THANKS. SO I AM SUPER THANKFUL FOR THESE THREE GIRLS AND THE OTHER SENIOR THAT WE HAVE.
THEY WERE JUST SO AMAZING THIS YEAR.
UM, BEING GREAT LEADERS FOR US AND JUST THE PEOPLE OR THE YOUNG LADIES, THEY ARE UM, IT SHOWS WHY THEY ARE SO GREAT IN THE CLASSROOM ACADEMICALLY BECAUSE THEY DO SO WELL. THEY'RE GREAT LEADERS ON AND OFF THE COURT, AND THEY LEAD BY EXAMPLE FOR SURE.
SO, UM, WE'LL GO AHEAD AND GIVE THIS ONE TO CATHERINE.
ACADEMIC ALL-STATE AND TEXAS HIGH SCHOOL COACHES ASSOCIATION SECOND TEAM ACADEMIC ALL-STATE.
[00:05:01]

ALL RIGHT, Y'ALL LOOK RIGHT HERE.
THANK YOU. THANK YOU. CONGRATULATIONS.
THAT WRAPS UP OUR STUDENT RECOGNITIONS.
BUT I'M GOING TO INVITE DOCTOR MCCORD UP HERE FOR OUR OUR NEXT ONE.
[G.3. Board Member Service Award]
IT'S A VERY SPECIAL ONE.YES. WHO WON THIS? WELL, YEAH, I WANT THIS.
I WANT EVERYTHING OKAY? YES. SO TONIGHT WE ARE GOING TO RECOGNIZE AN OUTGOING BOARD MEMBER.
SO LAST MONTH, IN NOVEMBER, THE BOARD, UM, WELL, YOU DIDN'T WANT TO, BUT YOU WENT AHEAD AND ACCEPTED MICHAELA'S RESIGNATION FROM THE BOARD.
MICHAELA IS LEAVING US TO CONTINUE HER SERVICE WORK.
SHE IS GOING TO BE ON THE BOARD AT UMC HOSPITAL.
SO UNITED UNIVERSITY, WHAT IS IT CALLED? MEDICAL CENTER. YES.
AND AS IT TURNS OUT, BOTH ARE TAXING ENTITIES AND YOU'RE NOT ALLOWED TO.
SO SERVE ON BOTH OF THOSE BOARDS AT THE SAME TIME.
[00:10:03]
BECAUSE MICHAEL'S TOLD ME I WOULD DO BOTH.AND I'M JUST NOT GOING TO LOOK OVER HERE.
UM, MICHAELA HAS SERVED IN MANY CAPACITIES, OFFICIALLY AND UNOFFICIALLY IN FRENSHIP AS A PARENT TO A A NOW TEXAS TECH STUDENT, REX NEWSOM.
REX, AREN'T YOU GLAD I WENT OUT? AND JOHN, YOU'LL BE MORE EXCITED.
THIS IS, UM, MR. JOHN NEWSOM, AND IT'S VERY IMPORTANT THAT THEY'RE HERE TONIGHT.
I'M REALLY GRATEFUL THAT THEY'RE HERE BECAUSE, UM, AS ALL OF YOU WHO ARE BOARD MEMBERS AND HAVE BEEN ALREADY KNOW, IT IS A SACRIFICE OF TIME, UH, FOR YOU, BUT ALSO YOUR FAMILIES, YOUR FAMILY SHARES THE QUALITY TIME, AND THEY SHARE IT WITH US, BECAUSE YOU DO HAVE TO MISS OUT ON SOME THINGS IN ORDER TO SERVE FOR THE GREATER GOOD.
AND THAT'S WHAT MIKELLA HAS ALWAYS DONE, WHETHER AS A PARENT OR ON, YOU KNOW, A GOLF BOOSTER CLUB, UM, PRESIDENT. SHE ALSO SERVED, UH, I MET MIKELLA FIRST.
UM, ACTUALLY, SHE PROBABLY DOESN'T REMEMBER THIS, BUT I MET HER AND WE TALKED ON THE TELEPHONE, UM, YEARS AGO, AND SHE WAS GOING TO SERVE ON THE STRATEGIC PLANNING COMMITTEE, AND, UM, SHE WAS GOING TO BE A REPRESENTATIVE, SO I CALLED HER AND VISITED WITH HER.
LITTLE DID I KNOW THEN HOW OUR OUR PATHS WOULD CROSS AGAIN.
BUT SHE SERVED ON THE BOARD OF TRUSTEES FOR 2018.
SHE'S NOT GOING TO SAY A WHOLE LOT, BUT WHEN SHE DOES HAVE SOMETHING TO SAY, LEAN IN AND PAY ATTENTION BECAUSE IT IS SOMETHING OF VALUE THAT SHE HAS THOUGHTFULLY CONSIDERED.
UH, SHE IS, UM, BEEN THE GREATEST CHAMPION FOR ALL STUDENTS, FOR OUR STAFF.
SHE WAS PART OF THE THE BOARD WHEN WE WENT THROUGH, UM, THE PANDEMIC, WHEN, IF WE'RE I DON'T KNOW, WE'RE NEVER GOING TO BE REALLY THROUGH WITH THAT.
BUT, UM, THE 2020 BOND ELECTION AND HISTORIC TIMES IN THE DISTRICT, AS WE'VE MADE DECISIONS ABOUT NOT ONLY THE CURRENT STATE OF THE DISTRICT, BUT THE FUTURE.
SHE WILL CONTINUE TO BE A FRIEND.
UM, BUT SHE IS STEPPING DOWN FROM THIS ROLE, SO.
MIKELLA, COME ON AROUND AND GET YOUR AND SAY SOMETHING.
YOUR TURN. I THINK I COVERED IT.
I REALLY DON'T HAVE ANYTHING ELSE I COULD ADD, EXCEPT THAT IT'S JUST BEEN A REALLY.
I WASN'T GOING TO CRY, BUT I STARTED IT.
BUT IT'S BEEN A LOT OF FUN AND I'VE REALLY ENJOYED IT.
SO I'LL PROBABLY STILL COME BY AND JUST SAY HI.
NO, YOU WON'T. FOR ME, IT'S SOMETHING WITH A BANK OR SOMETHING.
IT'LL BE GREAT, SO YOU CAN DO THAT, HARLEY.
BUT I WOULD SAY FOR EACH BOARD MEMBER, ONES THAT HAVE HAVE, UM, GONE ON TO DO OTHER THINGS IS THAT IT IS REALLY HARD WORK. UM, AND IT REALLY IS A TEAM AND IT REALLY IS, UM, IT'S DIFFICULT WORK AND IT'S SORT OF LIKE IN SOME DAYS IT'S REALLY NOT HARD TO CELEBRATE THE GOOD TIMES WITH EACH OTHER AND WITH THIS GROUP.
BUT, UM, WE YOU DO LOTS OF REALLY HARD THINGS AND WE HAVE SAD THINGS HAPPEN AND HAPPY THINGS HAPPEN, AND FRUSTRATING THINGS HAPPEN AND DEVASTATING THINGS HAPPEN.
AND EVERYBODY UP THERE, UH, LEADS THROUGH IT ALL.
AND YOU HAVE DONE THAT WITH REMARKABLE COURAGE, AND I'M GONNA LEAVE IT THERE.
WE'RE JUST GOING TO, LIKE, JUST FALL TO PIECES.
THANK YOU SO MUCH. IT'S JUST BEEN AN HONOR AND A PRIVILEGE AND JUST ALL OF Y'ALL BACK HERE.
WELL, THAT'S. OH, HERE'S THE SUITABLE FOR SUITABLE FOR FRAMING.
THE AUDIENCE. THAT IS SO COOL.
THANK YOU. YES. AND THEN CAN WE HAVE REX AND JOHN COME UP HERE FOR PICTURES?
[00:15:01]
THEY LOVE IT. YEAH I KNEW.I KNEW Y'ALL WANTED TO PLAY WITH US.
YES. ARE YOU SERIOUS? OH, YEAH. [APPLAUSE] NAUGHT ONE. TWO.
THREE. PERFECT. OKAY. GO AHEAD.
CAN WE GET ONE WITH ALREADY? YES.
DID Y'ALL HAVE ANYTHING? I TOOK OVER THE.
WELL. I'M TOLD I'VE SAID MY GOODBYES THE LAST TIME.
BYE. BYE. NEXT ITEM ON THE AGENDA. WELL, CONSIDERATION AND POSSIBLE ACTION TO FILL THE VACANCY OF THE BOARD OF TRUSTEES PURSUANT TO BOARD POLICY BBC LEGAL
[H. Consideration and possible action to fill a vacancy of the board of trustees pursuant to Board Policy BBC(LEGAL)]
. DOCTOR MCCORD. YES.SO I SHOULD HAVE JUST STAYED UP THERE.
TONIGHT'S AGENDA ITEM IS FOR THE BOARD TO DETERMINE THE INDIVIDUAL THAT YOU WANT TO APPOINT TO FILL THE PLACE SEVEN POSITION THAT MIKELLA VACATED.
THIS IS FOR THE BOARD'S ACTION.
SO I DON'T HAVE AN ADMINISTRATIVE RECOMMENDATION.
SO AT THIS TIME, THE BOARD, UM, WOULD NEED TO MAKE A NOMINATION FOR AN APPOINTMENT.
I MOVE THAT WE APPOINT SHAWN VINCENT TO FILL THE PLACE SEVEN VACANCY.
SECOND, A MOTION BY DAVID MILLER AND A SECOND BY MR. ANDREW COX.
ANY FURTHER DISCUSSION? ALL THOSE IN FAVOR SIGNIFY BY SAYING AYE.
AYE. ANY OPPOSED? MOTION CARRIES. OKAY, SO, SHAWN VINCENT.
[APPLAUSE] SO BEFORE YOU GET SWORN IN, I JUST WANTED TO SAY THAT SHAWN, WHILE HE'S GETTING READY TO JOIN THE BOARD, THAT HE IS NOT NEW TO FRENSHIP NOR SERVING FRENSHIP.
AND SO, UM, AND IT'S SORT OF A FAMILY AFFAIR.
SO YOU HAVE SOME SPECIAL GUESTS HERE WITH YOU, AND SO WOULD YOU INTRODUCE THEM TO US? SURE, SURE. UM, MY WIFE, MELANIE VINCENT IS HERE, AND MY FOUR SONS, CAMERON, CARSON, MADDOX AND MASON ARE HERE.
AND MELANIE IS A TEACHER AT OAK RIDGE ELEMENTARY.
AND, UM, HER MOTHER, DREW BERETTI, WAS THE LONG TIME EMPLOYEE OF FRENSHIP, AND SHE RETIRED IN 2020. AND BUT SHE STILL COMES BACK AND SUBSTITUTES.
SEAN HAS SERVED ON OUR FRENSHIP FOUNDATION FOR LEADERS, AND HE IS A BUSINESS OWNER IN WOLFFORTH AND HAVE GOTTEN A CHANCE TO GET TO KNOW HIM A LITTLE BIT OVER THE PAST YEAR, AND HE IS GOING TO DO I AM CERTAIN HE'S GOING TO DO GREAT THINGS.
AND I WANT TO SAY THANK YOU IN ADVANCE TO ALL OF YOU FOR SHARING HIS TIME AND LEADERSHIP WITH US, BECAUSE FOUR BOYS, UM, AND, AND AND, UM, BUT IT IS ALREADY CLEAR THROUGH, UM, OUR INTERACTIONS ON THE FOUNDATION BOARD OF JUST HIS THOUGHTFUL AND HE'S NOT MAYBE IN A SAY A LOT MAYBE IT WILL WE GET TO I DON'T
[00:20:01]
KNOW, BUT, UM, HE'S BEEN A LITTLE BIT QUIET, BUT HE ALSO HAS, AGAIN, KIND OF LIKE MIKELLA WHEN HE DOES HAVE SOMETHING TO SAY, LEAN IN AND LISTEN BECAUSE IT'S GOING TO BE SOMETHING POWERFUL AND SOMETHING OF VALUE.SO AT THIS TIME YOU'RE WELCOME TO MAKE SOME REMARKS, BUT YOU DON'T HAVE TO.
