[00:00:08]
OKAY. IT'S BEEN DETERMINED THAT A QUORUM IS PRESENT AND THIS MEETING HAS BEEN DULY CALLED TO NOTICE.
THIS MEETING HAS BEEN POSTED IN A TIMELY MANNER AS REQUIRED BY LAW.
WE JUST ENTERED OUR WORKSHOP, MS. LIBRE, I BELIEVE IT WAS AT 6:45, SO WE'RE NOW RECONVENING INTO OPEN SESSION FROM THAT STANDPOINT.
[1.D. Reconvene from Closed Session]
SO WE HAVE INVOCATION.[1.E. Invocation]
MR. REEVES, YOU WILL LEAD US IN AN INVOCATION.YOU LOOK LIKE YOU'RE BUSHY TAILED TODAY.
GOD, THANK YOU FOR THIS DAY, LORD.
AND THANK YOU FOR THE OPPORTUNITY TO COME AND CELEBRATE THIS DISTRICT.
THE STUDENTS OF THIS DISTRICT AND THE PEOPLE THAT HELP SUPPORT THESE KIDS.
LORD, WE JUST ASK FOR YOUR GUIDANCE AND YOUR SUPPORT AS WE GO THROUGH THESE THINGS.
THIS IN YOUR NAME, I PRAY. AMEN.
AMEN. Y'ALL PLEASE STAND AND JOIN ME IN PLEDGE ALLEGIANCE TO THE AMERICAN FLAG.
[1.F. Pledge of Allegiance]
MS. LIBRE, YES, SIR. THANK YOU.NEXT ITEM ON THE AGENDA IS PRESENTATIONS TO THE BOARD OF A CONSTRUCTION UPDATE.
[2.A. Construction Update]
MR. COCHRAN, YOU PLEASE APPROACH THE PODIUM AND THANK YOU.MR. DRAPER. YOU HAVE THE FLOOR, SIR.
MEMBERS. TODAY'S PRESENTATION WILL BE ON THE 2020 BOND CONSTRUCTION UPDATE.
WE'LL DO THIS CONSTRUCTION UPDATE IN THREE PORTIONS.
AND WE'LL GIVE YOU A BRIEF UPDATE ON THE DAMAGE.
[INAUDIBLE]. SO KIND OF MOVING FROM THERE.
LET'S START WITH THE NEW ELEMENTARY WITH THE EXTERIOR BLOCK WALLS, APPROXIMATELY 90% COMPLETE.
THE ROOF JOISTS ARE NOW HANGING ACROSS AREAS A THE GYMNASIUM IN AREA C IN 75% OF THE CLASSROOMS IN AREA B.
THE ELECTRICIANS HAVE 75% OF THEIR REVENUES BURIED UNDERGROUND, WHILE THE PLUMBERS ARE DOWN TO FINAL ADJUSTMENTS AND SHOULD BE COMPLETE WITH THEIR ROUGH DRAFT BY THE END OF THE WEEK. THIS PROJECT IS COVERING A LOT OF GROUND QUICK AND SEEMS TO BE ON TRACK TO BE OPEN IN THE FALL OF 2024.
SO WHAT WE HAVE HERE, WE HAVE AN OVERALL VIEW OF THE SCHOOL.
DECKING IS GOING ON ABOVE THAT.
ON THE RIGHT HAND SIDE, THAT'S YOUR GYMNASIUM AREA, JOIST RESET.
AND THEN OVER ON THE LEFT HAND, LOWER SIDE, THAT'S YOUR STORM SHELTER.
AND ACTUALLY JOISTS ARE SET ON THERE.
NOW, LIKE I SAID, THIS THIS IS ABOUT A WEEK OLD.
AND THEN ABOVE THAT, YOU HAVE THE CLASSROOM PORTION WITH THE WRAPPING UP THE BLOCK.
THIS IS ACTUALLY UNDER SECTION A, THIS WOULD BE THE SOUTHEAST SIDE.
AND THIS IS THE SIDEWALK THAT I WAS REFERRING TO POURED OUT BY THE STREET.
SO THIS IS A THE JOIST SET IN THE STORM SHELTER.
AND TAKE NOTE HOW THICK THE STEEL BEAMS ARE ON TOP OF THAT FACILITY.
THE REASON FOR THAT IS THIS ACTUALLY GETS A CONCRETE CAP.
THIS IS THE STORM SHELTER AREA.
SO IT IS IT IS SERIOUSLY REINFORCED.
THAT'S A LOT OF STEEL. THIS IS AN EXTERIOR WALL ON THE EAST SIDE OF THE FACILITY.
THIS IS JUST KIND OF GIVE YOU A CLUE OF WHAT THE COLORS ARE GOING TO LOOK LIKE.
IT'S KIND OF AN ACID WASH, SO IT'S A LITTLE ROUGH.
SO IT'S A GOOD LOOKING DESIGN.
[00:05:04]
OKAY. THESE ARE THE ROOF JOISTS AND WALLS IN THE STORM SHELTER.THE REASON WHY I INCLUDED THIS IS ONE OF THE FIRST BLOCK STORM SHELTERS THE DISTRICT HAS BUILT.
AND SO WHAT HAPPENS IS IS THEY THEY BUILD A BLOCK WALL.
THEY FILL EVERY CORNER WITH CONCRETE REINFORCED STEEL.
THE TOP THEY BRING THE REINFORCEMENT UP AND THEY TURN IT BACK TO 90 WHERE THE ROOF IS.
