[C. Reconvene from Closed Session]

[00:00:05]

>> THE BOARD ENDED THIS CLOSED SESSION AT 7:09, AND I APOLOGIZE FOR GOING OVER A LITTLE BIT LONG TONIGHT.

I KNOW A LOT OF YOU ALL ARE HERE FOR RECOGNITIONS AND PEOPLE TRAVELING IN, BUT WE'LL TRY TO GET TO THAT AS SOON AS WE CAN.

THE BOARD ENDED THIS CLOSED SESSION AT 7:09.

WE'RE NOW RECONVENING AND INTO AN OPEN SESSION AT THIS TIME.

CHIEF, WOULD YOU LEAD US IN THE PLEDGE OF ALLEGIANCE?

[E. Pledge of Allegiance]

>>

>> MR. ROGERS, WOULD YOU LEAD US IN INVOCATION.

[D. Invocation]

>> HEAVENLY FATHER, WE THANK YOU FOR THIS DAY.

WE THANK YOU FOR THE BEAUTIFUL WEATHER YOU BLESSED US WITH AND THIS TIME THAT WE CAN COME TOGETHER TO DO THE BUSINESS OF THE SCHOOL DISTRICT, BUT MORE IMPORTANTLY, TO RECOGNIZE THOSE WHO HAVE DONE GREAT THINGS WITHIN THIS DISTRICT.

WE JUST THANK YOU FOR THIS OPPORTUNITY.

WE THANK YOU FOR THE HARD WORK THAT OUR KIDDOS AND OUR TEACHERS AND ADMINISTRATION PUT IN EACH AND EVERY DAY TO MAKE SURE THAT OUR KIDS GET THE BEST EDUCATION POSSIBLE.

WE ASK THAT YOU BE WITH THOSE SERVING OUR COUNTRY AND PRAY THAT YOU WILL RETURN THEM BACK TO US SAFELY.

JUST THANK YOU SO MUCH FOR THE MANY BLESSINGS THAT YOU PROVIDE FOR US EACH AND EVERY DAY.

IT'S IN YOUR HOLY NAME WE PRAY AMEN.

>> AMEN.

>> THANK YOU, MR. ROGERS. MS. GREGORY, DID WE HAVE ANYBODY SIGN UP FOR PUBLIC COMMENT?

[F. Public Forum]

>> YES, SIR.

>> ALL RIGHT. WE'LL MOVE RIGHT INTO RECOGNITIONS,

[G.1. College Board National Recognition Program Awards]

AND I'LL TURN IT OVER TO [INAUDIBLE]

>> THANK YOU, MR. MILLER, AND BOARD.

IF I COULD HAVE THE COLLEGE BOARD NATIONAL RECOGNITION STUDENTS COME UP.

PARENTS, IF YOU WOULD LIKE TO GO AROUND THE BACK WHERE HANNA IS, YOU'RE MORE THAN WELCOME TO GO BACK THERE TO TAKE PICTURES.

WE'LL WAIT FOR EVERYONE TO GET SET UP BEFORE WE START. COME ON.

[BACKGROUND] FIRST OF ALL TONIGHT, WE WOULD LIKE TO CONGRATULATE SEVERAL FRIENDSHIP HIGH SCHOOL STUDENTS ON THEIR RECENT COLLEGE BOARD NATIONAL RECOGNITION AWARDS.

FRIENDSHIP SUS EARN RECOGNITION IN THREE AWARD CATEGORIES, INCLUDING THE NATIONAL HISPANIC RECOGNITION AWARDS, THE NATIONAL INDIGENOUS RECOGNITION AWARDS, AND THE NATIONAL FIRST GENERATION RECOGNITION AWARDS, WHICH IS A BRAND NEW AWARD THAT THEY ADDED THIS YEAR.

TONIGHT, WE HAVE ADVANCED ACADEMICS COORDINATOR NICHOLAS COPLAND FOR MORE. NIC.

>> THANK YOU SO MUCH. HAPPY TO BE BACK AT ANOTHER SCHOOL BOARD MEETING, BRAGGING ON OUR GRADE STUDENTS AT FRIENDSHIP HIGH SCHOOL.

THIS GROUP OF KIDS HAS DONE SOMETHING PRETTY AMAZING.

THEY HAVE SCORED THE TOP 10% OF THE STATE IN THEIR PSAT.

THEY'VE GOTTEN THREE OR ABOVE ON AT LEAST TWO AP EXAMS, AND THEN THEY'VE MAINTAINED A HIGH GPA.

ALL OF THOSE THINGS COMBINED MAKE THEM ELIGIBLE FOR THIS AWARD.

THAT'S WHAT THEY'RE DOING TODAY. I WOULD LIKE YOU ALL TO JOIN ME IN CONGRATULATING LILIANA ABU.

[APPLAUSE] CAMERON CHAPA.

[APPLAUSE] [INAUDIBLE] [APPLAUSE] CONGRATULATIONS.

>> VERY GOOD.

>> PARENTS, IF YOU WANT OUTSIDE, THERE'S A GREAT PHOTO OPPORTUNITY WITH THE PHOTO OUTSIDE.

IF YOU ALL WANT TO DO THAT, THAT'D BE A GREAT.

>> THEN UP NEXT,

[G.2. National Merit Scholarship Awards]

WE HAVE OUR NATIONAL MERIT COMMITTED STUDENTS, IF YOU ALL COME ON.

THEN AGAIN, PARENTS, IF YOU'D LIKE TO GO IN THE BACK, YOU CAN.

WE ARE PROUD TO ANNOUNCE THAT FOUR FRIENDSHIP HIGH SCHOOL SENIORS HAVE BEEN NAMED NATIONAL MERIT COMMENDED STUDENTS.

MORE THAN 1.3 MILLION JUNIORS IN ABOUT 21,000 HIGH SCHOOLS ENTERED THE NATIONAL MERIT SCHOLARSHIP PROGRAM BY TAKING THE PRELIMINARY SAP NATIONAL MERIT SCHOLARSHIP QUALIFYING TEST.