AND THEN BEFORE YOU GO SIT DOWN, MISS LISA LIBRE WILL SWEAR YOU IN.
ALL RIGHT. OKAY. SOUNDS GREAT.
I DON'T KNOW IF WE HAVE. DO WE HAVE A NAMEPLATE? UH, NO, BUT WE WILL.
WE HAD TO MAKE SURE IT WAS ALL.
YES. WELL, SO IT'S AN HONOR AND A PLEASURE, UM, TO BE A PART OF THIS AT THIS TIME.
LIKE DOCTOR MCCORD SAID, IT'S JUST GREAT.
AND I WANT TO THANK MY WIFE, MELANIE, THAT'S BEEN IN THIS DISTRICT FOR 15 YEARS.
SHE'S TAUGHT FOR 19, BUT 15 HERE IN FRENSHIP.
AND I'LL SAY THIS. IT'S, UH, TO LIVE HERE SINCE 2009 IN WOLFFORTH JUST DOWN THE STREET, AND TO HAVE MY WIFE AS A TEACHER. AND NOW THREE OF MY SONS, MY OLDEST THREE ARE IN FRENSHIP AND ONE ON THE WAY NEXT YEAR.
SO TO SAY THAT WE HAVE ROOTS IN THIS DISTRICT IS AN UNDERSTATEMENT.
I'VE LEARNED, UH, NOT TOO LONG AGO, THAT NUMBER 14 OUT OF OVER 1000 DISTRICTS.
AND SO THIS IS A GREAT CLASS TO JOIN.
AND I'M JUST THANKFUL THAT YOU GUYS WOULD HAVE ME.
[APPLAUSE] CAN WE DO A LITTLE PHOTO? DO YOU WANT TO DO IT AFTER WE SWEAR IN? OKAY. OKAY,
[I. Oath of office for newly appointed board member pursuant to Board Policy BBBB(LEGAL)]
REPEAT AFTER ME.HOW ABOUT THAT? SO IF YOU WOULD PLEASE RAISE YOUR HAND.
I, SEAN BENSON, DO SOLEMNLY SWEAR.
DO SOLEMNLY SWEAR THAT I WILL FAITHFULLY EXECUTE THE DUTIES OF THE OFFICE OF PLACE SEVEN.
BOARD OF TRUSTEES OF THE STATE OF TEXAS.
AND WILL TO THE BEST OF MY ABILITY AND WILL TO THE BEST OF MY ABILITY, PRESERVE, PROTECT AND DEFEND, PRESERVE, PROTECT AND DEFEND THE CONSTITUTION AND THE LAWS OF THE UNITED STATES AND OF THIS STATE, THE CONSTITUTION AND LAWS OF THE UNITED STATES AND OF THIS STATE.
SO HELP ME GOD. SO HELP ME GOD.
ALL RIGHT. THANK YOU. [APPLAUSE] LOTS OF SIGNATURES. WELL, THANK YOU.
AND I'M GOING TO HAVE YOU ALL TAKE A FAMILY PICTURE RIGHT IN FRONT.
HI. WELL, SHE'S GETTING YOU READY.
I WANT TO SPEAK TO THESE FOR YOU.
GO AHEAD. SHE'S GOING TO PUT US IN THE PLACE WE NEED TO BE.
YOU GUYS, YOU GUYS HAVE NO IDEA WHAT'S COMING FOR YOU NOW.
THE MORE YOU CAN HIDE WHEN MOM'S A TEACHER NOW, YOU REALLY CAN'T HIDE.
YOU'RE PROUD OF YOUR DAD? ABSOLUTELY.
ARE YOU REAL PROUD OF YOU? YES.
ALL RIGHT, Y'ALL LOOK RIGHT HERE.
THREE. YOUR STANDARD NUMBER ONE.
THIS IS WHERE YOU GET. OH, YEAH.
I HEARD THAT. I THINK WE'RE TRULY BLESSED TO HAVE YOU, SHAWN.
WE'RE GLAD YOU'RE HERE. AND GLAD TO BE HERE.
THANK YOU. THE FUN BEGINS NOW.
I LOOK FORWARD TO WORKING WITH YOU.
OKAY. THANKS, MADAM. I THINK SO, ALL RIGHT.
[00:25:03]
DID SHE. YEAH, I TOOK CARE OF THINGS.WE HAVE PRESENTATION TO THE BOARD AND PUBLIC HEARING.
[2. A. Proposed Attendance Zones Presentation and Public Hearing]
WE HAVE THE PROPOSED ATTENDANCE ZONES PRESENTATION AND A PUBLIC HEARING.AM I CORRECT ON THAT, MR. DEAN? YES, SIR. SO IN ACCORDANCE WITH A LOCAL, UH, WE'RE BRINGING, UH, INFORMATION ABOUT THE PROGRESS OF THE BOUNDARY CHANGES FOR THE ADDITION OF ELEMENTARY NUMBER NINE AND THE SECOND HIGH SCHOOL, JUST TO REMIND YOU KIND OF WHAT WE'VE GONE THROUGH, UH, THE ELEMENTARY, WE HAD TWO INITIAL TOWN HALL MEETINGS, UH, FOR THE ELEMENTARY BOUNDARIES.
UH, WE REVIEWED, UH, COMMENTS FEEDBACK AND WORKED WITH THE DEMOGRAPHER TO REVISE THE BOUNDARIES.
WITH THE FUTURE GROWTH OF FRIENDSHIP AND THE CURRENT USE OF OUR ELEMENTARIES.
UH, THEN WE HELD A THIRD TOWN HALL MEETING WITH A REVISED ELEMENTARY BOUNDARY.
UH, THE BOUNDARIES, UH, EMAIL WAS ALSO AVAILABLE AS FEEDBACK FOR THAT ONE.
WE ALSO HAD THE EMAIL AVAILABLE FOR COMMENTS ON THE HIGH SCHOOL, UH, FOR STAKEHOLDERS COMMENTS.
THE TOWN HALL MEETINGS AND COMMENTS AND EMAILS WERE ALSO PREVIOUSLY PROVIDED TO YOU.
SO TO BEGIN WITH, UH, WE'LL GO THROUGH THE BOUNDARIES THAT WE'VE GOT RIGHT QUICK.
THE, UH, REVISED, UH, ELEMENTARY, UH, BOUNDARY, UH, IS LIKE THIS.
SO THIS IS OUR CURRENT ELEMENTARY.
THE COLORED PORTIONS ARE THE ACTUAL BOUNDARIES OF THE SCHOOL.
AND THEN THE, UH, PINK DOTS ARE THE ACTUAL BUILDINGS WHERE THE BUILDINGS ARE.
THIS IS ELEMENTARY NUMBER NINE RIGHT HERE.
SO THE ORIGINAL OPTION A HAD UM, ELEMENTARY NUMBER NINE IN THE RED RIGHT HERE.
AND THEN WITH THE REVISED OPTION, A UH, ELEMENTARY NUMBER NINE REMAINED THE SAME.
THE CHANGES WERE IN THIS AREA HERE FROM 82ND TO 90TH STREET, ALCOVE TO UPLAND.
WE MOVED THAT INTO THE OAK RIDGE BOUNDARY, UH, OUT OF THE UPLAND HEIGHTS BOUNDARY.
AND THEN WE MOVED, UM, 98 TO 100 AND 14TH UPLAND TO MILWAUKEE.
WE MOVED IT OUT OF OAK RIDGE BACK INTO UPLAND HEIGHTS.
THAT WAS THE REVISED CHANGE FOR OPTION A AND OPTION B.
THIS IS THE ORIGINAL, UH, NUMBERS FOR THE THE CAMPUSES.
AND YOU CAN SEE THAT EVERYTHING IS PRETTY WELL DISTRIBUTED IN THIS OPTION.
WITH THE REVISED THE CHANGES TO OAK RIDGE AND UPLAND HEIGHTS.
AGAIN, THE NUMBERS ARE PRETTY WELL DISTRIBUTED THROUGHOUT AS WE GET OVER HERE INTO 2728.
AND THIS OPTION, WE WOULD HAVE TO START TALKING ABOUT, UH, ELEMENTARY NUMBER TEN.
NUMBER NINE IS THE RED PART HERE THAT GOES TO THE TOWARDS THE NORTHERN HALF OF THE DISTRICT.
AND IT'S THE SAME ON BOTH THAT THE ORIGINAL AND THE REVISED.
AGAIN THE CHANGES BEING UH 82ND TO 90TH ALCOVE TO UPLAND MOVING INTO OAK RIDGE AND THEN UH 98TH TO 114TH UPLAND TO MILWAUKEE, MOVING BACK INTO UM, UPLAND HEIGHTS.
THE NUMBERS HERE, UH, START TO FILL UP.
I MEAN, UPLAND HEIGHTS REMAINS FULL.
UH, IN THIS OPTION, UM, WE WOULD HAVE TO START TALKING ABOUT A ELEMENTARY NUMBER TEN AND 25, 26.
AND IN THE REVISED OPTION, IT'S A LITTLE BETTER.
WE WOULD HAVE TO START TALKING ABOUT A ELEMENTARY NUMBER TEN, PROBABLY AT THE END OF 26.
AND THEN FOR THE HIGH SCHOOL, UH, THE CURRENT HIGH SCHOOL BOUNDARIES, THE WHOLE DISTRICT.
UM, THE OPTION A IS A NON FEEDER PATTERN, WHICH MEANS YOU GO WHERE YOU LIVE.
SO DEPENDING ON WHERE YOU LIVE WOULD BE THE HIGH SCHOOL YOU GO TO.
[00:30:04]
THIS IS A NON FEEDER PATTERN.THE NUMBERS HERE UH, START TO EVEN OUT IN 2728 AND THEN CARRY ON FROM THERE.
BUT IT DOESN'T GIVE ANY RELIEF UNTIL 2728.
UM, OPTION B IS A TRUE FEEDER PATTERN.
SO DEPENDING ON WHAT MIDDLE SCHOOL YOU GO TO WILL DETERMINE WHAT HIGH SCHOOL YOU GO TO.
AND THIS SCENARIO YOU SEE ELKO TRAILS AND FRIENDSHIP MIDDLE SCHOOL.
WE GO TO FRIENDSHIP HIGH SCHOOL.
THE BOUNDARY BEING THE BORDERLINE BETWEEN THE MIDDLE SCHOOLS HERE.
UH, TERRA VISTA AND HERITAGE WOULD GO TO HIGH SCHOOL NUMBER TWO.
THE NUMBERS HERE PROVIDE RELIEF TO PFS STARTING IN 2627.
SO IN THE JANUARY BOARD MEETING, WE WILL BRING A RECOMMENDATION TO THE BOARD.
UH, THEN WE'LL IMPLEMENT THOSE.
THEY'LL BE IMPLEMENTED, UH, WHEN THE CAMPUS OPENS FOR ENROLLMENT OR, UH, STUDENT ACTIVITIES.
SO WE HAVE SOME STUDENT ACTIVITIES IN THE SUMMER AT THE HIGH SCHOOLS.
UM, THE NEXT THING WOULD BE THE DISCUSSION ITEM ON THE AGENDA.
UH, SOME POINTS TO MAKE FOR THAT, IN ACCORDANCE WITH FC LOCAL, UH, DURING THE REGULAR BOARD MEETING, THE ADMINISTRATION WILL MAKE A RECOMMENDED THE BOARD PROPOSAL, ATTENDANCE ZONES CHANGES AS A DISCUSSION ITEM AND THE BOARD.
THE BOARD WILL PROVIDE AN OPPORTUNITY FOR PUBLIC INPUT AS A DISCUSSION ITEM.
