERE'S BEEN A LOT OF PUBLICITY ABOUT IT AND.
I UNDERSTAND. I JUST WANT TO MAKE SURE THAT WAS UNDERSTOOD.
WELL, THE BOARD ALSO HAD A WORKSHOP TO DISCUSS THESE BOUNDARIES AND AND TAKE INTO ACCOUNT THE FEEDBACK THAT WE GOT FROM THE OPEN HOUSE MEETINGS ON THE ATTENDANCE ZONES.
I THINK IT WAS THE FIRST OR 2ND OF NOVEMBER.
I THINK THAT ALL THE EMAILS THAT WE GOT WERE SHARED AS WELL AND CONSIDERED IN THIS.
YES. SO IF YOU WOULD SHARE THE DISTRICT ADMINISTRATION'S OPINIONS.
AND I WANT TO REMIND EVERYBODY, THIS IS NOT AN ACTION ITEM AT THIS TIME.
[00:35:02]
THIS IS INFORMATION. SO FOR SCENARIO A, SOME OF THE PROS THAT WE SEE OR A COUPLE OF THE PROS THAT WE SEE IN THE MIDDLE SCHOOLS REMAIN CLOSER IN SIZE FOR THE 23 SCHOOL YEAR THAN THEY DO IN THE OPTION B, THE THE DEMOGRAPHICS REMAINED SIMILAR ACROSS ALL CAMPUSES.THAT BEING FMS WOULD HAVE 49% LOW SES, TERRA VISTA WOULD HAVE 63% LOW SES HERITAGE WOULD HAVE 44% LOW SES AND NUMBER FOUR WOULD HAVE 53% LOW SES.
IT WOULD ADD [INAUDIBLE] BEING SPLIT.
SO THAT'S SOMETHING COMING IN THE NEAR FUTURE.
THERE ARE THERE'S GOING TO BE A LITTLE DISPARITY IN THE POPULATION AMONG THE MIDDLE SCHOOLS BY THE TIME WE GET TO 2031 WITH OPTION A, WITH OPTION B, SOME OF THE PROS, AGAIN, THE DEMOGRAPHICS REMAIN SIMILAR ACROSS ALL CAMPUSES.
OPTION B SAYS 43% SERVICE TO REMAINS AT 63, HERITAGE REMAINS AT 44%, AND NUMBER FOUR MOVES UP TO 62%. THE POPULATIONS AT ALL FOUR MIDDLE SCHOOLS ARE SIMILAR THROUGHOUT ARE THROUGH 2031, 2032, WITH LITTLE DISPARITY AT THE FIRST AND THEN SOME OF THE CONS THE FIRST YEAR.
AGAIN, THE POPULATIONS ARE DIFFERENT BETWEEN FMS AND NUMBER FOUR THAN THE OTHER TWO AND IT DIVIDES FOUR ELEMENTARIES [INAUDIBLE] AND ARE CURRENTLY DIVIDED AND THEN UPLAND HEIGHTS AND BENNETT WOULD ALSO BE INCLUDED AS BEING SPLIT.
AND SO THAT WE GET AWAY FROM TODAY, THE MORE CHANCE THERE ARE FOR ERRORS DEPENDING ON WHAT OCCURS IN THE FUTURE, WE MAY HAVE TO REVISIT THIS IF WE CONTINUE TO GROW IN CERTAIN AREAS AND THINGS LIKE THAT.
SO ELEMENTARY BOUNDARIES ARE NEIGHBORHOOD SCHOOLS.
AND WE'RE STILL SCHEDULED TO OPEN ANOTHER MIDDLE SCHOOL IN THE FALL OF 24.
AN ELEMENTARY. ELEMENTARY, I'M SORRY, NOT ANOTHER MIDDLE WE'RE SCHEDULED TO OPEN ANOTHER ELEMENTARY IN THE FALL OF 24, WHICH MEANS ALL WE'LL HAVE A REDRAWING OF ELEMENTARY LINES AT THAT TIME AS WELL, I MEAN, IT'S IN THE SAME NEIGHBORHOOD AS THOSE MIDDLE SCHOOL THAT WE'RE OPENING.
YES. AND I'M GLAD YOU CORRECTED THAT BECAUSE DEREK WAS STROKING [INAUDIBLE].
WELL, I JUST MAKE THE POINT THAT SO THAT THE ELEMENTARY LINES THAT WE ARE TALKING ABOUT TODAY WILL BE ALL WILL BE DIFFERENT BECAUSE THEY'LL BE A NEW ELEMENTARY IN THE MIX. WE'LL HAVE TO ADDRESS THOSE NEXT YEAR AS WE GET READY FOR THAT ELEMENTARY.