[00:05:04]

OF THOSE, ABOUT 34,000 OF THE HIGHEST SCORES WERE DESIGNATED AS COMMENDED STUDENTS, INCLUDING THESE FRIENDSHIP STUDENTS HERE.

NOW, STUDENTS WHO RECEIVE THIS HONOR CAN LIST IT AS A DISTINCTION ON THEIR COLLEGE APPLICATIONS, AND THEN THEY ALSO RECEIVE LETTERS OF COMMENDATION FOR THEIR ACADEMIC EXCELLENCE.

AGAIN, WE HAVE NICHOLAS COPLAND HERE TO HELP US RECOGNIZE THEM.

>> THANK YOU. I KNOW YOU'RE PROBABLY WONDERING, THERE WAS A LOT OF BIG NUMBERS AND SO BEFORE THIS MEETING STARTED, I WENT ON EXCEL AND I WANTED TO KNOW WHAT'S THE MASS.

THIS IS THE TOP ONE PERCENT OF THE NATION THAT WE'RE LOOKING AT RIGHT HERE.

THEY TOOK ALL THE KIDS THAT TOOK THE PSAT, AND THEY SCORED HIGH ENOUGH TO BE IN THE TOP ONE PERCENT.

PRETTY INCREDIBLE ACCOMPLISHMENT THAT THEY HAVE.

PLEASE JOIN ME IN CONGRATULATING SAP BERNSTEIN.

[APPLAUSE] NATHAN LADY.

[APPLAUSE] MATHEW KNOW.

[APPLAUSE] THOMAS LIE. [APPLAUSE].

>> CONGRATULATIONS. [APPLAUSE]

>> [BACKGROUND] THANK YOU ALL FOR COMING YOU.

NOW CAN GET ALLAN COME UP HERE.

NEXT, WE ARE VERY PROUD TO ANNOUNCE THAT ALAN TANNER,

[G.3. National Facility Champion Award]

FRENCH OF BIASES METANCE COORDINATOR IS A RECIPIENT OF THE FACILITIES NET FACILITY CHAMPION AWARD.

THIS YEAR, MORE THAN 100 PEOPLE ACROSS THE NATION WERE NOMINATED FOR THE AWARD.

TANNER IS ONE OF ONLY EIGHT SELECTED FOR THE RECOGNITION.

OUT OF THOSE EIGHT, ONLY THREE WORK FOR SCHOOL DISTRICTS.

THE FACILITY CHAMPION AWARD IS GIVEN TO INDIVIDUALS WHO EXHIBIT STRONG LEADERSHIP, DEMONSTRATE ENGAGEMENT, AND PRIDE WITHIN THE INDUSTRY AND HAVE PROVEN SUCCESS IN IMPROVING THEIR FACILITIES OPERATIONS.

ALLAN WAS NOMINATED FOR HIS EXCEPTIONAL DEDICATION AND IMPACT THAT HE HAS ON FRIENDSHIP FACILITIES, AND HE CONSISTENTLY DEMONSTRATES OUTSTANDING LEADERSHIP AND PROBLEM SOLVING SKILLS, ENSURING THAT ALL TASKS ARE COMPLETED EFFICIENTLY AND SAFELY.

HE ALSO FOSTERS A POSITIVE WORK ENVIRONMENT AMONG HIS CREW.

FRIENDS BIASES DIRECTOR OF FACILITIES SHANE LANGAN IS HERE TO HELP US RECOGNIZE HIM.

>> WELL, THAT WAS EVERYTHING I WAS GOING TO SAY.

[LAUGHTER] REALLY ON BEHALF OF OUR COORDINATOR OF MAINTENANCE OF 18 YEARS IN THIS CAL DISTRICT AND HOPEFULLY MANY MORE.

A LOT OF THAT ACKNOWLEDGMENT WAS BECAUSE OF THE STRONG LEADERSHIP, THE DEDICATION.

HE'S HERE EVERY DAY, AND THEN THE CONTINUED SUCCESS OVER THE CURRENT FACILITIES HAS BEEN PROVEN.

THAT'S WHY HE WAS SELECTED.

ONE OF THE EIGHT OF THE NATIONAL AWARD.

FOR WOLFORT TO SHOW UP IN THERE WITH LAS VEGAS, CHICAGO, ALL OF THOSE BIG NAMES, I THINK, NEWARK AIRPORT IS JUST SOMETHING, I THINK IS A BIG CONTRIBUTE TO HIM AND HE'S GOING TO PROBABLY GIVE HIS TEAM A LOT OF CREDIT, BUT IT'S THE LEADERSHIP THAT HE EXHIBITS EVERY DAY IN AND OUT THAT HELPS HIS DISTRICT.

WE'RE REALLY BLESSED TO HAVE HIM.

>> DOES HE GET A CERTIFICATE?

>> I DID [LAUGHTER] [APPLAUSE]

>> DOESN'T MEAN YOU GET TO SIT DOWN. WOULD YOU LIKE TO SAY ANYTHING?

>> WHAT FORGAVE WERE DOING SUCH A WORKFUL JOB PUTTING OUT ALL THE FORGIVE YOU.

[LAUGHTER] I LIKE TO SAY, THANK YOU, ALL.

I GET NERVOUS. YOU DON'T REALIZE HOW BRIGHT THAT LINE IS.

I'M TRULY HONORED TO RECEIVE THIS AWARD, AND WOULD LIKE TO EXPRESS MY GRATITUDE FOR EVERYONE INVOLVED IN THIS RECOGNITION.

THE FACILITIES CHAMPION AWARD HOLDS A SPECIAL SIGNIFICANCE AS IT REFLECTS THE COMBINATION EFFORT OF THE ENTIRE TEAM.