SOME OF THE PROS FOR, UH, ELEMENTARY SCENARIO A, THE ELEMENTARY SCHOOLS MAINTAIN SIMILAR SIZES FOR A LONGER PERIOD THAN OPTION B, UH, ALLOWS MORE EFFICIENT USE OF CURRENT CAMPUSES.
MOVING THE DISCUSSION FOR ELEMENTARY TO ELEMENTARY 10 TO 2728.
UH, SOME OF THE CONS WOULD BE AT DIVIDE SIX ELEMENTARIES WILLOUGHBY AND WEST WIND.
BENNETT. UPLAND HEIGHTS ARE CURRENTLY SPLIT CAMPUSES.
IT ADDS ELEMENTARY NUMBER NINE AND OAK RIDGE UH ELEMENTARY.
UH THE SCENARIO B FOR THE ELEMENTARY.
IT ALLOWS SOME RELIEF FOR THE POPULATION FOR ALL THE CAMPUSES OVER THE NEXT FEW YEARS.
THE POPULATIONS AT THE ELEMENTARY CAMPUSES RANGES RANGE FROM JUST UNDER 500 TO OVER 900.
UH, THE DISCUSSION OF FOR ELEMENTARY TEN WOULD HAVE TO BEGIN IN 25, 26.
AND AGAIN, IT DIVIDES SIX CAMPUSES THE SAME SIX WILLOUGHBY AND WEST WIND.
BENNETT. UPLAND HEIGHTS ARE CURRENTLY SPLIT.
IT ADDS ELEMENTARY NUMBER NINE AND OAK RIDGE.
UH, ONCE THEY, UH, GIVE SOME RELIEF THAT THEY JUST THE CONS IT DIVIDES ALCO TRAILS AND HERITAGE MIDDLE SCHOOLS BETWEEN THE TWO HIGH SCHOOLS, AND IT DOESN'T PROVIDE MUCH RELIEF UNTIL 2728 SCHOOL YEAR.
THE PROS FOR SCENARIO B IT PROVIDES A TRUE FEEDER PATTERN FROM THE MIDDLE SCHOOLS.
THE MIDDLE SCHOOLS ARE NOT SPLIT.
UH PROVIDES MORE RELIEF FOR PHS EARLIER ON.
AND THESE PROJECTIONS ARE RELIABLE.
HOWEVER, THEY ARE PROJECTIONS.
AND THE FURTHER YOU MOVE AWAY FROM TODAY, THE HARDER IS PROJECT.
SO I'LL TURN IT BACK OVER TO YOU, MR. DRAPER. OKAY.
LET'S JUST GO AHEAD AND WE'LL OPEN THE PUBLIC HEARING.
WHERE ARE YOU WANDERING OFF TO? ALLOW THEM TO. THERE YOU GO.
THEY CLOSE. OKAY, SO WE'RE NOW GOING TO OFFICIALLY OPEN THIS MEETING AS A PUBLIC HEARING FOR THE INPUT ON PROPOSED ELEMENTARY AND HIGH SCHOOL ATTENDANCE ZONES, AS PRESENTED BY MISTER DEAN.
ANYONE WISHING TO SPEAK, EITHER AS AN INDIVIDUAL OR AS A REPRESENTATIVE OF A GROUP, MAY DO SO.
THE BOARD WILL DEFER DISCUSSION OF THIS ISSUE UNTIL THE APPROPRIATE TIME DURING THE MEETING.
UH, WE APPRECIATE EVERYBODY'S INTEREST IN FRENSHIP.
SO NOW THE BOARD WILL ALL RECOGNIZE THE FIRST SPEAKER, MACEY DOSS.
[00:35:01]
I HAVE NOTES, SO JUST BEAR WITH ME.UM, I'VE BEEN IN EDUCATION FOR OVER 16 YEARS.
UM, MY MASTER'S AND BACHELOR'S IS IN FAMILY EDUCATION.
OH, LIKE A STEADINESS, A STEADY HOME BASE TYPE THING.
UM, I'M TALKING SPECIFICALLY ABOUT THE REVISIONS THAT WERE MADE.
UM, MY NEIGHBORHOOD, MY LITTLE SUBDIVISION IS CAMBRIDGE WAY.
UM, THIS WILL BE THE FOURTH SCHOOL THAT OUR NEIGHBORHOOD WILL GO HAVE GONE TO, UM, IN ITS EXISTENCE.
UM, SO I JUST WANT TO PUSH FOR OUR STUDENTS AND OUR NEIGHBORHOOD TO HAVE A STEADY HOME BASE.
AND I KNOW THAT CHANGE BRINGS, UM, GROWTH BRINGS CHANGE, BUT WE NEED SOME SORT OF STABILITY THERE.
UM, SO THAT WILL BE THE FOURTH SCHOOL FOR OUR KIDS.
UM, ALSO, ONE OF THE THINGS THAT THAT SHIFTED IN THIS ADJUSTMENT, THE REVISION IS OUR STUDENTS WOULD GO TO OAK RIDGE, BUT THEN THEY WOULD BE THE ONLY SUBDIVISION THAT GOES TO OAK RIDGE THAT WOULD CHANGE MIDDLE SCHOOLS.
THAT CHANGE IS JUST IS JUST HARD.
UM, THE OTHER THING, THERE ARE TWO SCHOOLS THAT ARE CLOSER TO US IN LOCATION THAN OAK RIDGE.
SO RIGHT NOW WE GO TO UPLAND HEIGHTS.
AND SO JUST JUST THE PHYSICAL LOCATION OF THOSE PLACES.
UM, IT JUST KIND OF CHANGES THE WAY WE LOOK AT THINGS.
UM, AT THE MEETING AT UPLAND HEIGHTS LAST MONTH, I GUESS, OR A FEW WEEKS AGO.
THANK YOU. THE NEXT SPEAKER I HAVE IS DARREN.
THANK YOU SIR. HOW ARE Y'ALL DOING? YEAH. UH, PUT SOMETHING TOGETHER SO THAT WE DON'T STUMBLE THROUGH ANYTHING TOO CRAZY.
MY NAME IS DARREN OAKLEY, AND I'M A RESIDENT OF THE CAMBRIDGE WAY NEIGHBORHOOD.
UH, I WANT TO TAKE THIS OPPORTUNITY, UH, TO BRIEFLY COMMENT ON THE EFFECTS OF THE REVISION TO THE ELEMENTARY BOUNDARIES IS GOING TO HAVE ON MY CHILD, AS WELL AS OTHER CHILDREN OF THE CAMBRIDGE NEIGHBORHOOD AND THE CHILDREN OF THE RICH NEIGHBORHOOD.
AT THE RECENT TOWN HALL MEETING, IT WAS MENTIONED BY MR. RICHARD DANE THAT THE REASON FOR THE CHANGE WAS BECAUSE RESIDENTS OF THE RIDGE WOULD HAVE TO COMMUTE PAST UPLAND HEIGHTS IN ORDER TO ATTEND OAK RIDGE.
WITH THIS CHANGE, THE STUDENTS OF THE RIDGE WOULD CONTINUE TO ATTEND UPLAND HEIGHTS, BUT WHEN IT CAME TO ATTENDING MIDDLE SCHOOL, WOULD THEN BE MOVED TO HERITAGE MIDDLE SCHOOL INSTEAD OF TRANSITIONING WITH THE REST OF THEIR CLASSMATES AND FRENSHIP MIDDLE SCHOOL.
THE SAME GOES FOR OUR STUDENTS IN CAMBRIDGE WAY, WHO WILL BE FORCED TO ATTEND OAK RIDGE, BUT INSTEAD OF ATTENDING HERITAGE MIDDLE SCHOOL WITH THOSE STUDENTS, WE WILL BE MOVED TO FRENSHIP MIDDLE SCHOOL.
THIS IN NO WAY MAKES SENSE FOR EITHER NEIGHBORHOOD.
NOT BEING ABLE TO MAKE THE MOVE TO MIDDLE SCHOOL WITH MOST OF YOUR CLASSMATES WILL HAVE A CONSIDERABLE EFFECT ON THE CONFIDENCE THAT THE STUDENTS HAVE ENTERING A MAJOR PHASE OF EDUCATION. IT IS ARGUABLY CLEAR THAT THIS SITUATION IS NOT IN THE BEST INTERESTS OF THE STUDENTS, AS MANY OF THE ELEMENTARY STUDENTS IN OUR NEIGHBORHOOD ARE SPED 504 OR DISABLED. PARENTAL CONVENIENCE AND TRANSPORTATION SHOULD NOT BE CONSIDERED MORE IMPORTANT THAN THE STUDENTS EDUCATION AND SOCIAL WELL-BEING.
PERSONALLY, I DON'T MIND THAT THE NEW BOUNDARIES PUT MY DAUGHTER GOING TO OAK RIDGE.
WHAT I DO MIND IS THAT IN FOUR YEARS, MY DAUGHTER IS GOING TO HAVE TO LEAVE BEHIND ALL HER FRIENDS AND RELATIONSHIPS THAT SHE'S GOING TO MAKE AND GO TO A NEW SCHOOL WITH NEW KIDS AND BE FORCED TO MAKE NEW FRIENDS.
MIDDLE SCHOOL CAN BE SCARY, BUT FOR THOSE THAT ARE.
MAKING THE TRANSITION WITH THEIR FRIENDS FROM ELEMENTARY TO CHANGE IS A LOT MORE MANAGEABLE.
[00:40:03]
IN CLOSING, I WOULD LIKE TO PROPOSE THAT CAMBRIDGE WILL BE SWITCHED BACK WITH THE RIDGE TO WHERE WE WILL CONTINUE IN UPLAND HEIGHTS AND TRANSITION TO FRENSHIP MIDDLE SCHOOL, WHILE THE RIDGE CONTINUES ALONG IN THEIR MIDDLE SCHOOL FEEDER TO ATTEND OAK RIDGE, WHILE THEN BEING ABLE TO SMOOTHLY TRANSITION WITH THEIR PEERS TO HERITAGE.THANK YOU, MR. OAKLEY. NEXT SPEAKER WE HAVE IS MR. TIMOTHY MCWILLIAMS. LADIES AND GENTLEMEN. THANK YOU.
NOW TO THAT POINT, UM, WE HAVE SEEN HERE IS THAT WE ARE BEING RESTRICTED IN WITH A COMMUNITY ACROSS 82ND FROM US, THIS FAR FROM US.
IT'S NOT THE COMMUNITY THAT WE LIVE WITH.
IT'S NOT THE PEOPLE THAT OUR KIDS PLAY TOGETHER WITH.
AND THOSE TIES, AS HE'S BROUGHT UP, THAT ARE SO CRITICAL RIGHT NOW AND ALSO WILL BE IN THE MIDDLE SCHOOL, ARE GOING TO BE THROWN BACK AND FORTH A COUPLE OF TIMES BY THIS SWITCH.
IT'S NOT OUTSIDE THE REALM TO THINK THAT IF WE DO CHOOSE A TRUE FEEDER PATTERN, THAT BY THE TIME WE START DISCUSSING THE NEXT MIDDLE SCHOOL THAT WE'LL HAVE TO BUILD WITH THE HUGE GROWTH THAT IS COMING FRENSHIP THAT THE BOUNDARIES WILL CHANGE ONCE AGAIN.
AND SO THERE'S A LACK OF CONSTANCY THAT IS HUGE FOR KIDS TO BUILD RELATIONSHIPS NOT JUST WITH THE OTHER KIDS, BUT WITH THE FACULTY, WITH THE STAFF THAT TRUST IN THEIR SCHOOL, IN EDUCATION AND FRIENDSHIP IN GENERAL.
AND SO WE NEED SOMETHING THAT IS A HOME.
UPLAND HEIGHTS HAS BEEN OUR HOME.
WE WOULD LIKE FOR IT TO CONTINUE TO BE OUR HOME.