SO ON TOP OF THAT JOIST, THEY'LL LAY DOWN THEIR STEEL DECKING, THE CONCRETE REINFORCING.
AND THEN WHAT'LL HAPPEN IS THAT THAT REINFORCEMENT WILL TIE BACK TO THE STEEL 90 REINFORCEMENTS.
SO IT BASICALLY BUILDS A CONCRETE SHELL, THUS THE STORM SHELTER.
THIS IS ONE OF THE MAIN DISTRIBUTION CENTERS FOR THE ELECTRICAL.
THIS AREA WILL HAVE A MAIN SWITCHGEAR, WHICH IS THEN PIPE TO SUB PANELS, WHICH PROVIDES ELECTRICITY FOR DIFFERENT PORTIONS OF THE BUILDING, DIFFERENT EQUIPMENT AROUND THE BUILDING. SO MOVING RIGHT ALONG BEFORE WE MOVE ON TO THE FUTURE HIGH SCHOOL, JUST NOTE THAT THIS BUILDING DIDN'T RECEIVE ANY HAIL DAMAGE.
ALL WE HAVE OUT THERE RIGHT NOW IS JUST CONCRETE AND STEEL.
NOT A LOT OF DAMAGE DONE AUTOMATICALLY.
MOVING ON TO THE FUTURE HIGH SCHOOL, AS THE LAST OF THE WALLS PANELS WERE STOOD UP IN AREA.
Q THE ROOF JOISTS HAVE NOW BEEN SET IN AREA C AND P AND ARE WRAPPING UP OVER AREA Q.
STEEL BEAMS AND FLOOR JOISTS ARE BEING SET IN AREA S AND STEEL CREWS ARE EXPECTED TO FALL BACK TO AREA C, Q AND P AND START DECKING WITHIN THE NEXT FEW WEEKS. NO LONGER NEEDED CASTING BEDS ARE BEING DEMOLISHED ACROSS THE SITE TO MAKE ROOM FOR BLOCK LAYERS, ANOTHER STEEL FRAMING.
WHILE DART CREWS HAVE STARTED EXCAVATING AREAS A AND B AND OTHER STEEL FRAMING, WHILE THE DART CREWS HAVE STARTED EXCAVATING AREAS A AND B AROUND THE COMPETITION PIT, CONCRETE CREWS ARE DIGGING AND POURING FOOTINGS IN AREAS J.
AND H, ALONG WITH MECHANICAL CREWS WHICH ARE WORKING ON THEIR RUBBINGS IN PREPARATION FOR BLOCK LAYERS WITH OVER 10,000 YARDS OF CONCRETE ALREADY POURED, THIS PROJECT APPEARS TO BE ON TRACK AND MOVING ALONG NICELY.
THIS IS AN OVERALL RENDERING OF THE HOSPITAL AND YOU CAN KIND OF SEE OVER TO YOUR LEFT HAND SIDE.
WE HAVE OUR COMPETITION PIT NEXT TO IT.
TO THE RIGHT, YOU HAVE YOUR PRACTICE GYMS TO THE RIGHT OF THAT.
NEXT TO THAT IS ADMINISTRATION AND OF COURSE, YOUR AUDITORIUM ON THE END.
SO THE FACILITY IS NOT ONLY DESIGNED TO BE VERY FUNCTIONAL, BUT NOT ALSO SO.
OKAY. THESE ARE THE LAST OF THE WALL PANELS.
THIS PICTURE IS ABOUT PROBABLY A WEEK AND A HALF OLD, BUT THERE WAS THREE MAIN PORTIONS OF THIS.
THIS PROJECT HAD TILT WALL PANELS ON IT.
IT WAS OUR PRACTICE GYMS, OUR AUDITORIUM AREA AND THE FINE ARTS AREA.
AND SO THESE ARE SOME OF THE LAST PANELS BEING STOOD UP THERE, ACTUALLY STOOD UP.
NOW, LIKE I SAID, THIS PICTURE IS ABOUT A WEEK OR A WEEK AND A HALF OLD.
AND HERE WE ARE WITH KIND OF WHERE WE ARE TODAY.
SO THIS IS A STEEL FRAME STRUCTURE.
IT'S GOING TO BE ON THE NORTH EAST CORNER OF THE FACILITY.
TO THE LEFT OF THAT, YOU HAVE YOUR YOUR AUDITORIUM.
AND THEN IF YOU KIND OF LOOK BEHIND THE STEEL STRUCTURE, YOU'LL SEE OUR OUR PRACTICE AREAS.
THE TWO STORM SHELTERS ON THE AREA ARE THE PRACTICE GYM AREA, WHICH IS BEHIND THAT STEEL STRUCTURE.
AND THEN ONE IMMEDIATELY TO THE LEFT OF THAT STEEL STRUCTURE, WHICH IS YOUR.
SO THEY'VE GOT IT ALL ACTUALLY EXCAVATED OUT NOW.
AND THE KIND OF SET FORMS GET READY FOR WHERE THE BLEACHERS WILL GO.
UNDERGROUND ROOMS, DRESSING AND SO FORTH AND SO ON.
MAKING GOOD TIME. A FEW WEEKS AGO, OR ACTUALLY A MONTH OR SO AGO, DURING THE PRESENTATION I SPOKE OF, YOU KNOW, THERE'S NO LONGER GOT THEIR HAND FINISHED IN CONCRETE ANYMORE. THEY HAVE THESE MACHINES THAT DO IT NOW THAT MAKE, YOU KNOW, A LOT FASTER, BETTER, STRONGER AND SO FORTH.