THIS AWARD IS NOT JUST A REFLECTION OF MY EFFORTS,

[00:10:03]

BUT A STATEMENT OF THE HARD WORK AND DEDICATION OF THE ENTIRE TEAM.

THE WORD TOGETHER, WE HAVE TACKLED MANY CHALLENGES AND CELEBRATED MANY SUCCESSES AS THIS REWARD SYMBOLIZES OUR COLLECTIVE EFFORTS.

BEING A PART OF THE FRIENDSHIP SCHOOL DISTRICT FAMILY HAS MANY REWARDING ASPECTS.

FOR ME, IT'S AN OPPORTUNITY TO MAKE A POSITIVE IMPACT ON STUDENT LIVES AND POUR INTO THE TEAMWORK ENVIRONMENT WHEREVER EVERYONE WORKS TOGETHER FOR A COMMON GOAL OF SEEKING PERFECTION, AND CAPTURING EXCELLENCE. [APPLAUSE]

>> I JUST WANTED TO SAY, THANK YOU.

SHANE, THANK YOU FOR TAKING THE TIME TO RECOGNIZE THAT AND IT DOES TAKE TIME TO FILL OUT THESE FORMS AND TO TAKE THE TIME TO MAKE THAT SUBMISSION.

BUT I THINK IT'S VERY WELL DESERVED.

FRIENDSHIP IS WELL KNOWN ACROSS THE STATE AND THE REGION OR JUST HOW GOOD THE FACILITIES LOOK.

NOT JUST THE NEW ONES, BUT THE OLD ONES.

THAT WE TALK ABOUT FACILITIES A LOT IN HERE, BUT WE DON'T ALWAYS TALK ABOUT THE THINGS THAT YOU DON'T REALLY TALK ABOUT IN A BOARD MEETING, LIKE, HEY, IT'S A WEEKEND MIDDLE OF THE NIGHT AND THE COMMODES OVERFLOW, AND YOU'RE WALKING AROUND IN YOUR PLASTIC BOOTS.

IT SMELLS LIKE NOT CHRISTMAS.

WHEN THE SNOW IT SNOWS AND THEN PEOPLE ARE CLEARING OFF STUFF AND THEN JUST OR THE ELECT SOMETHING IS NOT WORKING, AND WHEN IT'S NOT WORKING, YOU ALL SHOW UP AND IT'S NOT JUST ON SCHOOL DAYS.

IT'S NOT A JOB, IT'S A LIFESTYLE.

THANK YOU FOR DOING ALL OF THAT.

FOR THE EXCITING THINGS WHEN WE BUILD A NEW BUILDING AND IT'S ALL SHINY AND NEW.

BUT FOR HELPING KEEP THE THINGS THAT AREN'T SHINY AND NEW, LOOKING GOOD.

THANK YOU VERY MUCH. THANK YOU.

>> I'D JUST LIKE TO ADD IF YOU DON'T BELIEVE WHAT DR. MCCORD IS SAYING, GET IN YOUR VEHICLE AND JUST DRIVE THE DISTRICT, AND YOUR EYES WILL TELL THE STORY OF HOW HARD THAT OUR MINUS FACILITY PEOPLE ARE AND THEIR DEDICATION TO OUR DISTRICT.

WE CERTAINLY AS A BOARD, ARE VERY PROUD BEING ABLE TO DRIVE UP TO ANY CAMPUS WITH ANYBODY AND SAY, WELL, THAT'S ONE OF OUR CAMPUSES OVER THERE, AND I APPRECIATE THAT.

>> THANK YOU.

>> THANK YOU.

>> TOLD THEM WE'RE ADDING A FEW HUNDRED THOUSAND SQUARE FEET. [LAUGHTER] [APPLAUSE]

>> THAT WRAPS UP OUR RECOGNITIONS FOR TONIGHT, MR. NORM.

>> THANK YOU, MS. TAYLOR. WE WILL ON THE ITEM NUMBER 2, THE PUBLIC HEARING.

[2.A. Conduct a public hearing for the district's rating on the Financial Integrity Rating System of Texas]

WE CONDUCT A PUBLIC HEARING FOR THE DISTRICT RATING ON THE FINANCIAL INTEGRITY RATING SYSTEM OF TEXAS, BETTER KNOWN AS FIRST.

WE ARE NOW OFFICIALLY OPENING THIS PORTION OF THE MEETING AS A PUBLIC HEARING FOR THE DISTRICT AT ON THE FINANCIAL INTEGRITY RATING SYSTEM OF TEXAS REPORT, ALSO KNOWN AS FIRST.

OUR CFO, MR. FARD GREEN, WILL PRESENT THIS REPORT.

>> THANK YOU, MR. MILLER. EVERY YEAR, EACH DISTRICT OF TEXAS IS REQUIRED TO PROVIDE A PUBLIC HEARING REGARDING THE FINANCES OF THE DISTRICT.

IF NOT, IT IS MY HONOR TO PRESENT IT TO YOU.

AS WE GO THROUGH HERE, I JUST WANT TO POINT OUT A COUPLE OF THINGS.

THIS IS THE '23-'24 FIRST RATING, SO IT'S ACTUALLY AWFUL LAST YEAR, BUT THE DATA IS AUCTIONED OFF OF '22-'23 SCHOOL YEAR.

THERE'S A COUPLE OF DATES INVOLVED THERE.

SO YOU KNOW, WE ACTUALLY STARTED OUR AUDIT TODAY FOR THE '23-'24 SCHOOL YEAR.

IT'S ALWAYS A YEAR OFF IS KIND OF WHAT I'M TRYING TO TELL.

AS WE GO THROUGH HERE, THIS INFORMATION BASED ON WHAT THE FIRST RATING IS.

FRIENDSHIP, I'M PROUD TO SAY IS NOW 21 YEARS STRONG, IT IS A SUPERIOR RATED DISTRICT, AND WE'LL SEE THAT INFORMATION AS WE GO THROUGH THESE DIFFERENT INDICATORS.