SOME OF WHAT HAS BEEN SUGGESTED HERE AS FAR AS CONVENIENCE FOR TRAVEL, UPLAND CURRENTLY HAS THE ONE LANE ON THE SIDE THAT IS THE RIDGE THAT HEADS NORTH. WELL, IT'S THE WAY THAT THOSE PEOPLE THAT LIVE IN THE RIDGE ALSO WILL TRAVEL TO GO TO WORK.
ALREADY. THEY ARE ON THAT ROAD RIGHT NOW.
THEY TRAVEL PAST UPLAND AND GO TO WORK BY ZONING THEM INTO UPLAND HEIGHTS.
WE'RE ASKING THEM TO BE ON THE ONE LANE, TO STOP TRAFFIC, TO TURN LEFT ACROSS ONCOMING TRAFFIC, TO GET INTO THE PARKING LOT, TO DROP OFF THEIR CHILD, TO THEN COME BACK, TURN LEFT AGAIN ACROSS TWO LANES OF TRAFFIC TO GET BACK ON UPLAND TO CONTINUE NORTH ON THEIR LANE.
SO NOT MUCH IS GAINED NUMBER WISE THERE.
BUT IF WE'RE TALKING ABOUT IN THE INTEREST OF SAFETY, WE ARE CREATING A LARGER TRAFFIC HAZARD RIGHT IN FRONT OF THE SCHOOL WHERE THE STUDENTS ARE DROPPED ON AND OFF INSTEAD OF GOING BACK.
I URGE YOU WITH YOUR MINDS, USE COMMON SENSE THAT THIS SITUATION WITH YOUR HEARTS THINK AND FEEL ABOUT PUTTING THE LEARNER FIRST, WHICH IS A COMMON VALUE TO THE FRENSHIP DISTRICT. THINK ABOUT WHAT IS BEST NOT JUST FOR THESE STUDENTS, BUT IF WE CONSIDER THE FEEDER PATTERN BEING OUR TEMPLATE FOR THE FUTURE, FOR FUTURE STUDENTS THAT WILL COME OUT OF CAMBRIDGE WAY IN THE RIDGE AND TO DO WHAT'S BEST FOR THEM, PLEASE RECONSIDER AND APPROVE THE ATTENDANCE BOUNDARIES.
I THANK YOU FOR YOUR TIME AND YOUR CONSIDERATION.
THANK YOU, THANK YOU, THANK YOU.
MR.. NEXT SPEAKER WE HAVE IS JARON.
AM I PRONOUNCING THAT CORRECTLY? IT'S DARRIN. DARRIN, I APOLOGIZE.
STROUD. HI, MY NAME IS GARY STRAWN AND OTHER THAN THE CAMBRIDGE COMMUNITY, UM, SAME AS ALL OF THEM.
UM, I WOULD LIKE TO AS WELL PROPOSE A CHANGE TO STAYING AT UPLAND HEIGHTS AS WELL.
AND THE THEATER POWDER JUST DOES NOT MAKE SENSE TO US.
AND I JUST WISH IT WOULD MAKE SENSE.
[00:45:06]
LIKE TO MAKE IT MAKE SENSE FOR THEM.AND SOMETHING ELSE THAT I WOULD LIKE IS JUST THE FEEDER PATTERN TO CHANGE.
IF, YOU KNOW, WE'RE SUPPOSED TO GO TO FMS, LET'S GO TO FMS, BUT PUT US IN UPLAND HEIGHTS, UM, SOMETHING ELSE THAT HAS REALLY BEEN JOGGING MY BRAIN ON ALL OF THIS IS JUST THE CONSISTENCY OF OUR KIDS.
UM, YOU KNOW, I HAVE TO SPEND STUDENTS AND THIS IS THEIR CONSISTENCY.
THIS IS WHERE THEY GO TO SCHOOL.
CHANGE IS GOING TO BE A BIG THING FOR THEM.
MAKE IT MAKE SENSE. I DON'T THINK IT'S IT DOESN'T MAKE SENSE TO CHANGE PEOPLE FROM THIS SCHOOL, TO MOVE IT TO THIS SCHOOL AND TAKE SOME OUT OF THIS SCHOOL AND THEN MOVE IT TO THIS SCHOOL. IT JUST DOES NOT MAKE SENSE.
BUT I JUST THINK THAT THERE'S SOME WAY, THERE'S A BETTER WAY THAT WE CAN MAKE THIS WORK.
SO I WISH Y'ALL WOULD PLEASE RECONSIDER.
THANK YOU, THANK YOU, THANK YOU.
WE HAVE ANYBODY ELSE THAT WOULD LIKE TO SPEAK ABOUT THE ATTENDANCE ZONE? HI, MY NAME IS AMANDA WEATHERS AND MY NEIGHBOR AND I LIVE IN QUINCY PARK, AND THAT IS ABOUT 0.7 MILES FROM OUR DRIVEWAY TO THE SCHOOL TO UPLAND HEIGHTS.
UM, BECAUSE WE LIVE ON 95TH AND 96TH STREET.
UPLAND HEIGHTS FOR US TO DRIVE TO OAK RIDGE WOULD BE 3.6 MILES.
MY NEIGHBOR MAPPED IT OUT, AND IT WOULD ADD ANOTHER TEN MINUTES TO OUR DRIVE ACROSS THE TRAFFIC.
UM, AND IN THAT CONSIDERATION, WHAT IS THAT GOING TO BE LIKE FOR OUR BUS DRIVERS WHO ARE ALREADY SHORTHANDED, HAVING TO DRIVE KIDS FURTHER AND SPEND MORE DRIVE TIME INSTEAD OF JUST TAKING FIVE MINUTES TO DROP THEM OFF AT A SCHOOL THAT'S CLOSER.
UM, AND CURRENTLY WE ARE WITHIN WALKING DISTANCE TO UPLAND HEIGHTS.
SO IF WE CHOOSE ON A NICE DAY TO WALK OUR KIDS, THERE'S BEEN MANY TIMES THAT MY CHILDREN HAVE HAD A TOUGH DAY, AND MY HUSBAND HAS WALKED HOME WITH THEM TO JUST KIND OF GET THE THE, THE DAY OUT.
WE'RE NOT GOING TO HAVE THAT OPTION IF WE HAVE TO GO TO OAK RIDGE.
UM, AND WE'RE JUST LOOKING FOR THE BEST INTEREST OF OUR CHILDREN, UH, WITH THE STABILITY THAT THEY HAVE WITH THE RELATIONSHIPS THAT WE'VE BUILT, UM, AT UPLAND HEIGHTS WITH NOT ONLY THE STUDENTS, OUR CHILDREN, BUT WITH THE STAFF AND THE RAPPORT THAT WE HAVE THE THE TEACHERS AND THE FACULTY AND STAFF AT UPLAND HEIGHTS KNOW IF THEY HAVE ANY ISSUES WITH OUR CHILDREN. WE HAVE THEIR BACKS.
WE CAN BE THERE IN FIVE MINUTES AND HELP THEM RESOLVE THAT ISSUE.
UM, ONE OF OUR CHILDREN IS A SPECIAL NEEDS.
THEY HELPED US GET THAT DIAGNOSIS, AND THEY'RE HELPING HIM, AND HE'S IMPROVING.
CURRENTLY, HE'S IN THE FIFTH GRADE.
UNFORTUNATELY, HE'S HAVING A LOT OF DELAYS AND, UM, STRUGGLES.
AND WITH THAT, WE'RE HAVING TO LIKE, CONSIDER IS HIM MOVING TO MIDDLE SCHOOL GOING TO BE IN HIS BEST INTEREST OR DOES HE NEED TO RETAIN AND GAIN SOME GROUND AND SOME MATURITY SO THAT HE CAN THRIVE AND BE THE BEST HE CAN? IF HE'S BEING RETAINED AT A DIFFERENT SCHOOL, THAT'S GOING TO BE ANOTHER STRUGGLE FOR HIM TO HAVE TO WORK THROUGH, AND US TO HAVE TO GET TO KNOW THE STAFF AND GET TO KNOW WHAT WORKS AND WHAT DOESN'T WITH HIM.
SO IF YOU JUST PLEASE RECONSIDER QUINCY PARK IN THAT AS WELL.
DO WE HAVE ANYBODY ELSE WHO WOULD LIKE TO SPEAK? THIS PUBLIC HEARING PORTION IS NOW OVER.
SO BOARD, IF YOU HAVE ANY QUESTIONS, I'LL BE GLAD TO ANSWER THOSE.
[00:50:11]
AND JUST TO REMIND EVERYBODY, THIS IS INFORMATIONAL ONLY.CAN YOU GO CAN YOU GO BACK TO THE NUMBERS AND THE YEARS WHERE WE'D HAVE TO HAVE ANOTHER ELEMENTARY? RICHARD. THERE'S OPTION A ON THE REVISED, UH, HERE'S OPTION A ON THE ORIGINAL.
SO, SO WHEN WE GET TO THIS 900 NUMBER HERE, WE WOULD, UH, START TALKING ABOUT ANOTHER BOND AND ANOTHER ELEMENTARY. AND ON THE REVISED BOND DURING THAT YEAR, THAT'S WHEN YOU'RE GOING TO START TALKING ABOUT A BOND.
ONLY REASON WHY I'M ASKING JUST SO DEREK.
AND IN ABOUT 18 MONTHS ROUGHLY TO GET A ELEMENTARY UP.
YES, SIR. SO WE HAVE TO TALK ABOUT GETTING LAND AND EVERYTHING ELSE ON YOUR SIDE.
AND THEN FOR OPTION B, UM, THERE'S THE NUMBERS THERE.
WE WOULD START TALKING NEXT YEAR, UH, AND START MOVING SOME NEXT YEAR HOPEFULLY.
AND UH, WITH THE REVISIONS, WE WOULD BE LOOKING AT, UH, 25, 26 TO HAVE IT READY TO GO BY THE 2728.
AND I WOULD JUST COMMENT THAT, UM, JUST TO SPEAK TO THE ENROLLMENT CAPACITY.
AND SO WHAT YOU SEE HERE IS, UM, THAT'S BASICALLY THE PRACTICAL CAPACITY OF THE BUILDING.
SO YOU COULD HAVE MORE STUDENTS THAN WHAT THE CAPACITY IS LISTED.
UM, HOWEVER, IT ONCE YOU GO BEYOND WHAT'S THE PRACTICAL CAPACITY YOU HAVE, UM, MAYBE STILL ENOUGH CLASSROOMS AND UM, BUT FOR A LITTLE WHILE.
BUT WHAT YOU ONLY HAVE IS YOU HAVE THE SAME SIZE CAFETERIA, YOU HAVE ONE GYM.
AND SO ALL OF THOSE SPECIAL THINGS ARE SO IT JUST CREATES CROWDING.
AND THEN THE OTHER THING THAT USED TO BE AN OPTION, UM, BUT I THINK THAT, I MEAN, THIS WOULD BE THE DECISION OF THE BOARD, BUT UM, IS TO ADD PORTABLE BUILDINGS.
FRENSHIP DID THAT YEARS AGO BEFORE I WAS IN THE DISTRICT.
I THINK WE STILL HAVE ONE PORTABLE BUILDING AT BENNETT ELEMENTARY.
IT IS NOT UTILIZED BY THE SCHOOL DISTRICT.
IT HOUSES AN INDEPENDENT, UM, DAYCARE.
UH, BUT I WOULD SAY THAT, IN MY OPINION, AS THE SUPERINTENDENT IN THIS ERA IN WHICH WE LIVE WITH HEIGHTENED SAFETY AND SECURITY, THAT, UM, I WOULD REALLY, UM, WELL, IT WOULD BE MY RECOMMENDATION TO THE BOARD TO NOT UTILIZE PORTABLE.
JUST AS A SAFETY MEASURE THAT ONCE YOU'RE IN THE ROOM ITSELF, IT'S OKAY.
BUT, UM, IT'S JUST, UM, A RISK THAT WOULD BE AN ADDED RISK TO SAFETY AND SECURITY.