AND THEN KIND OF BEFORE WE JUMP ON TO THE ALCOVE TRAILS, WE'LL TALK ABOUT THE HAIL DAMAGE.
AND THERE WASN'T ANY ON THIS FACILITY EITHER, CONCRETE AND STEEL.
SO EVERYTHING WAS PRETTY SOLID.
OKAY. ON THE ALCOVE TRAILS MIDDLE SCHOOL AS THE FINAL COATS OF PAINT ON THE EXTERIOR OF THE BUILDING, THE ROOFING CREWS WERE BUSY LAYING DOWN NEW BASE AND CAP SHEETS AND SPRAYING GRAVEL.
THE FINAL PIECES OF GLASS AND WINDOW FRAMING ARE BEING DELIVERED, ASSEMBLED AND INSTALLED AROUND THE CLEAR STORY IN AREA D, WHILE THE PARKING LOTS ARE GOING DOWN ON THE SOUTH SIDE OF THE BUILDING. CLEANING CREWS ARE POLISHING UP IN AREAS E, F AND G, AND CLASSROOM FURNITURE IS EXPECTED TO BE DELIVERED IN THE NEXT COUPLE OF
[00:10:02]
WEEKS. OFFICE FURNITURE HAS BEEN DELIVERED AND IS BEING SET UP AN ADMINISTRATION IN AREA B WHILE THE FINAL COATS OF TOUCH UP STANDING PAINT ARE BEING APPLIED TO THE WALLS AND MILLWORK IN AREA B, THE KITCHEN EQUIPMENT HAS BEEN SET.IN AREA A, THE ATHLETIC AREA RUBBER FLOOR IS INSTALLED IN THE MATTE ROOM.
WE DID RECEIVE A LITTLE HAIL DAMAGE ON THE ROOF AND ON SOME EXPANSION SHEET.
SO WE'VE MET WITH THE MANUFACTURERS AND REMEDY BACK ON BACK ON TRACK REALLY SUCCESS TO MAKE SURE IT DIDN'T HURT THE INTEGRITY OF THE ENVELOPE NOR DID IT [INAUDIBLE] THAT WAS A REALLY IMPORTANT FACTOR.
SO THAT'S KIND OF THE DAMAGE THAT WE RECEIVED ON THAT.
SO KIND OF MOVING ON FROM THERE.
THIS IS ON THE NORTHEAST SIDE OF THE FACILITY.
SEE THE BRICKS FINISHED, CAPS ON DOORS ARE IN, WINDOWS ARE IN RICHMOND, WASH.
CONCRETE IS DOWN AND COMING RIGHT ALONG.
THIS IS THE OFFICE AREA UNTIL THE MAIN COUNTER HAS BEEN STAINED.
WE SHOULD GET A PRINCIPAL SECRETARY IN THERE.
I BELIEVE THIS IS A PRINCIPAL'S OFFICE HERE.
BUT YOU SEE, ALL FURNITURE IS ASSEMBLED.
GOT A LITTLE BIT OF WORK OVER HERE ON THE WALL.
THAT'S NOT REALLY SHOWING, BUT THEY'RE WRAPPING IT UP AS WE SPEAK.
IT SHOULDN'T BE LONG BEFORE WE GET HER IN THE BUILDING.
THIS IS THE MAIN CORRIDOR THAT RUNS DOWN THE SIDE.
IT ACTUALLY IT'S THE FRONT ENTRANCE ALL THE WAY TO THE BACK TO THE ATHLETIC AREA.
AND SO THE OFFICE WOULD ACTUALLY BE IMMEDIATELY TO MY LEFT.
CLASSROOMS ARE ALL ON MY RIGHT HAND SIDE TO THE LEFT.
FURTHER DOWN THE HALL, YOU'D HAVE FINE ARTS AND THEN ATHLETICS, WHICH YOU CAN SEE FOUR FLOORS DOWN.
THAT'S GOOD. WE CAN WALK AWAY.
I'VE NEVER SEEN ANYTHING QUITE LIKE THAT.
YOU SEE THE BOOKSHELVES ARE INSTALLED.
CARPETS DOWN WINDOWS IN RICHMOND, ACID WASH PAINTS ON THE WALL.
AND CHECK OUT THOSE LIGHTS, GUYS.
AND LOTS OF COOL ART THAT I HADN'T SEEN BEFORE.
I'M STILL WOWED BY THE CARPET.
THIS IS ONE OF THE MDF CLOSETS FROM THE MDF CLOSETS OR COMPUTER CLOSETS, AS A LOT OF US KNOW.
SO OUR INTERNET PROVIDER, THEY RAN HIS NAME.
JUMP ON THE JOKE. THAT'S NOT CORRECT.
IS THE BUILDING AND THE DISTRIBUTION CENTER HERE.
AND THEN IF THEY HAVEN'T ALREADY MADE A FINAL CONNECTIONS, THEY'RE IN THE PROCESS OF THAT RIGHT NOW.
I BELIEVE IT'S ON THE SECOND COAT.
SO THEY COME IN AND ACCLIMATIZE IT FOR A COUPLE OF WEEKS.
I BELIEVE THE BLEACHERS ARE SCHEDULED TO COME IN AT THE END OF THIS WEEK OR BEGINNING OF NEXT.
THEY'LL PUT A PLUG COVERS ON THE WALL AND SOME BASKETBALL.
WALLS ARE PAINTED, LIGHT BOARDS ARE UP AND THAT BABY IS READY TO TEACH YOU.