BUT WE'VE WORKED WITH THE DEMOGRAPHER AND, YOU KNOW, AND STUDIED IT, AS HAVE YOU ALL, IN TRYING TO MINIMIZE THE IMPACT YEAR OVER YEAR TO FAMILIES.
BUT AND, RICHARD, I THINK YOU MENTIONED THIS, BUT JUST TO TO REITERATE THAT WE ALREADY HAVE CAMPUSES ELEMENTARY. SO WHERE YOU GO TO ELEMENTARY IS BASED ON YOUR ADDRESS.
AND WE DON'T HAVE WHAT WOULD BE CALLED A PURE FEEDER SYSTEM INTO OUR MIDDLE SCHOOLS.
NOW, WE COULDN'T BECAUSE WE DON'T HAVE THE NUMBER OF ELEMENTARY SEATING.
WE HAVE EIGHT ELEMENTARIES FEEDING INTO THREE MIDDLE SCHOOLS.
SO SOME OF THEM GO TO TERRA VISTA AND SOME GO TO HERITAGE.
AND I BELIEVE WILLOW BEND IS ALSO SOME OF THEM GO TO FMS AND SOME GO TO TERRA VISTA.
THAT'S CORRECT. THAT'S THE ONLY TWO.
OKAY. AND I THINK ADD TO THAT ANYBODY THAT DRIVES AROUND IN THIS DISTRICT, THERE'S NOT A PIECE OF LAND THAT IS NOT TURNED OVER AND BEING DEVELOPED RIGHT NOW.
SO THESE WE'RE RIGHT IN THE GROWTH PATH OF LUBBOCK AND WOOLWORTH IS FIXIN TO MINUTE UNITED
[00:40:04]
POPS UP OUT HERE, IT'S GOING TO EXPLODE.AND IT'S JUST IT'S GOING TO TAKE SOME ADJUSTMENTS.
AND THAT'S JUST WHAT COMES WITH GROWTH.
BUT YET OUR KIDS ALWAYS STILL STRIVE AND RISE TO THE TOP.
SO I THINK AS LONG AS THE MINDSET IS STILL THAT WAY AND WE ARE GOOD STEWARDS WITH WHAT TAX BASE WE GET AND ABLE TO PUT THOSE IN THE RIGHT PLACES, I THINK OUR KIDS ARE GOING TO BE GREAT.
AND AGAIN, THIS [INAUDIBLE] JUST INFORMATION.
ABSOLUTELY. AND I'M GOING TO ASK THIS QUESTION AND YOU CAN THROW ROCKS AT ME LATER.
AND IT WE'VE HAD THAT POLICY IN PLACE SINCE, I THINK, 2009, SO THAT THE BOARD AND ADMINISTRATION HAS SPECIFIC STEPS THAT THEY FOLLOW THAT INCLUDE STAKEHOLDER FEEDBACK AND BOARD MEMBER INPUT SO THAT WE CAN GET SOME OPINIONS BECAUSE THE COMMUNITY MAY SEE SOMETHING.
AND IN FACT, THEY DID SEE SOME THINGS THAT WE DIDN'T SEE AND WHICH HELPED US COME TO THE DECISION THAT WE NEEDED TO MAKE REVISIONS TO OUR OPTIONS.
IN JANUARY, IT WILL BE AN ACTION ITEM IN ACCORDANCE WITH BOARD POLICY.
AND ANOTHER EXCITING THING THAT'S GOING TO HAPPEN IN JANUARY IS IT WILL HAVE A NAME.
WELL, IT WON'T HAVE IT WILL HAVE A NAME AFTER Y'ALL, NAME IT.
SO I WILL BRING TO YOU RECOMMENDATIONS.
I WILL HAVE. YES, WE WILL GO OVER.
WE'VE HAD OVER 1500 SUGGESTIONS AND I CAN I'M NOT WANT TO GIVE IT ALL AWAY, BUT I CAN TELL YOU ONE THAT'S NOT GOING TO MAKE IT.
AND THAT IS SCHOOLY MCSCHOOL FACE THE MIDDLE IS NOT GOING TO BE THE NAME OF THE NEW MIDDLE SCHOOL.
ANDREW COX IS STILL IN THE RUNNING.
BUT ANYWAY, THAT HAS BEEN FUN.
AND TIFFANY HAS REALLY REFINED THAT PROCESS.