RICHARD, ONE THING I'VE NOTICED ON THE THE OPTIONS HERE, YOU'VE GOT ENROLLMENT PROJECTIONS.
IS THERE A POSSIBILITY THE BOARD COULD GET A REVISED COPY OF THIS AND GET US A TOTAL DOWN ON THE BOTTOM? YES, SIR. I'LL GET THAT TO YOU.
WHAT HAVE WE BEEN? HOW MANY NEW STUDENTS PER YEAR HAVE WE BEEN GAINING? DOES THAT MAKE SENSE? NO, THAT MAKES SENSE.
IT WILL. IT DOESN'T MAKE SENSE TO ME.
IT WILL. I'M JUST NOT UNDERSTANDING THAT.
WELL, YOU WANT ME TO TOTAL UP THE COST? YEAH. WELL, WHAT I'M LOOKING AT IS YOU GOT THE MAJORITY OF THESE ELEMENTARIES HERE.
SO IN SOME CASES 750, WITH THE EXCEPTION OF OAKLAND HEIGHTS.
OKAY. SO THE QUESTION THAT I'VE GOT FOR A WHILE THERE, WE WERE GETTING CLOSE TO 600 KIDS.
AND NOW THAT'S COME DOWN TO WHAT? WELL, THIS YEAR IT'S ABOUT 500.
HOWEVER, THAT IS ACROSS GRADES PRE-K THROUGH 12.
AND THE OTHER SORT OF PART OF THAT IS, UM, THAT'S ALL OVER THE DISTRICT, RIGHT?
[00:55:01]
SO YOU DON'T KNOW WHERE THEY'RE GOING TO BE OR WHAT GRADE THEY'RE GOING TO BE IN.BUT THE HIGHEST PERCENTAGE OF THOSE WILL BE K THROUGH SIX.
PROBABLY BECAUSE THAT'S JUST MORE GRADES RIGHT.
YES. THAT'S THAT'S THAT'S ONE ASSIGNMENT PER STUDENT.
AND I WOULD SAY THAT THERE IS GROWTH IN THE CENTRAL PART OF THE DISTRICT, THE NORTH PART OF THE DISTRICT, UM, AND OBVIOUSLY THE SOUTH PART OF THE DISTRICT.
AND THAT IS GOING TO CONTINUE.
UM, AND SO OUTSIDE OF BUILDING NEW ELEMENTARIES TO ACCOMMODATE THE PROJECTED GROWTH, THE ONLY OTHER AVENUE WOULD BE TO CONTINUE TO REDISTRICT, BECAUSE YOU CAN SEE THAT SOME OF THE ELEMENTARIES ARE NOT AT CAPACITY, AND THAT'S NOT IDEAL.
BUT, UM, THE REALLY THE ONLY OPTION IS TO IS TO DISCUSS THE BOND AT SOME POINT, WHICH I DON'T THINK THAT'S A SURPRISE TO ANYONE. IT'S JUST THE TIMING OF IT.
OH, I UNDERSTAND, AND WHAT I'M GETTING AT IS WITH I KNOW IN OUR LAST BOND AND WHEN WE TALKED ABOUT THE DEMOGRAPHER LAST TIME WE HAD TALKED ABOUT YET THE ADDITION OF THE SECOND HIGH SCHOOL ALCOVE TRAILS, WHICH WAS THE ADDITIONAL MIDDLE SCHOOL.
AND THEN WE'RE TALKING ABOUT GETTING THINGS SHORED UP ON EQUALITY WISE AND GETTING, UH, FRIENDSHIP MIDDLE MOVED OVER HERE TO WHERE THE NINTH GRADE CENTER IS SO WE CAN GET SOME EQUALITY AS FAR AS THE FACILITIES, THE FACILITIES AND SO FORTH.
SO I KNOW THAT WE'VE GOT FROM WHAT I WAS LOOKING AT, WE'VE GOT SOME, WE'VE GOT PLENTY, I'D SAY A GOOD WHILE OF GROWTH IN MIDDLE SCHOOL AND HIGH SCHOOL. IT'S JUST THE BULGE.
IT SEEMS TO BE THE ELEMENTARIES AND THAT'S WHERE WE'RE GETTING MOST OF THE GROWTH.
SO THAT'S WHY I WAS ASKING FOR THESE COLUMNS DOWN HERE, BECAUSE I CAN KIND OF SEE I GUESS I'M ASKING FOR THE PUBLIC TO SEE THE SAME THING WE'RE SEEING ON THE DEMOGRAPHERS REPORT.
YEAH, I CAN AND I THINK THAT WOULD.
ABOUT TWO DIFFERENT 1 OR 2 DIFFERENT ELEMENTARIES AT SOME POINT IN TIME? YES. ADDITIONAL 1 OR 2.
BUT AGAIN FOR SO FOR THOSE OF YOU YOU MAY ALL KNOW THIS, BUT JUST SO IN CASE ANYONE IS NOT FAMILIAR, UM, WE DON'T HAVE THE MONEY TO BUILD AN ELEMENTARY, SO, UM, WE WOULD NEED TO BORROW THE MONEY.
AND WE ARE ONLY ABLE TO BORROW THE MONEY BY GOING TO THE PUBLIC AND ASKING FOR YOU TO APPROVE.
AND THEN OUR AUDITORS OUT SITTING OUT THERE IN THE AUDIENCE, AND HE'S LIKE, WHAT IS SHE EVEN SAYING ABOUT BORROWING MONEY AND ALL THESE THINGS? IT'S VERY, UM, I'LL SEE YOU SMILING.
IT'S ALL ABOUT BONDS AND SELLING.
BUT AGAIN, THAT WAS NOT A SURPRISE THAT THAT'S GOING TO BE COMING UP.
IT'S JUST IS IT ONE YEAR, TWO YEARS DOWN THE LINE AND THEN IT'S GOING TO BE PROBABLY FROM THE TIME YOU HAVE THE BOND ELECTION, IF YOU ALREADY HAVE LAND, WHICH WE DON'T FOR A 10TH ELEMENTARY CURRENTLY, IT DOESN'T MEAN WE CAN'T GET SOME.
UM, THEN YOU'RE PROBABLY LOOKING AT IF YOU HAD A BOND ELECTION IN MAY, WHICH WE'RE NOT PLANNING ON HAVING ONE, THEN I DON'T THINK, BUT IT WOULD PROBABLY BE, WHAT, THREE YEARS? DARE QUIT ACTING LIKE YOU DIDN'T HEAR ME? UM, IF WE, LIKE, HAD A BOND IN MAY AND WE DON'T HAVE LAND FOR A 10TH ELEMENTARY, WHICH WE'RE NOT ADVOCATING, WHICH WE'RE NOT ADVOCATING FOR.
BUT WOULD THAT BE LIKE THREE YEARS FROM DOORS OPENING FROM THE TIME YOU HAVE THE BOND? SO. AND WE'LL HAPPY TO PROVIDE WHATEVER INFORMATION THAT IS HELPFUL. YES.
[01:00:01]
SO I KNOW WE'VE CONTINUING THIS OPEN DISCUSSION AND DIALOG RIGHT NOW, BUT IF THERE'S ANY OTHER ADDITIONAL INFORMATION THAT YOU THINK WOULD BE GOOD FOR RICHARD TO BE ABLE TO PROVIDE TO LIKE, I KNOW YOU'RE GOING TO THINK ABOUT THIS A LOT OVER THE HOLIDAY, BUT I KNOW I WILL BECAUSE I'M GOING TO BE ANXIOUS TO GET BACK TO WORK.BUT TO ME, I THINK IT'S, UH, WE CAN'T BE A CHECKER PLAYER.
WE GOT TO LOOK AND SEE WHAT'S WHAT'S IN THE BEST INTEREST AS EVERYBODY, AS A WHOLE.
BUT AT THE SAME TIME, I THINK THAT WE NEED TO.
HAVE FURTHER DISCUSSIONS ON HOW WE'RE GOING TO MAKE THIS HAPPEN.
MOST MINIMAL IMPACT ON OUR STUDENTS.
READ. ANY OTHER THOUGHTS? COMMENTS? I APPRECIATE EVERYBODY COMING AND TALKING TONIGHT.
IT TAKES A LOT TO GET UP HERE AND STAND UP HERE AND TALK, EVEN THOUGH IT'S WHEN SOME SOMETHING, WHEN YOU PUT PEOPLE BEHIND THE PODIUM HERE AND YOU SEE THEM MICROPHONES RUNNING AROUND. UH, I DO APPRECIATE YOU BEING OPEN AND HONEST AND THANK YOU FOR YOUR WORDS.
THANK YOU. UH, IF YOU THINK OF SOMETHING ELSE, PLEASE GET THEM TO RICHARD.
UH, BELIEVE IT OR NOT, HE DOES FORWARD ALL THOSE TO US.
UH, AND WE GET THOSE IN A TIMELY FASHION.
BUT WE WOULD WELCOME ANY COMMENTS.
THANK THANK YOU, MR. DEAN. MR.. BUT YOU DON'T HAVE TO STAY.
YOU'RE WELCOME TOO. BUT YOU DON'T HAVE TO.
ALL. WE HAVE A CHANGE GOING ON.
WE HAVE AN EFFECTIVENESS REPORT ON THE COUNSELING PROGRAM.
[2. B. Effectiveness Report on Counseling Program]
MR. THOMPSON. CERTAINLY.ALL RIGHT. THANK YOU, MR. DRAPER.
UH, AS I GO THROUGH THIS, IF THERE'S ANYTHING I NEED TO GO BACK ON, SLOW DOWN ON.
FEEL FREE TO STOP ME. I'LL GO BACK FOR YOU.
OKAY? UM, AT THE DISTRICT LEVEL, WE HAVE MYSELF AS DIRECTOR.
WE HAVE KELLY GRACE AND ASHLEY HENDRICKS, OUR CRISIS INTERVENTION COUNSELORS.
UH, THEY HELP SUPPORT OUR SCHOOL COUNSELORS WITH STUDENTS WHO ARE EXPERIENCING MENTAL HEALTH CRISIS.
UH, ALONG WITH MYSELF AND MICHAEL BROOKS, BOTH KELLY AND ASHLEY ARE ABLE TO HELP GUIDE THE CAMPUS TEAMS TO FIND THE MOST PROTECTIVE FACTORS TO SURROUND STUDENTS TO HELP LESSEN WHATEVER THE NEGATIVE BEHAVIORS ARE.
WE ALSO HAVE MARCUS CAMPBELL, OUR BEHAVIOR AND STUDENT SUPPORT COACH.
UH, HE HELPS SUPPORT STUDENTS AS THEY TRANSITION BACK TO THEIR HOME CAMPUSES FROM DEP.
AND HE ALSO HELPS RUN THE ADMIN PROGRAM WITH OUR HIGH SCHOOL ATHLETES.
UH, THIS CHART SHOWS OUR CRISIS INTERVENTION COUNSELOR REFERRALS.
UH, THE GREEN AND BLUE BARS ARE BACK FOR THE LAST TWO YEARS.
THE PURPLE IS CURRENT YEAR UP TO THE SECOND SIX WEEKS.
SO IT'S ABOUT A THIRD OF THE SCHOOL YEAR.
UH, JUST TO GIVE YOU A REFERENCE.
UH, AND EVERY CATEGORY AT THE MOMENT IS ON PACE TO SURPASS LAST YEAR'S TOTALS.
IS THERE ANYTHING IN THERE YOU'D LIKE ME TO EXPLAIN? I THINK I APPRECIATE THAT YOU GUYS TRACK SO THAT WE CAN DETERMINE, UM, YOU KNOW, WHAT THE NEEDS ARE.
AND THEN ALSO FROM A STAFFING PERSPECTIVE, HOW TO HOW TO ADDRESS HOW TO ADDRESS THOSE THINGS.
IS THAT WHAT THAT SAYS? IT'S THE SECOND. WELL THE SECOND SET.