YOU'LL SEE HERE IT IS BROKEN DOWN INTO THREE AREAS, THE FIRST FIVE QUESTIONS ARE JUST YES, NO RESPONSES.

[00:15:03]

IF YOU DO NOT PASS THE FIRST FIVE QUESTIONS, WE'LL TALK ABOUT THAT IN A SECOND.

THE REST OF IT DOES NOT MATTER.

YOU AUTOMATICALLY FAIL IF YOU DON'T GET YES RESPONSES ON THE FIRST FILE.

THEN YOU GO TO THE TOTALING OF THE TOTAL POINTS FOR THE REST OF THE PERFORMANCE.

YOU'LL SEE HERE THAT THE GOLD BAR INDICATES WE HAVE 90.

I'LL EXPLAIN THE DIFFERENCE AND THE CAUSES FOR THAT AS WE GO THROUGH THIS REPORT.

>> YEAH, THREE CATEGORIES: CRITICAL INDICATORS, FINANCIAL SOLVENCY, AND FINANCIAL COMPETENCY.

AS WE LOOK AT THE CRITICAL INDICATORS, THE FIRST FIVE, ONCE AGAIN, IF YOU DON'T GET A YES HERE, THEN YOU DON'T GET TO CONTINUE.

TIMELY SUBMISSIONS OF ALL REPORTS.

YES. THAT IS OUR AUDIT REPORT TO TEA, AND SO ALL THESE THINGS ARE [INAUDIBLE] MUCH LIKE THE FEDERAL INCOME TAX.

EVERYTHING HAS A SPECIFIC DATE AND TIME IT HAS TO BE SUBMITTED.

UNMODIFIED OPINIONS, WE HAVE NO UNMODIFIED OPINIONS.

WE ARE IN GOOD SHAPE.

COMPLIANCE WITH OUR DEBTORS.

WE MAKE SURE ALL BILLS ARE PAID IN A TIMELY MANNER AS BILLED, AND SO WE'RE TAKING CARE OF OUR FINANCIAL RESPONSIBILITY.

ONE OF THE BIGGEST FEATURES THAT WE HAVE TO DEAL WITH IS OUR TRS, THAT'S YOUR TEACHER RETIREMENT SYSTEM.

MAKING SURE ALL THOSE ARE DONE IN A TIMELY MANNER IN ACCORDANCE WITH THE DIFFERENT CALCULATIONS RELATED TO TRS.

ANY UNRESTRICTED NET POSITION IS GREATER THAN ZERO.

EACH OF THESE AREAS ARE YES.

THE CRITICAL INDICATORS, WE DIDN'T MEET ALL EXPECTATIONS THERE, AND WE'LL MOVE ON TO THE NEXT.

THE NEXT SERIES IS YOUR FINANCIAL SOLVENCY.

WE TALKED ABOUT FINANCIAL SOLVENCY.

THESE ARE NOW GRADED POINT WEIGHTED QUESTIONS.

AS WE GO THROUGH HERE, I'LL JUST TALK ABOUT SOME OF THE DIFFERENT CRITERIA OF WHAT WE SEE.

WITHOUT READING EVERYTHING TO YOU, NUMBER 6 WAS THE AVERAGE CHANGE IN FUND BALANCES OVER THREE YEARS LESS THAN A 25% DECREASE? I'M PROUD TO SAY THAT EACH YEAR FOR THE LAST SEVERAL YEARS, WE'VE HAD AN INCREASE OR A FUND BALANCE BECAUSE OF RESPONSIBLE SPENDING, CONTINUED GROWTH OF THE DISTRICT, AND JUST BEING FISCALLY RESPONSIBLE.

NUMBER 7 TALKS ABOUT IS THERE ENOUGH CASH ON HAND IN INVESTMENTS TO COVER OPERATING EXPENSES? ONCE AGAIN, THE ANSWER TO THIS IS YES.

WE DID HAVE A SLIGHT DECLINE OF 202 DAYS LAST YEAR TO 192.

LET ME THROW THIS IN, WE OPENED UP ADDITIONAL CAMPUSES AND WE HAVE A LOT MORE STAFF, AND BECAUSE OF THAT, OPERATION AND OPERATING COSTS IS A LOT GREATER.

THEREFORE, IT IS TAPPING INTO THE AVERAGE A LITTLE BIT.

WE HAVE TO HAVE 90 DAYS OR IT'S RECOMMENDED WE HAVE 90 DAYS OF OPERATING CASH, SO WE'RE IN GREAT SHAPE THERE.

PLUS A MAJOR CURRENT ASSETS, THE CURRENT LIABILITIES RATIO FOR THE SCHOOL DISTRICT SUFFICIENT TO COVER SHORT-TERM DEBT.

NOW, HERE I WANT TO PAUSE BECAUSE THIS IS WHERE WE SEE THE DIFFERENCE IN OUR 94 TO OUR 90 AVERAGE THIS YEAR.

THE LAST THREE YEARS, WE HAVE PROGRESSED AND DONE IN AUGUST, ACCEPTED A DEFEASANCE ORDER.

WE PUT IN A DEFEASANCE ONE IN AUGUST.

WELL, WE'RE ORDERING THE DEFEASANCE, WE'RE NOT ACTUALLY EXECUTING THE DEFEASANCE UNTIL THE FOLLOWING YEAR.

SINCE WE'RE A 91831 BUDGET CYCLE, WE'RE ADOPTING IT IN THE END OF ONE YEAR, BUT IT'S CARRYING OVER TO THE NEXT YEAR, SO THOSE BECOME EXPENSES AND COMPARED TO YOUR SHORT-TERM BILLS AND YOUR SHORT-TERM ASSETS.

THAT'S WHY, WE'LL SEE THAT DECREASE IN OUR NUMBER OF POINTS ALLOTTED FOR THAT PARTICULAR AREA.