THIS IS ONE OF THE SCIENCE LAB CABIN STAIN AGAIN.
NICE SHINE ON THE FLOOR. LIGHTS BURNING.
THAT ONE IS LOOKING GOOD COMING ALONG.
YOU SEE THE LEFT HAND SIDE? OUR STAGE RIGGING CREW IS IN THE STAGE.
EQUIPMENT ON FLOOR EQUIPMENT, FLOOR FLOORING, I BELIEVE, IS THURSDAY OR FRIDAY OR MONDAY.
AND SO THIS PART OF THE BUILD IS WRAPPING UP.
ALL RIGHT, GUYS, DO WE HAVE ANY QUESTIONS? MR. COCKELL, I THINK YOU'RE DOING A GREAT JOB.
THANK YOU, SIR. GOOD JOB. APPRECIATE IT.
THANK YOU ALL VERY MUCH. THANKS FOR ALL YOU ALL DO.
OKAY. NEXT ITEM ON THE AGENDA BOARD IS ROUTINE DISTRICT OPERATIONS.
[3.A. Consent Agenda]
WE HAVE A CONSENT AGENDA THAT WAS IN YOUR PACKET.EACH OF YOU HAD A CHANCE TO REVIEW THAT FOR APPROVAL.
[00:15:02]
WE HAVE A MOTION FOR APPROVAL BY CARL ROGERS AND SECOND ON THE JAMEY PHILLIPS.ANY FURTHER DISCUSSION? ALL THOSE IN FAVOR SIGNIFY BY SAYING AYE.
AYE. ANY OPPOSED MOTION CARRIES.
NEXT ITEM ON THE AGENDA WE HAVE AN ACTION ITEM.
[3.B.1. Consider and take possible action on Student Health Advisory Council's recommendation to not provide human sexuality instruction]
AND WHILE MR. DEAN AND RANDY SAVAGE COME TO THE PODIUM, MR. SHEETS, I WANT TO TELL YOU IT'S GLAD TO SEE YOU IN THE BOARD AND RUNNING AND ROCKING WITH US.THIS WAS YOUR FIRST WEEK BECAUSE I JUST FINISHED THIS LAST WEEK AND START THE SECOND.
THAT TABLE CAN GET YOU IN A LITTLE BIT OF TROUBLE.
ONE OF PINSTRIPING AND THE OTHER ONE WILL GIGGLE AT YOU.
OKAY. THE AGENDA ITEM, I BELIEVE, IS A CONSIDER AND TAKE POSSIBLE ACTION ON THE STUDENT HEALTH ADVISORY COUNCIL'S RECOMMENDATION TO PROVIDE HUMAN SEXUALITY INSTRUCTION.
BOARD IS GOING TO GIVE YOU A QUICK BACKGROUND AND THEN WE'LL GO INTO SOME MORE SPECIFICS.
SO THE STUDENT HEALTH ADVISORY COUNCIL, WHICH IS ALSO REFERRED TO AS THE SAC, IS COMPRISED OF COMMUNITY MEMBERS, PARENTS, CAMPUS STAFF AND DISTRICT STAFF, AND THEY WORK TO IMPROVE THE HEALTH OF ALL STUDENTS AND FAMILIES THROUGH A COORDINATED HEALTH PROGRAM.
SO IN COORDINATES WITH BOARD POLICY AND LEGISLATION, THIS COMMITTEE ADOPTED A RESOLUTION.
SO, SBOE AND TEA THIS LEGISLATION REQUIRES THE BOARD OR THE SHAC TO MAKE A RECOMMENDATION TO THE BOARD ABOUT THE INSTRUCTION OF HUMAN SEXUALITY.
THE SBOE AND TEA DIDN'T PROVIDE ANY GUIDANCE OR ANY CURRICULUM ON THAT.
AND SO IN DISCUSSING THIS WITH THE SHAC, WITH OUR PARENTS, OUR COMMUNITY MEMBERS, OUR STAFF, THE SHAC HAS MADE IT HAS A RECOMMENDATION TO NOT PROVIDE INSTRUCTION.
MAY I HAVE A COMMENT TO MAKE? AND SO, AS RICHARD ALLUDED TO, THE SBOE, WHICH IS THE TEXAS STATE BOARD OF EDUCATION, AND STILL CURRENTLY . THEIR ROLE IS TO DETERMINE WHAT IS TAUGHT IN COURSES TO DETERMINE THE TEXAS ESSENTIAL KNOWLEDGE AND SKILLS, THE TEKS, AND THEN TO DETERMINE THE MATERIAL THAT'S GOING TO BE IN THE TEXTBOOK AND THE TEXTBOOK ADOPTED MATERIALS.
AND THEN THEY WORK IN TANDEM WITH THE TEXAS EDUCATION AGENCY, WITH PUBLISHERS.
AND SO THEY WORKING TOGETHER, THEY TELL EACH SCHOOL DISTRICT, HERE'S A LIST OF TEXTBOOKS OR MATERIALS.
YOU DON'T HAVE A LOT OF TEXTBOOKS ANYMORE BUT YOU THAT YOU CAN CHOOSE FROM.
AND THEN WE CHOOSE FROM THAT LIST.
AND SO IN 2021, THE HEALTH TEXTBOOK AND CURRICULUM DOCUMENTS OR CURRICULUM RESOURCES WERE UP FOR ADOPTION FOR RENEWAL, JUST LIKE SOCIAL STUDIES, ALGEBRA, ALL OF THOSE.