AND THEN THE NEXT ONE SUICIDE.
SUICIDE IDEATION SUICIDE IDEATION MENTAL MENTAL HEALTH BEHAVIOR AND THEN ABUSE AND NEGLECT.
DO KIDS GET PUT IN BOTH OR DOES EACH NUMBER REPRESENT ONE.
THERE ARE SOME THAT YES MA'AM SOME THAT GO OVER MULTIPLE CATEGORIES.
BUT IT ONLY GOES THROUGH THE FIRST TWO SIX WEEKS.
[01:05:03]
SO BUT THEN THE GREEN AND BLUE ARE THE WHOLE YEAR.YES WHOLE YEAR. SO YOU CAN SEE THE TREND.
UM, BUT ALSO SOMETHING TO JUST KEEP IN MIND IS WE KNOW THAT MENTAL HEALTH IS A GROWING CONCERN, AND WE HAVE MORE STUDENTS WHO, UM, YOU KNOW, EXPRESS ANXIETY, SUICIDAL IDEATION AND, UM, THAT SORT OF THING.
BUT ALSO KEEP IN MIND WE'RE GROWING.
AND SO I DO NOT WANT TO MINIMIZE THESE NUMBERS AT ALL.
BUT BECAUSE WE ARE GROWING BUT WE'RE NOT GROWING THAT QUICKLY, THAT SO THAT THE REFERRALS ARE OUTPACING THE PERCENT OF STUDENT ENROLLMENT GROWTH, IF THAT MAKES SENSE. IS THERE WILL THAT BE INCLUDED AT SOME POINT, THE PERCENTAGE BREAKDOWN? WELL, WE CAN JUST TO SEE, YOU KNOW, THE PERCENT, I THINK THIS YEAR WE'RE PROBABLY AT ABOUT A 3% OVERALL STUDENT POPULATION GROWTH.
AND WE'LL SEE AT THE END OF THE YEAR IF THERE'S MORE THAN A 3%, I WOULD.
I BET YOU IT'S PROBABLY GOING TO BE A LARGER THAN 3% OF TOTAL REFERRALS.
AND THEN SO GO AHEAD I'M SORRY.
SO THAT KIND OF GOES TO WHAT YOU WERE SAYING.
UM, ACROSS THE CAMPUSES, WE FOLLOW THE TEXAS MODEL FOR COMPREHENSIVE SCHOOL COUNSELING.
UH, WHERE IT IS DIVIDED AMONG FOUR DOMAINS AND EVERYTHING A SCHOOL COUNSELOR DOES FITS INTO ONE OF THESE DOMAINS OF GUIDANCE CURRICULUM RESPONSIVE SERVICES, INDIVIDUAL PLANNING, AND SYSTEM SUPPORT.
WE ALSO HAVE A NUMBER OF COMMUNITY RESOURCES THAT WE PARTNER WITH.
UM, AND MOST ARE ON THE CAMPUSES.
UH, WORKING WITH THE COUNSELORS, WE PARTNER WITH TEA CHAT, WHICH IS A TEXAS TECH HEALTH SCIENCES PROGRAM, PROVIDES FREE VIRTUAL COUNSELING SESSIONS WHILE AT SCHOOL. UH COMMUNITIES AND SCHOOLS PROVIDES WRAPAROUND SERVICES TO STUDENTS AND FAMILIES, WHICH HELPS ALL STAKEHOLDERS TO BE SUCCESSFUL.
AND THEN STAR CARE PROVIDES CRISIS AND BEHAVIORAL SUPPORT TO STUDENTS AND FAMILIES.
UH, WE ALSO HAVE AN AMAZING PROGRAM CALLED TREADS AND THREADS, WHICH BEGAN WITH AN ANONYMOUS DONOR.
UM, AND THIS IS AN INCREDIBLE PROGRAM.
WE'VE HAD A NUMBER OF STORIES FROM COUNSELORS TALKING ABOUT HOW THEY'LL SEE THE KIDS WALKING IN THE BUILDING WITH THEIR NEW SHOES AND THE NEW CLOTHES AND THE PRIDE THEY TAKE IN IT, AND HOW THAT'S TRANSLATED INTO THE CLASSROOM AND INTO THEIR IMPROVEMENT BEHAVIORS.
SO HOW IS THAT IMPLEMENTED? IS THAT THEY DO THEY TAKE THE KIDS SHOPPING, DOES KNOW THE COUNSELORS AT THE SCHOOL.
WHENEVER THEY SEE THAT THERE'S A NEED, THEY'RE ABLE TO COME AND WE'RE ABLE TO GET A P.O.
FOR THE MONEY, AND THEY'RE ABLE TO GO AND THEY'LL TALK TO THE PARENT AND GET SIZES.
SOMETIMES THEY'LL ACTUALLY MEET THE FAMILIES THERE.
THEY DON'T. UH, THIS IS SO THE PREVIOUS WAS FOR CRISIS COUNSELORS.
THIS IS SCHOOL COUNSELOR REFERRALS.
UH, OUR TEA CHAT AGAIN, IS OUR VIRTUAL OR ONLINE COUNSELING PROGRAM THROUGH TEXAS TECH HEALTH SCIENCES HAS THE LARGEST PROJECTION INCREASE OF 43%. UM, THAT 141 NUMBER AGAIN WAS FROM THE SECOND SIX WEEKS I CHECKED RECENTLY.
AND WE'RE ALREADY ABOVE 200 REFERRALS FOR THE YEAR FOR THAT PROGRAM.
SO IT'S A VERY VALUABLE PROGRAM FOR OUR STUDENTS TO BE ABLE TO GET THE HELP THEY NEED.
BUT TEA CHAT, ALONG WITH EVERY OTHER RESOURCE WE HAVE.
IT STARTED AS A GRANT AT TEXAS TECH UNIVERSITY FOR RURAL SCHOOLS.
BUT REALLY AND YOU KNOW, RURAL, WE'RE NOT REALLY CONSIDERED RURAL.
BUT I WILL TELL YOU THAT TEA CHAT.
AND SO IF THAT WERE NOT AVAILABLE, I WILL TELL YOU THAT IN, IN THIS AREA AND IT'S THE SAME ACROSS THE STATE AND ACROSS THE UNITED STATES, IT DOES NOT MATTER HOW MUCH MONEY YOU HAVE, HOW MUCH THE KIND OF INSURANCE THAT YOU HAVE.
THERE IS A SHORTAGE OF, UM, PEDIATRIC AND ADULT PSYCHIATRISTS AND THERE'S A SHORTAGE OF COUNSELORS.
[01:10:07]
SO TO SEE A PSYCHIATRIST, IF YOU'RE IN CRISIS, IF YOU DIDN'T IF WE DID NOT HAVE ACCESS TO TEACH AT YOU'RE LOOKING AT 90 DAYS PLUS. AND WHEN YOU'RE IN CRISIS, YOU DON'T HAVE 90 MINUTES, LET ALONE 90 DAYS.AND IT IS IT'S WELL, IT'S JUST AMAZING.
AND SO, UM, I THINK IT'LL CONTINUE TO GROW.
IT'S KIDS DON'T HAVE ACCESS THROUGH THEIR FAMILIES TO GET SOMEWHERE OR TO SEE A COUNSELOR OR HAVE A RIDE, BUT THIS IS REALLY A LITTLE BIT DIFFERENT THAN THAT IN THAT THEY DON'T JUST DO PSYCHIATRY.
BUT AGAIN, DOESN'T MATTER WHO YOU ARE, HOW MUCH MONEY YOU MAKE, OR WHAT KIND OF INSURANCE YOU HAVE OR DON'T HAVE, THE YOU'RE GOING TO WAIT OVER 90 DAYS TO. AND THAT'S IF YOU'RE IN CRISIS TO SEE SOMEONE.
SO BRAVO TO OUR COUNSELORS AND CONNECTING THOSE BEST TO THEM AND THEN TO US, WE'RE THE BIGGEST USER. I DON'T THINK THAT'S SOMETHING REALLY TO BE PROUD OF.
I DON'T THINK IT'S NECESSARILY THAT WE HAVE THE MOST PROBLEMS. IT'S THAT OUR COUNSELORS AND OUR DIRECTOR OF COUNSELING IS VERY IN TUNE TO THAT.
WE HAVE THIS AVAILABLE AND SO WE'RE NOT WAITING.
WE ARE GOING TO ENGAGE THE PARENT AND ASK FOR THEIR PERMISSION TO PARTICIPATE IN THIS.
SO I'M VERY PROUD OF THE THE WORK THAT YOU ALL DO.
UM, MOST OF THE OTHERS ACTUALLY ARE ON PACE TO SEE A DECREASE FROM THE PREVIOUS YEAR.
SO, UH, THESE ARE OUR EIGHT ELEMENTARY COUNSELORS THAT SERVE ACROSS THE DISTRICT.
UH, THEY HAVE AN AVERAGE OF TEN YEARS OF SCHOOL COUNSELING EXPERIENCE.
AND WE'RE EXTREMELY BLESSED TO HAVE THEM ALL LOOKING AFTER OUR YOUNGEST STUDENTS.
ONE OF THE BIGGEST IMPACTS THAT MOST OF OUR ELEMENTARY CAMPUSES, BEGINNING WITH THE 22-23 SCHOOL YEAR, WAS THE ADDITION OF THE DATA INTERVENTION SPECIALIST AS A RESPONSE TO A STRATEGIC PLAN GOAL.
ONE OF THE AREAS THAT WE'VE SEEN THE GREATEST USE AT THIS TIME HAS BEEN IN GUIDANCE LESSONS, WHERE THEY ARE ABLE TO FOCUS ON ACTIVITIES AND TEACH THEM SOCIAL SKILLS, EMOTION MANAGEMENT, AND PROBLEM SOLVING.
UH. OUR KINDNESS CRUISE BEGAN LAST YEAR.
A FEW OF THE ELEMENTARY SCHOOLS RANDOM ACTS OF KINDNESS WEEK IS IN FEBRUARY, AND THE COUNSELORS USE THIS WEEK TO HELP TEACH THAT WHILE IT'S ALWAYS GOOD TO BE KIND TO PEOPLE YOU KNOW, SOMETIMES DOING SMALL GESTURES OF KINDNESS FOR PEOPLE YOU DON'T KNOW COULD HAVE A LARGE POSITIVE IMPACT ON THEM.
AND THEN OUR COUNSELORS ALWAYS HAVE THEIR CAREER DAYS WHERE THEY BRING IN COMMUNITY PARTNERS, AND THEY HAVE THE GRADE LEVELS ROTATE THROUGH SO THAT THEY ARE ABLE TO LEARN ABOUT ALL OF THEIR FAVORITE CAREERS.
AND THAT LAST PICTURE ON THE RIGHT IS ONE OF THE KINDNESS CREWS, ONE OF OUR CAFETERIA WORKERS.
THESE ARE OUR SECONDARY COUNSELORS.
AND THEN WE HAVE FIVE THAT ARE AT OUR HIGH SCHOOL CAMPUS.
THEY SPEND MOST OF THEIR TIME WITH STUDENTS DOING INDIVIDUAL PLANNING AS THEY HELP GUIDE STUDENTS THROUGH COURSE SELECTION AND GOAL SETTING, GRADUATION, AND COLLEGE AND CAREER PLANS. HOPE SQUAD IS ACROSS ALL SECONDARY CAMPUSES.
IT IS A PEER TO PEER SUICIDE PREVENTION PROGRAM, AND THE HOPE SQUAD DAY OF HOPE IS A NATIONAL DAY WHERE MEMBERS HELP ENCOURAGE AND UPLIFT THEIR FELLOW STUDENTS THROUGH A VARIETY OF ACTIVITIES.