NUMBER 9, DID THE SCHOOL DISTRICT'S GENERAL FUND REVENUES EQUAL OR EXCEED EXPENDITURES? YES. ONCE AGAIN, WE CONTINUE TO WORK DILIGENTLY TO MAKE SURE WE'RE RESPONSIBLE WITH THE REVENUES WE HAVE AND NOT EXCEED AND GO INTO A DEFICIT.

WE WERE VERY FORTUNATE AGAIN TO MAINTAIN THAT.

NUMBER 10, DID THE SCHOOL DISTRICT AVERAGE LESS THAN 10% VARIANCE? OUR VARIANCE, WE CONTINUE TO SEE STRENGTH IN OUR BUDGET.

WHEN WE TALK ABOUT REVENUES AND BUDGETED PROJECTIONS, WE WERE ABLE TO BE WITHIN THAT 10% PROJECTIONS.

WE'RE VERY CONSISTENT, VERY CLOSE EACH YEAR IN OUR AVERAGES ABOUT OUR PROJECTED REVENUES VERSUS OUR ACTUALS.

WE MAINTAIN A VARIANCE VERY LOW FOR THAT.

MUCH BETTER THAN THE 10% ALLOWANCE WE'RE GIVEN.

NUMBER 11, ARE LONG-TERM DEBT LIABILITIES TO TOTAL ASSETS SUFFICIENT FOR LONG-TERM SOLVENCY? ANSWER HERE IS YES AGAIN.

EVEN THOUGH WE SEE OUR STUDENT GROWTH OVER THE FIVE-YEAR PERIOD IS NOT AS GREAT AS IT WAS., WE'RE RUNNING AROUND 12% IN STUDENT GROWTH OVER THE FIVE-YEAR PERIOD.

[00:20:03]

THAT'S REDUCED A LITTLE BIT OVER THAT FIVE-YEAR PERIOD.

LIKE LAST YEAR, WE'LL SEE IT JUMP UP AGAIN WHEN WE GET THE '23/'24 FINANCIAL DATA.

WE'LL SEE THAT NUMBER POP UP AGAIN JUST BECAUSE THE FIVE-YEAR AVERAGE HAS BEEN GREAT.

WHAT IS THE CORRELATION BETWEEN FUTURE DEBT REQUIREMENTS IN THE DISTRICT'S ASSESSED PROPERTY VALUES? AS YOU KNOW, THIS IS LOOKING AT WHAT IS OUR BOND CAPACITY? WE LOOK AT THAT AND SEE WHAT HAS HAPPENED TO OUR ASSESSED VALUES THROUGHOUT THE DISTRICT.

THEY CONTINUE TO RISE.

THAT'S WHY WE'RE ABLE TO GO OUT AND ASK FOR ADDITIONAL FUNDS TO BUILD ADDITIONAL BUILDINGS BECAUSE WE HAVE A CAPACITY BASED ON OUR ASSESSED VALUES.

THEREFORE, MAKING IT POSSIBLE FOR US TO MEET WHAT'S CALLED THE 50-CENT RULE AND APPROACH OUR VOTERS FOR POTENTIAL NEW BUILDINGS.

NUMBER 13 WAS ADMINISTRATIVE CROSS RATIO EQUAL TO OR LESS THAN THE EXPECTED THRESHOLD? YES, WE WERE. OUR RATIO IS 0.1058.

THAT HAS INCREASE FROM THE PREVIOUS YEARS RATIO AS WELL.

DID THE SCHOOL DISTRICT NOT HAVE A 15% DECLINE IN THE STUDENTS, THE STAFF RATIO OVER THREE YEARS? WE'RE A GROWING SCHOOL DISTRICT.

I'LL LEAVE IT OF THAT. WE DO NOT HAVE A DECLINE IN RATIOS.

FOURTEEN, THE LAST FEW HERE, WAS THE SCHOOL DISTRICT'S ADA WITHIN THE ALLOTTED RANGE OF THE DISTRICT'S BIANNUAL PUPIL PROJECTIONS? EVERY TWO YEARS THAT I HAVE TO PROJECT OUR STUDENT POPULATION GROWTH, I UTILIZE THE INFORMATION THAT YOU ALLOW US TO GO FORTH WITH WITH OUR DEMOGRAPHERS TO HELP ASSIST IN PROJECTING OUR STUDENT POPULATION.

ONCE AGAIN, WE'RE ALWAYS VERY CONSISTENT WITH OUR PROJECTIONS, AND WE MEET THE THRESHOLD WITH PLENTY OF ROOM TO SPARE.

IS THE PMS DATA WITHIN 3% OF THE ANNUAL FINANCIAL REPORT FINDINGS? WE WERE $1,492 OFF IN VARIANCE FROM OUR 1.2 ALMOST $103 MILLION BUDGET.

OF $103 MILLION, WE WERE OFF $1,400.

IN ESSENCE, THAT'S THE CHANGE THAT WE CAN COLLECT THROUGHOUT SOME OF THE DIFFERENT TAILS AND PROCESSES THAT WE GO THROUGH.

NUMBER 17, DID EXTERNAL INDEPENDENT AUDITOR REPORT AFR, ANNUAL FINANCIAL REVIEW, WAS FREE OF ANY INSTANCES OF MATERIAL WEAKNESS? YES, WE ARE FREE OF MATERIAL WEAKNESS AND HAVE INTERNAL CONTROLS IN PLACE TO PROTECT US, VERY GOOD CREW THAT WE HAVE IN THE BUSINESS OFFICE.

EIGHTEEN, IS THE DISTRICT FREE OF ANY INSTANCE OF MATERIAL NON COMPLIANCE? YES, WE ARE FREE.

ONCE AGAIN, IT GOES BACK TO OUR CREW THAT WE HAVE.

DID THE SCHOOL DISTRICT POST THE REQUIRED FINANCIAL INFORMATION ON IT'S WEBSITE? YES. YOU CAN FIND THAT ON THE FINANCIAL TRANSPARENCIES PAGE.