SHE'S AWARD WINNING. AND NOT ONLY IS SHE WON 20 UNDER 40, SOME OF YOU THAT MAY NOT KNOW THIS, BUT SHE CAN THROW THINGS AT ME LATER.
BUT SHE ALSO IS AN EMMY WINNER.
AND I DON'T MEAN PRETEND EMMYS.
SHE SITS IN HER OFFICE AND SHE WON AN EDWARD R MURROW AWARD.
YES. SO WE NEED TO HAVE YOU ARE WE JUST HEARING ABOUT THIS? NO, BUT BECAUSE I WAS LIKE, YOU HAVE AN EMMY.
AND I SAID, CAN YOU BRING IT SO I CAN SEE WHAT IT LOOKS LIKE? SHE'S LIKE, IT'S IN MY OFFICE.
YOU'VE SEEN. BUT IT'S JUST A TROPHY.
YEAH, A LITTLE COOLER THAN JUST A TROPHY.
YEAH. YES, BUT AT ONE POINT, TIFFANY WAS.
I'M JUST GOING TO GO ON AND ON.
TIFFANY AT ONE POINT WAS EMBEDDED WITH THE AIR FORCE.
LIKE, AS AN ARMY? YES, AS A REPORTER EMBEDDED WITH THE MILITARY THAT USED TO GO ON IN WARTIME.
[00:45:01]
SHE'S GOING TO GET HER AWARD FOR 20 UNDER 40.SO I THINK WE OUGHT TO MOVE TO THE BOARD MEETING SO WE CAN ALL GO ATTEND THIS DINNER.
OKAY. ALL RIGHT. [INAUDIBLE] THANK YOU.
OKAY. AGENDA ITEM NUMBER THREE.
[3.A. Consent Agenda]
WE HAVE ROUTINE DISTRICT OPERATIONS.EACH OF YOU HAD A CHANCE TO REVIEW.
THIS TIME I'LL ENTERTAIN ANY AND ALL MOTIONS.
MOVE FOR APPROVAL OF THE CONSENT AGENDA.
HAVE A MOTION FOR APPROVAL OF THE CONSENT AGENDA ITEM.
ALL THOSE IN FAVOR SIGNIFY BY SAYING AYE.
AYE. ANY OPPOSED MOTION CARRIES.
WE'RE GOING TO MOVE RIGHT ALONG TO THE ACTION ITEMS.
[3.B.1. Auditor's Report]
AND WE HAVE [INAUDIBLE] THE AUDITOR'S REPORT.MR. REEVES. FOR THE RECORD, I HAVE NOT RECEIVED AN EMMY.
DID GET A WARM, FUZZY AWARD IN ELEMENTARY SCHOOL ONCE.
I AM SO GLAD THIS IS THE LAST BOARD MEETING OF THIS YEAR [INAUDIBLE].
I DO HAVE GOOD NEWS TO BRING TO YOU THE AUDIT FROM THE 2021 I'M SORRY, 21-22 SCHOOL YEAR CFC LEGAL REQUIRES THAT WE BRING FORTH INDEPENDENT AUDITOR TO COMPLETE AND COMPLETE FUNCTION OF THE AUDIT.
AND THAT WAS [INAUDIBLE] BAILEY.
AND OUR LEAD AUDITOR IS MR. JEREMY STEVENS.
AND FROM THAT WE HAVE 150 DAYS FROM THE BEGINNING OF OUR FISCAL YEAR, WHICH IS SEPTEMBER ONE, TO REPORT TO THE STATE OF TEXAS EDUCATION AGENCY ON OUR FINDINGS, I AM PROUD TO INFORM YOU THAT WE DID HAVE AN UNMODIFIED OPINION ON THE FINANCIAL STATEMENTS.
ONCE AGAIN, THERE WERE NO MATERIAL WEAKNESSES IDENTIFIED THROUGH OUR AUDITS.
WITH THAT BEING SAID, IN YOUR PACKET YOU HAD A COPY OF THE FINANCIAL AND FINANCIAL REVIEW AND WE ALSO HAD THE SAS 114 AUDITOR'S LETTER, WHICH IDENTIFIES WHAT THE AUDIT FOR EDUCATION LOOKS AT.
SO ANY QUESTIONS OF ME? ANY QUESTIONS. PROCEED ON, MR. REEVES. WITH THAT THE ADMINISTRATIVE STAFF RECOMMENDS THE APPROVAL OF THE 2021-22 FRENSHIP IOC ANNUAL AUDIT REPORT FOR THE FISCAL YEAR ENDED AUGUST 31, 2022.