THEY HAND OUT POSITIVE NOTES AS STUDENTS WALK INTO THE SCHOOL, AND THEY DO VARIOUS ACTIVITIES DURING THE LUNCH TIME PERIOD, CONNECTING WITH THE OTHER WITH THEIR OTHER CLASSMATES. UH, SINCE FILLING OUT THE FAFSA IS NOW A GRADUATION REQUIREMENT, THE HIGH SCHOOL COUNSELORS HAVE CREATED FAFSA FRIDAYS TO ENCOURAGE STUDENTS AND PARENTS TO COME TO THE COUNSELING SUITE BEFORE SCHOOL TO GET HELP AND FILLING IN THE FORM.
AND ACTUALLY, THIS YEAR, THERE'S BEEN A REDO OF THE FAFSA FORM.
[01:15:05]
THEY HAVE SAID THAT THEY HAVE SIMPLIFIED IT, BUT THEY HAVE NOT ROLLED IT OUT YET.WE'LL SEE. UM, NORMALLY IT IS OUT ON OCTOBER 1ST.
RIGHT NOW THEY ARE SAYING IT'S GOING TO BE DECEMBER 31ST.
SO WE'RE ALREADY A FEW MONTHS LATE AND THE COUNSELORS BEING ABLE TO START ON THAT PROCESS.
SO, UH, NICKY MORRISON AND HER CREW AT THE HIGH SCHOOL ARE ALREADY IN THE ECONOMICS CLASSROOMS, UM, TELLING THE STUDENTS ABOUT IT, HELPING THEM FILL IN THEIR FSA ID SO THAT THEY'RE READY TO ROLL WHEN IT OPENS UP ON DECEMBER 31ST.
AND THEY CALL THIS THE COUNSELOR CORNER.
VISION FOR THE FUTURE AND THE ELEMENTARY LEVEL.
IT'S TO STRENGTHEN SCHOOL HOME COLLABORATION WITH PARENTS, PARTNERING WITH TEACHERS AND COMMUNITY RESOURCES TO PROVIDE AFTER SCHOOL TRAINING FOR PARENTS THAT COVER A VARIETY OF MENTAL HEALTH TOPICS.
AT THE SECONDARY LEVEL, IT'S EXPANDING HOPE SQUAD.
AND AT THE DISTRICT LEVEL, WE ARE WORKING WITHIN THE STRATEGIC PLAN.
AND WE'RE HOPING THIS WILL BRING SOME CONSISTENCY ACROSS THE DISTRICT WITH OUR TIER ONE GUIDANCE LESSONS, SO THAT NO MATTER WHAT CAMPUS YOU ARE AT, THE STUDENT WILL BE RECEIVING THE SAME BASIC GUIDANCE LESSONS WITH THE SAME COMMON LANGUAGE ACROSS THE DISTRICT.
AND ONE OF OUR FAVORITE QUOTES FROM THE HOPE SQUAD IS MENTAL HEALTH IS NOT A DESTINATION, BUT A PROCESS, AND WE WOULD LIKE TO THANK YOU, THE SCHOOL BOARD, FOR ALWAYS BEING SO SUPPORTIVE OF OUR COUNSELORS AS THEY HELP STUDENTS NAVIGATE THROUGH THIS PROCESS.
SO WITH THAT, DO YOU HAVE ANY QUESTIONS FOR ME? GREAT JOB. THANK YOU.
MY AGENDA IS ROUTINE DISTRICT OPERATIONS.
[3.A. Consent Agenda]
WITH THAT, WE HAVE THE CONSENT AGENDA THAT WAS IN YOUR PACKET.APPROVAL OF THE CONSENT AGENDA.
ALL THOSE IN FAVOR SIGNIFY BY SAYING AYE.
AYE. ANY OPPOSED? MOTION CARRIES. NOW.
NEXT ITEM ON THE AGENDA IS ACTION ITEMS.
[3.B.1. Consideration to Approve State-Approved Innovative Courses: Entrepreneurship II, Marketing]
WE HAVE CONSIDERATION TO APPROVE STATE APPROVED INNOVATIVE COURSES FOR ENTREPRENEURSHIP.DID I INTERRUPT? IT'S ALL YOURS, SIR.
THANK YOU. OKAY. I WAS WEARING.
I JUMPED UP TOO FAST. NO, THANK YOU, MR. DRAPER. THANK YOU. BOARD.
I'M CHECKING ON. ARE YOU KIDDING ME? ALWAYS THE JACKET. I LIKE YOUR JACKET.
THANK YOU VERY MUCH. MR. VINSON, WELCOME. CONGRATULATIONS ON YOUR FIRST VOTE.
DOING WELL. AND THE POLITICIAN HERE.
UM, A LITTLE BIT OF BACKGROUND.
INNOVATIVE COURSES ARE ACTUALLY CREATED BY SCHOOL DISTRICTS ACROSS TEXAS.
THEY'RE SUBMITTED TO TIA FOR APPROVAL BY THE STATE BOARD OF EDUCATION.
SO AT THE END OF YOUR BOARD DOC, YOU CAN SEE THE COURSES THAT HAVE PREVIOUSLY BEEN APPROVED.
WE'RE BRINGING YOU TWO MORE THIS EVENING.
AND WHAT IT WILL DO FOR US WITH MR. HERNANDEZ WORK, HIS COUNSELORS AND OUR CTE COORDINATOR HERE, FLORES.
AND WE'RE TRYING TO CLEAN THOSE UP, MAKE SURE THAT THOSE MAKE THE MOST SENSE FOR STUDENTS SO THEY CAN COMPLETE A PATHWAY, COMPLETE A PROGRAM OF STUDY, AND GRADUATE WITH THAT TAKEN CARE OF. THAT IS NOT ONLY IMPORTANT FOR STUDENTS AS FAR AS ACADEMICALLY.
SO ALL IMPORTANT THINGS FOR FOR FRENSHIP ISD MARKETING WILL GIVE US AN INTRO COURSE FOR ADVANCED MARKETING, WHICH WE HAVE HAD FOR SOME TIME AND COMPLETE A PROGRAM OF STUDY. AND THEY CAN ACTUALLY WITHIN THAT LOOK AT MARKETING KIND OF AS A SIDE PATH OR AN ADVERTISING WITHIN THAT ONE, AND THEN THIS WILL COMPLETE THAT OUT.
[01:20:06]
AND THEN ENTREPRENEURSHIP TWO IS FULFILLING A SIMILAR, UH, GOAL OF COMPLETING A PROGRAM OF STUDY.AND THIS ONE WILL AFFECT SPECIFICALLY A COURSE THAT MOST OF YOU ARE FAMILIAR WITH.
SO I HAVE HAPPY TO ANSWER ANY QUESTIONS.
AND I DO HAVE A RECOMMENDATION AS WELL.
I HAVE A QUESTION. YES, MA'AM.
THAT ADVANCED CLASS THAT THAT WILL THAT BE A WEIGHTED CLASS FOR THESE KIDS? UH, THEY'RE NOT WEIGHTED. NO, MA'AM.
MOST, MOST CTE COURSES ARE NOT WEIGHTED AT THE ADVANCED LEVEL.
EVEN AT THE BASE LEVEL, THEY'RE NOT.
OTHER QUESTIONS. WE HAVE A RECOMMENDATION FOR YOU.
MOVE TO ACCEPT THE ADMINISTRATION'S RECOMMENDATION.
A MOTION TO ACCEPT THE RECOMMENDATION MADE BY MR. PATRICK AND ADMINISTRATION BY MR. COUNCIL ROGERS. EXCUSE ME.
I HAVE A SECOND BY MR. DAVID MILLER.
NOW, DON'T GET STUCK IN MY THROAT.
UM. DON'T YOU GET ALL CHOKED? YEAH. CHOKED UP ON JUST ENTREPRENEURSHIP.
ALL RIGHT. ANY FURTHER DISCUSSION? ALL THOSE IN FAVOR SIGNIFY BY SAYING AYE.
AYE. ANY OPPOSED? MOTION CARRIES. THANK YOU VERY MUCH, PATRICK.
NEXT ITEM ON THE AGENDA IS THE AUDITOR'S REPORT.
[3.B.2. Auditor's Report]
LIBRE, WOULD YOU START THAT THREE MINUTE CLOCK, PLEASE? THE CLEVER AUDITORS.THANK BOARD FOR ALLOWING ME THIS.
SPECIAL THANKS TO MR. MILTON OF CFC LEGAL, UH, STATES THAT THE BOARD SHALL HAVE THE DISTRICT'S FISCAL ACCOUNTS AUDITED ANNUALLY AT THE DISTRICT'S EXPENSE BY TEXAS CERTIFIED OR PUBLIC ACCOUNTANT HOLDING A PERMIT FOR THE STATE BOARD OF PUBLIC ACCOUNTANCY.
IN SUMMARY, UH, EACH YEAR WE HAVE, UH, CONTRACTED AND WORKED WITH BAILEY AND WITH US IS MR. JEREMY STEPHENS. HE'S OUR EXTERNAL AUDITOR, AND HE WILL COME UP AND DO A PRESENTATION FOR US AT YOUR PLACE.
YOU SHOULD HAVE A COPY OF THE AUDIT.
IT'S THE SMALL LITTLE BOOK THAT YOU'LL FIND THERE.
AND SO WITH THAT, UH, MR. STEPHENS HAS BEEN WITH US FOR A LONG TIME.
UH, HE'S HELPED US, UH, PRIOR TO ME BEING HIRED.
CONARD. AND HE WAS WITH US AT THAT TIME.
AND HE CONTINUES TO BE WITH US AS A GREAT JOB.
WE HAVE A GREAT WORKING RELATIONSHIP WITH HIM.
AND WITH THAT BEING SAID, I'LL TURN IT OVER TO JEREMY.
THANK YOU SO MUCH. GOOD EVENING, MEMBERS OF THE BOARD.
I AM JEREMY STEPHENS WITH I'VE BAILEY.
UH, HAPPY TO BE HERE TONIGHT TO PRESENT THE AUDITED FINANCIAL STATEMENTS TO YOU.
UH, YOU KNOW, I WAS PLANNING JUST TO READ IT.
I DON'T KNOW IF I CAN DO THAT IN THREE MINUTES.
I'M DONE. UH, BUT I WILL, UH, BRIEFLY GO OVER THOSE PRESENTATIONS.
I HAVE A SLIDE DECK TO KIND OF GO OVER THE FINANCIAL HIGHLIGHTS AS I'M GOING THROUGH IT.
IF YOU HAVE QUESTIONS, LET ME KNOW AND I WILL BE HAPPY TO ANSWER THOSE.
UH, BEFORE I GET INTO IT, THOUGH, I WANT TO SAY THE AUDIT WENT WELL.
UH, YOUR BUSINESS OFFICE DID A GREAT JOB GETTING EVERYTHING READY FOR US.
ANSWERING QUESTIONS, REALLY, TO HELP THE AUDIT PROCESS GO SMOOTHLY.
UH, SO YOU GOT A MOTHER HERE IN THREE MINUTES.
ALL RIGHT, SO TO BEGIN WITH, IN THE BOUND PACKET, THE OPINION CAN BE FOUND ON PAGE NUMBER TWO.
UH, SUMMARIZE THOSE, UH, KIND OF THE MAIN POINTS IN THE AUDITOR'S REPORT UP ON THE SLIDE.
UH, FIRST OF ALL, JUST START OFF WITH OUR OPINION AT THE TOP.
UH, SO THIS IS WHAT'S KNOWN AS AN UNMODIFIED OR CLEAN OPINION ON THE FINANCIAL STATEMENTS.
[01:25:07]
UH, ADDITIONALLY, WE BELIEVE THAT THE AUDIT EVIDENCE WE HAVE OBTAINED IS SUFFICIENT AND APPROPRIATE TO PROVIDE A BASIS FOR OUR OPINION.UH, IN THE CURRENT YEAR, THE GOVERNMENTAL ACCOUNTING STANDARDS BOARD REQUIRED ALL GOVERNMENTAL ENTITIES TO ADOPT GASB STATEMENT NUMBER 96 REGARDING SUBSCRIPTION BASED IT ARRANGEMENTS.