DID THE SCHOOL BOARD DISCUSS THE DISTRICT'S PROPERTY VALUES? AS YOU KNOW, EACH SUMMER, WHEN WE HAVE OUR JULY BOARD BUDGET WORKSHOP, WE ALWAYS TALKED ABOUT THE PROPERTY VALUES, AND WE ALSO DO THAT IN OUR PREVIOUS WORKSHOP PRIOR TO THE JULY MEETING.

THEN DID THE SCHOOL DISTRICT RECEIVE AN ADJUSTED REPAYMENT SCHEDULE? NO, WE DID NOT. THE ANSWER IS, YES.

YES, WE DID NOT.

WE'RE ABLE TO MEET REQUIREMENTS.

THAT REPAYMENT SCHEDULES, BASICALLY, WERE YOU ABLE TO MEET YOUR PAYMENTS OR DID YOU HAVE TO ASK FOR AN EXTENSION? WE HAVE NOT EVER HAD TO ASK FOR AN EXTENSION.

WITH THOSE THINGS BEEN IN PLACE, YOU ALSO SEE THAT THESE ARE SOME PART OF THE INFORMATION THAT IS PROVIDED TO OUR PUBLIC.

NUMBER 1 IS THE FIRST RATE, YOU HAVE A COPY OF THE ANNUAL REPORT IN YOUR PACKET.

WE DID HAVE A 90 OF THE POSSIBLE 100.

THE DIFFERENCE WAS SHORT-TERM LIABILITY IS WHAT I EXPLAINED WITH THE DEFEASANCE, AND THEN OUR 21 CONSECUTIVE YEARS OF SUPERIOR RATE.

I WANT TO JUST GIVE CREDIT TO LECASCIO [PHONETIC] IS HERE TONIGHT.

HUNDREDS OF DIRECTOR OF FINANCE DOES AN EXCELLENT JOB.

HE WAS ACTUALLY IN CHARGE OF THIS AUDIT LAST YEAR, AND NOW HE'S IN CHARGE OF EVERYTHING, SO I'M [INAUDIBLE].

THIS IS A GREAT, YOUNG FUTURE LEADER FOR US IN THIS COMMUNITY.

I'M VERY PROUD TO HAVE HIM.

ANNUAL FINANCIAL ACCOUNTABILITY MANAGEMENT REPORT.

THESE ARE SOME OF THE OTHER THINGS THAT HAVE TO BE POSTED.

YOU'LL SEE HERE WE REPORT REFLECTS DETAILED INFORMATION ABOUT THIS PRESENTATION.

YOU HAVE AN ACTUAL COPY OF THE FIRST REPORT IN YOUR PACKET.

YOU ALSO HAVE A SUMMARY OF THAT REPORT IN YOUR PACKET.

YOU HAVE A COPY OR WE PROVIDE A LINK TO THE SUPERINTENDENT'S CONTRACT.

THAT IS ON THAT FINANCIAL TRANSPARENCIES PAGE AS WELL.

THEN YOUR EXPENSES AS A BOARD.

WE HAVE TO REPORT EACH OF YOUR EXPENSES, WHETHER BE TRAVEL MEALS OR ANYTHING RELATED TO YOUR EDUCATION,

[00:25:04]

THAT IS ALL REPORTED AND THAT'S WHAT EACH OF THESE INDICATORS ARE FOR.

WE'RE GLAD TO SAY THERE'S NO SALARY SCHEDULED COMPENSATION FOR SUPERINTENDENT, THERE'S NO SUMMARY SCHEDULED GIFTS, AND THE SUMMARY SCHEDULED BUSINESS TRANSACTIONS BY THE BOARD OF DISTRICT, THERE'S NOTHING TO REPORT ON ANY OF THOSE. ANY QUESTIONS FOR ME?

>> WELL, I DON'T HAVE A QUESTION, BUT JUST A COMMENT.

I KNOW THE BOARD KNOWS WELL AND UNDERSTANDS DEFEASANCE, BUT WILL YOU EXPLAIN FOR BECAUSE I KNOW THAT A LOT OF PEOPLE WILL VIEW THIS LATER ONCE WE POST THE MEETING.

WE LOST POINTS BECAUSE WE DEFEASED DEBT, WHICH IS?

>> BASICALLY, WE ARE RESERVING FUNDS TO PAY OFF DEBT EARLY.

WE'RE ONLY ALLOWED TO PAY OFF DEBT AT CERTAIN TIMES.

BASICALLY IT'S FEBRUARY OR AUGUST DEPENDING ON WHICH BONDS.

SOME THINGS ARE WHAT WE CALL CALLABLE BONDS, WHICH MEANS WE CAN PAY THEM OFF WITHOUT ANY HESITANCY, OR WE CAN THE DEFEASE, WHICH BASICALLY MEANS WE WILL PUT THE MONEY INTO AN ESCROW ACCOUNT AND MAKE IT AVAILABLE SO WHEN THOSE BONDS ARE CALLABLE OR WE CAN MAKE EARLY PAYMENTS ON THAT, THEN WE ARE ALLOWED TO DO THAT.

THOSE DEFEASANCE BONDS, WE'RE ALLOWED TO DO THAT, THEY DRAW INTEREST SO WE CAN GAIN MORE REVENUES TO BE ABLE TO PUT TOWARDS DEBT SO WE CAN PAY OFF DEBT EARLY.

ONE OF THE FORTUNATE THINGS WE'VE DONE IN THIS DISTRICT THE LAST FOUR YEARS, FIVE YEARS, WE PAID OFF $59 MILLION OF DEBT OFF EARLY, AND THOSE ARE GOING TO CONTINUE TO BE RESPONSIBLE FOR THOSE REVENUES AND MAKE SURE WE CAN TAKE THEM.

>> ON THE FIRST RATING, YOU LOSE POINTS.