MOTION FOR APPROVAL BY MIKELLA NEWSOM AND A SECOND BY MS. JAMEY PHILLIPS. ANY FURTHER DISCUSSION? ALL THOSE IN FAVOR SIGNIFY BY SAYING AYE.
AYE. OPPOSE. MOTION CARRIES, SIR.
THANK YOU, MR. REEVES, AND GOOD LUCK ON THAT EMMY.
OKAY. WE'RE GOING TO GO TO THE TWO ACTION ITEM.
[3.B.2. Consideration and possible action to fill the Place 4 trustee vacancy pursuant to Board Policy BBC]
WE HAVE CONSIDERATION AND POSSIBLE ACTION TO FILL THE PLACE FOR TRUSTEE VACANCY PURSUANT TO BOARD POLICY, BBC LEGAL.MS. [INAUDIBLE]? YES, SIR. THANK YOU, MR. DRAPER. ACCORDING TO BOARD POLICY, BBC LEGAL IF A VACANCY OCCURS ON THE BOARD, THE REMAINING BOARD MEMBERS MAY FILL THE VACANCY BY APPOINTMENT UNTIL THE NEXT TRUSTEE ELECTION.
AFTER ACCEPTING MR. ROBINSON'S RESIGNATION AT THE NOVEMBER BOARD MEETING.
AND SO WE ADMINISTRATION THIS IS NOT A RECOMMENDATION FROM ADMINISTRATION.
IT'S PURELY FOR THE BOARD TO TAKE ACTION TO APPOINT SOMEONE TO FILL MR.
[00:50:03]
ROBINSON'S PLACE FOUR.SO WE DID MEET WITH A COUPLE OF INDIVIDUALS AND QUERIED THEM EXTENSIVELY.
I WOULD LIKE TO RECOMMEND THAT THE FRENSHIP OR THE TRUSTEES APPOINT CHELSEA SALAZAR TO FULFILL THE UNEXPIRED TERM FOR THE POSITION OF TRUSTEE PLACE FOUR.
SECOND. I HAVE A MOTION BY MR. DAVID MILLER AND A SECOND BY MR. KYLE ROGERS. IS THERE ANY FURTHER DISCUSSION? THAT BEING SAID, ALL IN FAVOR SIGNIFY BY SAYING AYE.
AYE. ANY OPPOSED. MS. SALAZAR THERE WILL BE A INVITATION EXTENDED TO MR. SALAZAR AND WE WILL GET BACK [INAUDIBLE] DR.
MCCORD GET BACK WITH BOARD MEMBERS.
I CAN'T. WITH THE RESULTS OF THAT.
AND WE'LL MOVE FORWARD ACCORDINGLY.
WE WILL TRY TO SET A TIME AND PLACE WHICH WE'LL HAVE A BOARD MEETING AND SEAT THAT PERSON.
[4.A. Tentative Agendas for Upcoming Meetings]
19TH, 2023, A BUDGET WORKSHOP AND REGULAR MEETING, WHICH IS ON A THURSDAY.YES, BECAUSE MONDAY IS LUTHER KING DAY.
[4.B. Upcoming Events]
CENTER DECEMBER 20TH AT 6:00 PM, WHICH IS TOMORROW.DID WE JUST HAVE THAT LIKE TWO MONTHS AGO? FEELS LIKE IT. IT FEELS LIKE IT.
I WOULD ENCOURAGE EACH OF YOU TO DRESS WARM.
[INAUDIBLE] THERE'S A GRADUATION THURSDAY.
SO MY WORKSHOP AND THE REGULAR BOARD MEETING ON THURSDAY.
AND THAT WILL BE ALL OF THIS WORK AND STUDY AND EVERYTHING ON THE WITH THE DEMOGRAPHIC INFORMATION AND BOUNDARIES THAT WILL BE BROUGHT AGAIN ACCORDANCE WITH FC LOCAL FOR THE BOARD TO TAKE ACTION.
ADMINISTRATION WILL MAKE A RECOMMENDATION AT THE MEETING.
WE HAVE TIGERS. IT'S BEEN RUMORED WE HAVE COUGARS ROAMING AROUND.
SO I THOUGHT I WOULD JUST THROW THAT ONE OUT THERE.
BUT ANY OTHER BUSINESS THAT NEEDS TO BE DISCUSSED.
SO HAPPY HOLIDAYS TO EVERYBODY.
YOUR FAMILY. I SAY STAY SAFE AND HOPEFULLY 23 IS A LOT BETTER THAN 22 WAS.
IT'S GOING TO BE AWESOME. THANK YOU ALL VERY MUCH.
MEETING ADJOURNED.