WELL, IT GOT REALLY POLITICAL BECAUSE THEY COULDN'T DECIDE WHAT SHOULD BE TAUGHT BECAUSE YOU HAD THE MORE LIBERAL VIEWPOINT AND THE MORE CONSERVATIVE VIEWPOINT.
AND SO IT'S LIKE SOME WERE AFRAID.
WE'VE NOT EVER TAUGHT GENDER IDENTITY, NON-BINARY LGBTQIA QUESTION MARK.
BUT IT WAS HUMAN SEXUALITY WAS TYPICALLY TAUGHT IN HEALTH.
AND SO BECAUSE THE STATE BOARD OF EDUCATION COULD NOT COME TO CONSENSUS AND TO BE BOLD, DO THEIR JOB, THEY MADE A LAW IN 2021 AND THAT LEGISLATIVE SESSION AND DUMPED IT IN YOUR LAP.
THERE IS NO OTHER SUBJECT OR ANYTHING THAT YOU OR AS A BOARD OR SHAC IS REQUIRED TO COME UP WITH THE CURRICULUM. THAT'S THE JOB OF THE STATE.
AND SO THEY DUMPED IT OFF ON THE SHAC.
[00:20:01]
AND SO WE DON'T HAVE ANY MATERIALS.BASICALLY, WE FELT LIKE THAT IF THE PEOPLE WHO ARE STATUTORILY REQUIRED AND THE STATE BOARD OF EDUCATION, THEY'RE ELECTED OFFICIALS, IF THEY CAN'T COME TO CONSENSUS, I DON'T THINK IT'S APPROPRIATE FOR THAT.
THAT'S JUST AND OUR SHAC DIDN'T EITHER.
SO I THINK I'M KIND OF GIVING AWAY WHAT OUR RECOMMENDATION IS GOING TO BE.
BUT THAT'S BASICALLY HOW DID WE GET TO HERE? HOW IS THIS BROUGHT? SO YOU CAN SEE IN YOUR BOARD DOCUMENT THAT ALSO ANOTHER THING THAT THE LEGISLATURE DID IS JUST TO MAKE SURE THAT WE WERE TRANSPARENT IN WHAT WE DID.
THEY MADE SHAC MEETINGS, WHICH WERE ALWAYS THEY WERE NEVER PRIVATE MEETINGS.
BUT NOW A SHAC MEETING HAS TO HAVE THE AGENDA POSTED 72 HOURS IN ADVANCE.
IT HAS TO BE A PUBLIC MEETING.
THEY CHANGED THE LEGISLATION, DUMPED THESE SORT OF CONTROVERSIAL ISSUES AT THE STATE AND THE LOCAL CONTROL AND THEN SAID, HEY, AND LET'S MAKE IT A PUBLIC MEETING. BY THE WAY, JUST SO WE WANT TO MAKE SURE EVERYBODY GETS TO COME.
AND SO THE SHAC MAKES A RECOMMENDATION TO THE TO THE BOARD AND WE'RE PRESENTING ON THEIR BEHALF.
AND THE BOARD CAN EITHER ACCEPT OR REJECT THEIR RECOMMENDATION.
IF WE REJECT THE RECOMMENDATION, WE'LL GO BACK TO THE SHAC AND, YOU KNOW, SAY THE BOARD DISAGREES WITH THAT RECOMMENDATION AND WE WILL TRY TO FIND A CURRICULUM TO TEACH HUMAN SEXUALITY.
ANY OTHER QUESTIONS OR COMMENTS? HAS A RECOMMENDATION.
LOVE TO HEAR IT. ADMINISTRATION RECOMMENDS THAT THE BOARD OF TRUSTEES APPROVE THE COMMITTEE RECOMMENDATION THAT FRENSHIP WILL NOT PROVIDE HUMAN SEXUALITY INSTRUCTION FOR APPROVAL. A MOTION FOR APPROVAL BY MR. DAVID MILLER. SECOND.
I HAVE A SECOND. WAS CHELSEA SALAZAR? SHE'S BETTER LOOKING THAN YOU.
SORRY. HE DOES HAVE GLASSES ON RIGHT NOW.
ANY FURTHER CONVERSATION? ALL THOSE IN FAVOR SIGNIFY BY SAYING AYE? AYE. ANY OPPOSED? MOTION CARRIES. ALL RIGHTY.
REPEAT HERE. WE CAN GET A THIRD UP HERE.
COME ON UP. CRAIG THOMPSON, OUR DIRECTOR.
COUNSELOR. WHAT ARE YOU? DIRECTOR OR HUMAN? THAT'S WHAT, THAT I COULDN'T REMEMBER.
ALL OF A SUDDEN IF YOU WERE A COORDINATOR OR A DIRECTOR.
WELL, YOU DID, AND YOU ALREADY APPROVED IT.
OKAY, SO ACTION ITEM NUMBER TWO.
[3.B.2. Consider and take possible action on Student Health Advisory Council's recommendation to approve age-appropriate curriculum materials for abuse prevention instruction including: child abuse, family violence, dating violence, and sex trafficking]
LET ME MAKE SURE I DON'T LEAVE ANYTHING OUT ON THIS ONE.CONSIDER AND TAKE POSSIBLE ACTION ON STUDENT HEALTH ADVISORY COUNCIL'S RECOMMENDATION TO APPROVE AGE APPROPRIATE CURRICULUM MATERIALS FOR ABUSE PREVENTION INSTRUCTION, INCLUDING CHILD ABUSE, FAMILY VIOLENCE, DATING VIOLENCE AND SEX TRAFFICKING.