>> FIRST RATING, BECAUSE WE HAVE TO DO IT IN ONE LITTLE BUDGET YEAR BUT ACTUALLY PAY IT IN THE NEXT BUDGET YEAR.

THAT'S REALLY WHY IT DOESN'T RECOGNIZE THAT THIS IS A BENEFIT TO YOU, BUT THAT'S WHERE WE'RE AT, WHICH WE'LL GLADLY SACRIFICE THOSE POINTS IF WE CAN BE RESPONSIBLE ABOUT THAT. QUESTIONS?

>> THANK YOU FOR YOUR PRESENTATION, YOU DID A GREAT JOB, AND IT'S ALWAYS NICE TO KNOW THAT, FINANCIALLY, OUR DISTRICT IS WHERE IT'S AT, AND WHERE IT NEEDS TO BE TO GROW, AND IT HAS TO DO WITH A LOT OF LEADERSHIP IN OUR FINANCIAL PART OF OUR DISTRICT.

YOU DO A GREAT JOB FOR THAT.

AND THE BOARD APPRECIATES THAT.

>> THANK YOU. BECAUSE OF YOU SEVEN, WITH DR. MCCORD MAKES IT POSSIBLE FOR US TO DO THAT. THANK YOU.

>> DO WE HAVE ANYONE ELSE WHO WOULD LIKE TO SPEAK? IF NOT, THIS PUBLIC HEARING IS NOW OVER.

[3.A. Effectiveness Report on Frenship Foundation for Leadership]

WE'LL MOVE ALONG TO ITEM NUMBER 3, PRESENTATION TO THE ]BOARD, EFFECTIVENESS REPORT ON FRENSHIP FOUNDATION FOR LEADERSHIP. MS. TIFFANY TAYLOR.

>> THANK YOU, MR. MILLER.

LAST YEAR WAS A BIG YEAR FOR THE FRENSHIP FOUNDATION.

WE CELEBRATED 20 YEARS OF GIVING BACK TO OUR STUDENTS AND STAFF THROUGH THE NONPROFIT.

TO CELEBRATE THAT, WE HAD A 20-YEAR ANNIVERSARY CELEBRATION IN AUGUST OF 2023.

MANY OF YOU-ALL WERE THERE.

WE INVITED A LOT OF OUR PAST BOARD MEMBERS, SOME OF OUR BIGGEST DONORS WHO HAVE SUPPORTED US OVER THE LAST 20 YEARS.

THEN WE ALSO HAD SOME TEACHERS AND STUDENTS WHO WON SCHOLARSHIPS AND TEACHER GRANTS WHO WERE ALSO THERE TO HELP US CELEBRATE.

WE DID GIVE THREE AWARDS AT THAT CELEBRATION.

WE HAD OUR FOUNDERS AWARD THAT WE GAVE TO TERRY KINER FOR ESTABLISHING THE FOUNDATION.

WE GAVE OUR LEGACY AWARD TO LINDA AND GEORGE MCMAHAN.

THEY ACTUALLY HAVE SUPPORTED THE GOLF TOURNAMENT FOR ALL 20 YEARS THAT WE'VE DONE THAT FUND RAISER.

THEN WE ALSO GAVE OUR EXCELLENCE IN SERVICE AWARD TO MS. RONDA TILLER.

SHE HAS ACTUALLY SERVED ON THE FOUNDATION BOARD FOR 20 YEARS, SO EVER SINCE IT WAS CREATED.

WE WERE VERY EXCITED TO HELP GIVE OUT THOSE AWARDS TO SOME OF OUR BIGGEST SUPPORTERS.

WE DIDN'T REALLY ANTICIPATE THIS EVENT BEING A BIG MONEY MAKER OR FUNDRAISER FOR THE FOUNDATION, BUT BECAUSE WE HAVE SUCH AMAZING SUPPORTERS AND DONORS, WE ACTUALLY BROUGHT IN ABOUT 137,000 THROUGH THAT EVENT.

[00:30:03]

FOR TEACHER GRANTS LAST FALL, WE GAVE OUT 65,500.

THAT WAS 37 GRANTS THAT WERE AWARDED TO MORE THAN 60 TEACHERS.

IT IMPACTED STUDENTS IN PRE K ALL THE WAY UP TO 12TH GRADE.

THEN IN THE RIGHT-HAND CORNER UP AT THE TOP, I PUT THAT ONE IN THERE BECAUSE THAT WAS ALCOVE TRAILS.

IT WAS OUR NEWEST CAMPUS AT THE TIME, AND THE FOUNDATION ACTUALLY AWARDED MORE THAN $4,500 TO ALCOVE TEACHERS.

ONE OF THE BIGGER ONES WAS A $3,100 GRANT TO HELP PUT BOOKS IN THE LIBRARY.

THEN I KNOW WE'RE TALKING ABOUT LAST YEAR, BUT WE DID THAT AGAIN THIS YEAR WITH RIDGEWOOD, WHERE WE GAVE ANOTHER GRANT THAT WAS CLOSE TO $4,000 TO HELP GET THEIR LIBRARY STARTED.

THE FOUNDATION IS VERY WILLING TO GIVE TO OUR NEW CAMPUSES TO HELP GET THEM ON THEIR FEET AND FILL THOSE THOSE SHELVES WITH BOOKS.

THESE ARE JUST SOME OF THE EXAMPLES OF THE TEACHER GRANTS THAT WE HAD ALONG THE LEFT SIDE OF THE SCREEN.

THAT WAS A BENNETT GRANT THAT WAS AWARDED FOR THE SCIENCE SPECTRUM OUTREACH PROGRAM WHERE THE SCIENCE SPECTRUM ACTUALLY CAME TO THE CAMPUS AND THEY VISITED, I THINK IT WAS ABOUT FOUR TIMES THROUGHOUT THE YEAR.

THIS WAS WHEN THEY BROUGHT THEIR REPTILES.