UH, IT'S KIND OF CLOUD BASED COMPUTING TYPE ARRANGEMENTS AND THOSE TYPES OF ITEMS. SO WHEN A NEW ACCOUNTING STANDARD IS ADOPTED, WE PUT A REFERENCE TO IT INTO OUR REPORT, JUST HIGHLIGHTING THAT IT WAS ADOPTED IN THE CURRENT YEAR.
IT'S REALLY KIND OF JUST A I WOULD I WOULD REFER TO IT AS AN FYI PARAGRAPH.
UH, THERE'S, THERE'S NOTHING WITH THIS THAT, THAT MODIFIES OUR OPINION OR ANYTHING LIKE THAT.
IT'S JUST KIND OF CALLING ATTENTION THAT THIS ACCOUNTING STANDARD WAS ADOPTED THIS YEAR.
IT THEN GOES ON TO DESCRIBE MANAGEMENT'S RESPONSIBILITIES FOR THE FINANCIAL STATEMENTS, WHICH MANAGEMENT IS RESPONSIBLE FOR THE PREPARATION AND THE FAIR PRESENTATION OF THE FINANCIAL STATEMENTS, UH, IN ACCORDANCE WITH GENERALLY ACCEPTED ACCOUNTING PRINCIPLES.
ADDITIONALLY, MANAGEMENT IS RESPONSIBLE FOR THE DESIGN AND IMPLEMENTATION OF INTERNAL CONTROLS.
AND THEN LASTLY, AT THE BOTTOM SECTION OF PAGE NUMBER THREE DESCRIBES OUR RESPONSIBILITY AS AUDITOR, WHICH IS TO EXPRESS AN OPINION AS TO WHETHER THE FINANCIAL STATEMENTS ARE PRESENTED IN ACCORDANCE WITH GENERALLY ACCEPTED ACCOUNTING PRINCIPLES, AND TO OBTAIN REASONABLE ASSURANCE THAT THEY ARE FREE FROM MATERIAL MISSTATEMENT.
UH, THERE'S SOME ADDITIONAL WORDING IN THERE REGARDING OUR INTERNAL CONTROLS, WHICH IS THAT WE GAIN AN UNDERSTANDING OF THE DISTRICT'S INTERNAL CONTROLS TO DESIGN OUR AUDIT PROCEDURES. HOWEVER, DO NOT TEST THEM TO AN EXTENT THAT ALLOWS US TO EXPRESS AN OPINION ON THEM.
SO WE'RE NOT EXPRESSING AN OPINION ON THE EFFECTIVENESS OF INTERNAL CONTROLS.
UH, THIS FIRST SLIDE THAT I HAVE HERE HAS THAT STATEMENT AT A VERY, VERY HIGH LEVEL.
UH, YOU'LL SEE THAT THERE'S A COLUMN FOR 2023 AND THEN A COLUMN FOR 2022.
AND THAT WAY YOU CAN KIND OF COMPARE APPLES TO APPLES YEAR OVER YEAR.
ABOUT 651 MILLION LAST YEAR IS ABOUT 628 MILLION.
YOU'LL SEE AT THE END OF THE CURRENT YEAR, ABOUT 576 MILLION LAST YEAR IS ABOUT 580 MILLION.
ALL RIGHT. THE NEXT STATEMENT I'LL TOUCH ON IS THE BALANCE SHEET OF GOVERNMENTAL FUNDS ON PAGE NUMBER 20, UH, AGAIN SUMMARIZED UP ON THE SLIDE AT A HIGH LEVEL, UH, THIS PARTICULAR STATEMENT AGAIN PROVIDES A SNAPSHOT OF ASSETS AND LIABILITIES OF THE DISTRICT.
UNDER THIS BASIS OF ACCOUNTING, ITS FOCUS IS CURRENT ASSETS AND CURRENT LIABILITIES.
SO IT EXCLUDES ANY OF THE LONG TERME ASSETS.
THERE'S NO CAPITAL ASSETS ON THERE.
IT ALSO EXCLUDES ANY LONG TERME LIABILITIES.
THERE'S NO NET PENSION LIABILITY AND OPEB LIABILITY OR ANYTHING OF THAT NATURE.
THIS IS THE DISTRICT'S CURRENT RESOURCES AND ITS OBLIGATIONS WITH THOSE CURRENT RESOURCES.
LAST YEAR IS ABOUT 354 MILLION.
UH, IT'S TOTAL ASSETS DID DECREASE YEAR OVER YEAR BY ABOUT $57 MILLION.
LARGELY THAT REDUCTION IS IN THAT RESTRICTED ASSET CATEGORY.
YOU'LL SEE IT WAS ABOUT 288 MILLION LAST YEAR.
IT'S ABOUT 227 MILLION AT THE END OF THIS YEAR.
BUT THOSE ASSETS ARE RESTRICTED FOR THE PURPOSES FOR WHICH THE BOND WAS ISSUED.
[01:30:03]
AS FAR AS LIABILITIES OF THE DISTRICT, ABOUT 25 MILLION THIS YEAR IS ABOUT 14 MILLION.LAST YEAR, ITS TOTAL LIABILITIES DID DECREASE YEAR OVER YEAR, ABOUT $11 MILLION.
SO YEAR OVER YEAR, LARGELY THAT REDUCTION IS IN THE AMOUNTS PAYABLE FROM OR SORRY THAT INCURRED INCREASE SORRY OF $11 MILLION IS IN THE AMOUNTS PAYABLE FROM RESTRICTED ASSETS.
AND AGAIN THIS IS LARGELY IN THAT CAPITAL PROJECTS FUND.
THOSE AMOUNTS PAYABLE FROM RESTRICTED ASSETS WILL FLUCTUATE.
SO IT HAS INCREASED YEAR OVER YEAR A LITTLE BIT.
THAT'S WHAT'S KIND OF DRIVING THAT THAT INCREASE IN LIABILITIES.
SO A DECREASE OF ABOUT 68 MILLION YEAR OVER YEAR.
AGAIN, LIKE I SAID, IT DECREASED IN TOTAL ABOUT $68 MILLION.
AGAIN, THAT'S AMOUNTS OF YOUR FUND BALANCE THAT WAS RESTRICTED FOR CONSTRUCTION.
AS YOU SPEND THOSE DOWN THAT THAT RESTRICTED BALANCE COMES DOWN.
ABOUT 49 MILLION THIS YEAR IS ABOUT 47 MILLION LAST YEAR.
IT'S PRETTY COMPARABLE YEAR OVER YEAR.
UH, GENERALLY, I HEAR A RECOMMENDATION TO KEEP A KIND OF A GOOD RULE OF THUMB IS ABOUT THREE TIMES YOUR AVERAGE MONTHLY GENERAL FUND EXPENDITURES, UH, BASED ON THE 2023 EXPENDITURES IN THE GENERAL FUND, THE UNASSIGNED FUND BALANCE REPRESENTS ABOUT 5.7 TIMES YOUR AVERAGE MONTHLY GENERAL FUND EXPENDITURES.
SO YOU'RE ABOVE WHAT'S WHAT I HEAR IS KIND OF THAT RULE OF THUMB TO KEEP, UH, AS I'VE BEEN DISCUSSING THIS, THIS SLIDE WITH, WITH OTHER DISTRICTS THIS YEAR, I AM ALWAYS REMINDING EVERYBODY THIS YEAR THAT THE FISCAL CLIFF IS COMING.
I'M SURE YOU ALL HAVE BEEN TALKING ABOUT THAT WITH, UH, IN BOARD MEETINGS AND WHATNOT, BUT FOR THE LAST SEVERAL YEARS, THE ESSER FUNDS THAT THE DISTRICT HAS RECEIVED AND ALL OTHER DISTRICTS HAVE RECEIVED FOR THE LAST COUPLE OF YEARS, UH, THOSE THOSE FUNDS WILL CEASE TO EXIST.
UH, WE'VE THEY RUN OUT END OF 2024, IF I REMEMBER CORRECTLY.
BUT, UH, THOSE THOSE FUNDS WILL NO LONGER EXIST.
SO. SO SINCE YOU HAVE A LITTLE BIT OF HIGHER, UH, I GUESS RESERVE IN THAT UNASSIGNED FUND, IT'S PROBABLY A GOOD THING AS YOU'RE HEADING INTO THAT END OF THAT ESSER FUNDING PERIOD.
THIS FIRST SLIDE SUMMARIZES THE REVENUE SOURCES OF THE DISTRICT.
UH, YOU WILL SEE THERE'S A PRETTY BIG DECREASE IN REVENUES, UH, YEAR OVER YEAR, A DECREASE OF ABOUT $134 MILLION IN TOTAL CURRENT FISCAL YEAR, REVENUES AND OTHER FINANCING SOURCES. ABOUT 155 MILLION LAST YEAR IS ABOUT $289 MILLION.
LARGELY THAT'S DUE TO THE BONDS THAT WERE RECORDED AS REVENUE AND OTHER FINANCING SOURCES.
UH, UNDER GOVERNMENTAL ACCOUNTING, WHEN DEBT IS ISSUED, IT'S RECORDED AS A REVENUE ITEM.
SO WHEN YOU ISSUED THE DEBT IN THE PREVIOUS FISCAL YEAR, IT SHOWED UP AS A REVENUE ITEM.
AGAIN, NO, NO BONDS WERE ISSUED THIS YEAR.
SO THERE'S NO CORRESPONDING REVENUE ITEM THIS YEAR.
THE REGULAR OPERATING REVENUES KIND OF AT THE TOP THERE.
UH, THOSE REVENUE INCREASES LARGELY IN THE LOCAL REVENUE CATEGORY, PRIMARILY LESS PROPERTY TAXES.
SO THAT'S KIND OF WHY THOSE THOSE LOCAL SOURCES HAVE INCREASED YEAR OVER YEAR.
SO IN EXPENDITURES DID INCREASE YEAR OVER YEAR BY ABOUT $66 MILLION, LARGELY IN CAPITAL OUTLAY.

THE FIRST ONE IS ON PAGE NUMBER 86 IS OUR REPORT ON INTERNAL CONTROL OVER FINANCIAL REPORTING AND ON COMPLIANCE.AND AGAIN, HAPPY TO REPORT THAT THERE WERE NO SUCH ITEMS. AND THE LAST REPORT IS OUR REPORT ON COMPLIANCE, UH, FOR EACH MAJOR FEDERAL PROGRAM, IN ACCORDANCE WITH THE UNIFORM GUIDANCE, THAT'S ON PAGE NUMBER 88.
UH, EACH YEAR AS A PART OF OUR AUDIT, WE SELECT MAJOR PROGRAMS, FEDERAL PROGRAMS OF THE DISTRICT THAT WE CLASSIFY AS THE MAJOR FEDERAL PROGRAMS. AND THOSE ARE BASED ON CRITERIA THAT ARE ESTABLISHED BY THE FEDERAL GOVERNMENT UNDER THE UNIFORM GUIDANCE.
AND WE PERFORM TESTS OF THOSE PROGRAMS SO THAT WE CAN EXPRESS AN OPINION AS TO WHETHER THE DISTRICT COMPLIED WITH THE REQUIREMENTS OF THOSE PROGRAMS. IN THE CURRENT YEAR, WE TESTED THE CHILD NUTRITION CLUSTER AND THEN THE ESSER PROGRAM.
ONCE AGAIN, THE OPINION ON THOSE IS FOUND AT THE TOP OF PAGE NUMBER 88.
UH, BASICALLY STATES THAT IN OUR OPINION, THE DISTRICT COMPLIED WITH THE REQUIREMENTS OF EACH OF THOSE MAJOR FEDERAL PROGRAMS. SO AGAIN, THIS IS A UNMODIFIED OR CLEAN OPINION ON COMPLIANCE FOR THOSE FEDERAL PROGRAMS AS WELL.