MR. DEAN OR WHOEVER THE SPOKESPERSON IS.
WE, I HAVE IT WRITTEN DOWN HERE.
THAT'S THE WORD I'M LOOKING FOR.
WE HAD OUR TWO PUBLIC MEETINGS AND THEN WE CAME TOGETHER TO MAKE A RECOMMENDATION FOR THE CHILD ABUSE, FAMILY VIOLENCE, DATING VIOLENCE AND SEX TRAFFICKING, FOCUSING ON RECOMMENDING EVEN THE GRADE LEVELS AND THAT THEY WOULD BE TAUGHT.
SO IN THIS ONE, DURING THIS INSTRUCTION, THIS IS AN OPT IN INSTRUCTION PIECE.
[00:25:06]
AND SO IN WORKING WITH THEM, WE'RE GOING TO BE ABLE TO PROVIDE THIS INSTRUCTION THROUGH AN OPT IN PROCESS WITH THE PARENT.SO IF THE PARENTS DON'T RETURN IT, FORGET TO RETURN IT, THEN THE STUDENTS WILL NOT PARTICIPATE.
MR. THOMPSON IS HERE TO SHOW US A QUICK SAMPLE OF WHAT ONE OF THE VIDEOS FROM WILL LOOK LIKE.
YES, AND WITH THE CHILDREN'S ADVOCACY CENTER, THEY WOULD HAVE THEIR TRAINED PRESENTERS COME ON TO THE CAMPUS AND THEY WOULD PRESENT THIS PLAY IT SAFE CURRICULUM TO THE STUDENTS AGAIN, ON AN OPT IN BASIS.
MY TEACHER SAID TO DO A PRESENTATION ON CHILD SAFETY.
SOME KIDS HEARD SAFETY, I HEARD PRESENTATION.
AND THAT COULD ONLY MEAN ONE THING A FILM.
AN EDUCATIONAL EPIC TALE LIKE DRINKING FROM A FIRE HOSE OF KNOWLEDGE WHILE RIDING A ROLLER COASTER OF EMOTIONS PROPELLED BY MIND BLOWING SPECIAL EFFECTS AND A TEAR JERKING MUSICAL SCORE.
HELLO, I'M BENTLEY ROCKFORD, AND I'M HERE TO TELL YOU SOME IMPORTANT SAFETY INFORMATION.
THERE ARE THREE KINDS OF TOUCH.
SAFE TOUCH. UNSAFE TOUCH AND CONFUSING TOUCH.
IF ANYONE HAS EVER GIVEN YOU AN UNSAFE OR CONFUSING TOUCH, YOU NEED TO KNOW IT'S NOT.
SO IT'S NOT JUST THE END OF THAT, BUT IT'S A PROGRAM CALLED PLAY IT SAFE.
SO IT'S NOT SOMETHING THAT IS SECRET OR ANYTHING.
IT'S OUT THERE. PLAY IT SAFE IS WHAT IT'S CALLED.
AND IT'S AGAIN, IN CONJUNCTION WITH THE LUBBOCK CAC.
AND CAC IS A STATE COLLABORATIVE AGENCY WITH TEA, AND TEA APPROVES THEIR PROGRAM AS CHILDREN'S ADVOCACY CENTER.
YES, SIR. OKAY. I HAVE A QUESTION.
THE OPT IN COMPONENT, IS THAT SOMETHING THAT YOU CAN OPT IN ELECTRONICALLY? LIKE CAN FOR THOSE OF US THAT CHILDREN DON'T HAVE FOLDERS AND AREN'T NECESSARILY GOING TO BRING THE STUFF HOME? IT'S GOING TO BE A PIECE OF PAPER GOING HOME.
SO REALLY APPROVAL ONCE AGAIN, NO, IT CANNOT BE DONE IN SKYWARD.
AND SO IN A WAY, AGAIN, IT'S FRUSTRATING BECAUSE THEY THEY BEING THIS TIME THE LEGISLATORS CAME UP WITH THIS NOT IN THIS LEGISLATIVE SESSION, BUT TWO YEARS AGO, AND WE HAVE TO HAVE NOT PROVIDED THE INSTRUCTION, BUT IT HAS TO BE IMPLEMENTED THIS SCHOOL YEAR IF WE'RE GOING TO DO IT.
AND SO, AGAIN, I TOTALLY GET PARENTS SHOULD BE IN CONTROL OF WHAT THEIR KIDS SEE AND DON'T SEE.
BUT THEY DIDN'T PROVIDE ANY GUIDANCE EXCEPT BASICALLY SOME HURDLES AND STUMBLING BLOCKS FOR TO PROVIDE THE INSTRUCTION. SO, YOU KNOW, MANY PEOPLE I DON'T KNOW ABOUT YOU ALL, AND I'M JUST SAYING.
BUT IF I WERE DOING SOMETHING, MAYBE I WASN'T SUPPOSED TO, AND SOME THINGS WERE MAYBE NOT GOING WELL AT MY HOUSEHOLD, I'M GOING TO SAY NO TO THAT INSTRUCTION.
AND ALSO MAYBE JUST A LITTLE BIT LESS MAYBE PROACTIVE.
A LOT OF PARENTS, JUST THEIR CHILD DOESN'T BRING HOME THE PIECE OF PAPER.
THEY DON'T HAVE TIME TO RETURN THE PIECES OF PAPER.
MY CONCERN IS THAT SO WHAT WE'VE DONE IN THE PAST SO IN ELEMENTARY WE DID IT WAS NOT THIS, BUT IN ELEMENTARY WE DID A WAS IN FIFTH GRADE THAT WE DID THE IT WAS LIKE THE BOYS WENT TO A ROOM.
YOU GOT THE MENSTRUATION TALK IN THE GIRLS ROOM AND THE BOYS ROOMS LIKE, HEY, YOUR BODY IS CHANGING.
YOU MIGHT WANT TO CONSIDER DEODORANT, THAT KIND OF THING.
AND IF YOU DIDN'T WANT YOUR CHILD TO GET THAT, SO WE SEND IT HOME.
[00:30:01]
WE ALWAYS TOLD PARENTS WHAT WE WERE GOING TO DO, AND THEN WE SAID, IF YOU DON'T WANT YOUR CHILD TO PARTICIPATE IN THIS, RETURN THIS FORM, SO THAT WAY THE PARENT DOESN'T HAVE TO DO ANY EXTRA WORK, BUT THEY CAN REFUSE IT IF THEY WANT TO.WELL, NOW THEY'RE LIKE, WELL, WE'RE GOING TO LEAVE THIS UP TO YOU, BUT WE'RE GOING TO PUT THESE DETAILS ON IT SO THAT WHAT I KNOW FROM RESEARCH AND I FEEL COMPELLED TO SAY IT IS THAT THIS THESE STATISTICS HAVEN'T REALLY CHANGED A WHOLE LOT IN THE PAST 20 YEARS.
BUT 1 IN 4 GIRLS WILL BE SEXUALLY ABUSED IN ONE WAY OR ANOTHER.
IT DOESN'T MEAN THEY'RE GOING TO BE RAPED, BUT IT MEANS THAT THEY WILL HAVE A BAD TOUCH.
OR MAYBE RAPE 1 IN 4 BY THE TIME THEY REACH THE YEAR 18 YEARS OF AGE.
SO IN A FIRST GRADE CLASSROOM OF 22 KIDS, THAT'S FIVE OF THOSE IF IT'S ALL GIRLS, WHICH IT'S NO TO DO THAT EITHER. BUT AND THEN FOR BOYS, IT'S ABOUT 1 IN 6 BY THE TIME THEY'RE AT THAT NUMBER HAS INCREASED OVER THE PAST 20 YEARS.
IT USED TO BE MORE LIKE 1 IN 8.
I'M NOT TALKING ABOUT CHILD ABUSE.
I'M TALKING ABOUT SEXUAL ABUSE.
SO I, THE SHAC FELT LIKE WE NEEDED TO TEACH IT, PROVIDE INSTRUCTION ON IT.
AND WHEN I SAY INSTRUCTION ON IT, IT'S NOT A CLASS LIKE THAT WE OFFER EVERY DAY OR EVERY WEEK.
IT'S LIKE AN ASSEMBLY KIND OF THING WHERE THEY'RE GOING TO COME ONCE AND DISCUSS IT.
AND SO AGAIN, MY CONCERN IS THAT SO NOT CRAIG'S KIDS, NOT CINDY'S KIDS, NOT LANE'S KIDS, WE THINK THEY'RE GOING TO BE OKAY AND THEY'RE GOING TO DO WHAT THEY NEED TO DO.
THE KIDS THAT NEED US THE MOST AND MAYBE THEIR PARENTS ARE JUST OVERWHELMED BY LIFE.
THEY'RE NOT GOING TO GET TO HEAR ANYTHING GOOD OR BAD.
I GOT A LITTLE HOT UNDER THE COLLAR ON THAT ONE.
GOT A LITTLE WENT DOWN, SPIRALED LITTLE.
DO YOU HAVE A RECOMMENDATION? ADMINISTRATION RECOMMENDS THE BOARD OF TRUSTEES APPROVE THE COMMITTEE'S RECOMMENDATION TO PARTNER WITH THE CHILDREN'S ADVOCACY CENTER OF LUBBOCK AND THE PRESENTATION OF THE PLAY IT SAFE CURRICULUM FOR INSTRUCTIONS IN GRADES THREE THROUGH 12 RELATED TO THE PREVENTION OF CHILD ABUSE, FAMILY VIOLENCE, DATING, VIOLENCE AND HUMAN TRAFFICKING.
OKAY, WE HAVE A RECOMMENDATION BY ADMINISTRATION AT THIS TIME.
I'LL MOVE THAT WE APPROVE THAT.
THERE'S BEEN A MOTION BY MS. JAMEY PHILLIPS FOR APPROVAL.
SECOND. SECOND BY MR. ANDREW COX. ANY FURTHER DISCUSSION? ALL THOSE IN FAVOR SIGNIFY BY SAYING AYE.
THANK YOU. THANK YOU. THANK YOU ALL.
I'M TALKING TO BLOWING TOO MUCH HOT AIR OUT.
[3.B.3. Set date for public meeting for 2023-2024 budget and proposed tax rate hearing]
ITEM B3, WE HAVE A SET DATE FOR PUBLIC MEETING FOR THE 2023-2024 BUDGET AND PROPOSED TAX RATE HEARING.I WANTED TO JOIN THE YAK SHAC, THE ACRONYM.

A RECOMMENDATION BY ADMINISTRATION FOR APPROVAL.
A MOTION FOR APPROVAL BY MR. KYLE ROGERS.
[00:35:02]
CHELSEA SALAZAR.ANY FURTHER DISCUSSION? ALL THOSE IN FAVOR SIGNIFY BY SAYING AYE.
AYE. ANY OPPOSED MOTION CARRIES, MR. REEVES, WHILE YOU'RE STILL THERE, I BELIEVE THE NEXT AGENDA ITEM IS YOURS.
[3.B.4. Set the proposed tax rate to publish]
ALSO SET THE PROPOSED TAX RATE TO PUBLISH.YES, SIR. AND SO WITH THAT SAID MEETING AND THE PUBLICATION OF THAT MEETING, THE DISTRICT MUST BE NO SOONER THAN 30 DAYS OR NO LATER THAN TEN DAYS PRIOR TO THE PUBLIC MEETING, WHICH IS SCHEDULED FOR NOW, AUGUST THE 21ST OF 2023.
AND IT MUST INCLUDE THE TAX RATE.
THE DISTRICT CANNOT EXCEED THE PUBLISHED TAX RATE AT THE PUBLIC MEETING.
DO YOU HAVE A RATE AND RECOMMENDATION FOR YOU? OKAY. IF YOU WOULD PLEASE GIVE US YOUR RECOMMENDATION, SIR.
THE DISTRICT ADMINISTRATIVE STAFF RECOMMENDS A MOTION TO APPROVE THE PROPOSED TAX RATE OF 86.06 PER $100 OF TAXABLE VALUE FOR MAINTENANCE AND OPERATION, AND $0.48 PER $100 TAXABLE VALUE FOR INTEREST IN SINKING FOR A COMBINED RATE OF $1 AND $30.11 308 $0.06.
THESE RATES ARE TO BE PUBLISHED IN THE LOCAL PAPER PER THE STATE'S NOTICE REQUIREMENTS.
OKAY. ANY QUESTIONS FOR MR. REEVES? NOT AT THIS TIME.
I'LL ACCEPT ANY ACKNOWLEDGE ANY MOTION FOR APPROVAL OF A MOTION FOR APPROVAL BY MR. DAVID MILLER. SECOND.
ANY FURTHER DISCUSSION? ALL THOSE IN FAVOR SIGNIFY BY SAYING AYE.
AYE. ANY OPPOSED? THANK YOU. THANK YOU, SIR.
[4.A. 2023-2024 Student Handbook Changes]
OKAY. AGENDA ITEM NUMBER FOUR OTHER BOARD BUSINESS.WE HAVE THE 2023-2024 STUDENT HANDBOOK CHANGES.
MR. BROOKS? SIR, AS NOTED IN YOUR BOARD, DOC, THIS IS A REVIEW ITEM NOT TO BE VOTED UPON, BUT WE ALWAYS LIKE TO INCLUDE SOME OF THOSE RELEVANT CHANGES IN THERE FOR YOU TO LOOK AT AND OF COURSE ASK SOME QUESTIONS.
I'M SURE YOU ALL NOTED QUICKLY THAT THERE'S A PROHIBITION ON TIKTOK ON ANY DISTRICT DEVICE.
WE'VE BEEN OFF TIKTOK FOR A LONG TIME.
IT'S BLOCKED. YEAH, HE DODGED IT.
WE RAN OVER THAT ONE FOR A LEGISLATIVE YEAR.
NOT. NOT A WHOLE LOT OF REAL MEATY THINGS IN THERE, TRUTHFULLY.
BUT WE DON'T WANT TO LECTURE ANY ISSUES OR QUESTIONS THAT WE NEED TO DISCUSS WITH THOSE CHANGES.
ANYBODY HAVE ANY QUESTIONS FOR MR. BROOKS? BELIEVE YOU CAN GO TO THE BACK ROW AND OPEN UP SOMETHING OTHER THAN TIKTOK.
OKAY. SO JUST LIKE MR. BROOKS SAID, THIS IS ARE YOU READY FOR ME? YOU DO IT. SHE CAN READ, YOU KNOW.
[4.B. 2023-2024 Employee Handbook Changes]
OKAY. 2023-2024 EMPLOYEE HANDBOOK CHANGES.THIS IS WHAT'S INCLUDED IN YOUR BOARD DOCS.
AND IT'S FOR REVIEW ONLY, AS WELL AS THE EMPLOYEE HANDBOOK.
WE'VE ALIGNED IT WITH THE MODEL HANDBOOK AND NO SUBSTANTIVE CHANGES WERE MADE FOR 23-24.
OKAY. WE ALSO HAVE TENTATIVE AGENDAS FOR UPCOMING MEETINGS.
[4.C. Tentative Agendas for Upcoming Meetings]
WE HAVE THE AUGUST 21ST, 2023 BUDGET AND TAX RATE, PUBLIC HEARING AND REGULAR MEETING.WE ALSO HAVE THE FRENSHIP FOUNDATION 20TH ANNIVERSARY.
THEY HAVE AN EVENT IN AUGUST 12TH, 2023 AT THE PRIMA VISTA EVENT CENTER.
THEN WE HAVE THE TASB CONFERENCE SEPTEMBER 29TH THROUGH OCTOBER 1ST, 2023.
I'VE ALREADY BEEN TOLD THAT IT WASN'T WRONG.
[00:40:01]
THAT IS TO BE HELD IN DALLAS, TEXAS.HE VOLUNTEERED. OH, ABSOLUTELY.
FROM THE BEACH. FROM THE MEDITERRANEAN.
IS THERE ANY OTHER ITEMS THAT NEED TO BE DISCUSSED AT THIS TIME? THAT BEING SAID, MEETING STANDS ADJOURNED.
THANK YOU ALL. THANK YOU.