YOU CAN SEE THE KIDS WERE PRETTY EXCITED ABOUT THAT.

I DON'T KNOW IF EXCITED [INAUDIBLE].

>> BUT THEY REALLY ENJOYED IT.

WE LOVE BEING ABLE TO BRING THOSE HANDS ON EXPERIENCES RIGHT THERE INTO THE CLASSROOM.

THAT WAS A REALLY COOL GRANT THAT WAS AWARDED LAST YEAR.

THE PICTURES IN THE MIDDLE, THAT WAS OAKRIDGE, THE BUCKET BUSTERS ENSEMBLE.

THEY HAVE THESE LIDS THAT GO ON THESE BUCKETS THAT MAKE THEM INTO DIFFERENT TYPES OF DRUMS, HAND DRUMS, YOUR TRADITIONAL DRUMS. BUT I WANT TO SHARE A QUOTE FROM THE MUSIC TEACHER AFTER SHE STARTED IMPLEMENTING THIS INTO THE CLASSROOM.

SHE SAID, I FOUND THAT ALL STUDENTS, EVEN THOSE WHO STRUGGLE ACADEMICALLY, ATHLETICALLY, OR SOCIALLY, FIND THEIR PLACE IN THE MUSIC ROOM, AND THAT THEY WHEN THEY'RE PROVIDED WITH HANDS ON EXPERIENCES SUCH AS BUCKET DRUMS. SHE REALLY TALKED ABOUT HOW IT WAS MORE THAN JUST MUSIC.

IT WAS GETTING THE KIDS INVOLVED AND THAT THEY FOUND A PLACE WITHIN THE MUSIC ROOM AND THIS PROGRAM THAT SHE IMPLEMENTED.

THEN OTHER MUSIC TEACHERS SAW IT AND NORTHRIDGE ACTUALLY GOT THIS GRANT THIS YEAR AS WELL TO START IMPLEMENTING THAT.

THEN THE ONE ON THE RIGHT HAND SIDE, THE REASON I PUT THIS ONE IN THERE, IT IS NOT A GRANT THAT WE APPROVED OR THAT WE AWARDED LAST YEAR.

IT WAS ACTUALLY AWARDED IN THE FALL OF 2021.

BUT I WANTED TO SHOW THAT EVEN THOSE GRANTS THAT WE HAVE AWARDED YEARS AGO ARE STILL BEING USED IN THE CAMPUSES.

THAT WAS ACTUALLY A STORY THAT WE DID IN MARCH WHERE THE STUDENTS WERE GROWING VEGGIES AND FOOD THAT THEY GOT TO TASTE.

IT IMPACTS KIDS ALL THROUGHOUT THE SCHOOL.

THEY LEARN THE PLANT LIFE CYCLE, THEY GET TO GROW THE VEGGIES AND DO LOTS OF DIFFERENT COOL PROGRAMS. THEN SEVERAL OF OUR OTHER CAMPUSES SAW THE INNOVATIVE PROJECTS THAT WERE GOING ON, AND THEY ALSO REQUESTED IT.

SINCE 2021, I BELIEVE THREE OTHER CAMPUSES HAVE ALSO GOTTEN THOSE AEROPONIC GARDEN TOWERS THAT THEY HAVE IN THE LIBRARIES AND WITHIN THE CLASSES.

LOTS OF COOL THINGS GOING ON IN THE CLASSROOM WITH THOSE GRANTS.

THEN WE ALSO HAD OUR 20TH ANNUAL DRIVE THROUGH LEADERS GOLF TOURNAMENT LAST MAY.

THAT WAS ACTUALLY OUR LONGEST SERVING FUNDRAISER THAT THE FOUNDATION HAS BEEN DOING.

IT WAS STARTED IN 2004 TO HELP FUND CHARACTER SCHOLARSHIPS, AND IT'S BEEN GOING STRONG EVER SINCE.

IT WAS ACTUALLY THE FOUNDATION'S MOST SUCCESSFUL GOLF TOURNAMENT TO DATE, AND THEY NETTED ALMOST $99,000 THROUGH THAT GOLF TOURNAMENT SO MORE THAN $10,000 FROM THE PREVIOUS GOLF TOURNAMENT.

THEN ON THE LEFT HAND SIDE, THAT'S TYLRR RACA.

HE GRADUATED AND RECEIVED A CHARACTER SCHOLARSHIP.

ONE OF THE THINGS THAT WE LIKE TO DO DURING THE GOLF TOURNAMENT AND OUR EVENTS IS GETTING THE KIDS INVOLVED TO CREATE SOME OF THESE COOL THINGS THAT WE GET TO AUCTION OFF AND TYLER ACTUALLY MADE THAT IN HIS AD CLASS.

IT WAS A CUSTOM SWING SET.

THAT WAS REALLY COOL THAT WE GOT TO GIVE AWAY, AND TYLER ACTUALLY SIGNED FOR THE TEXAS TECH MEAT JUDGING TEAM.

ALSO COOL THINGS THAT OUR STUDENTS ARE DOING,

[00:35:02]

BUT IT'S ALWAYS A GREAT DEAL WHEN WE GET TO SHOW OFF THEIR SKILLS TO OUR COMMUNITY AND OUR DONORS.

THEN DURING THAT GOLF TOURNAMENT, WE ALSO GOT TO RECOGNIZE 56 OF OUR CHARACTER SCHOLARSHIP RECIPIENTS LAST MAY.

WE GAVE OUT MORE THAN 76,000 SCHOLARSHIPS, 56 TO FRIENDSHIP HIGH SCHOOL STUDENTS, AND FIVE TO OUR RECENT EDUCATION CENTER STUDENTS.

WE GIVE SOME IN DECEMBER AND IN MAY BECAUSE THEY HAVE GRADUATIONS AT THE END OF EACH OF THOSE SEMESTERS.

BUT WE WERE REALLY PROUD BECAUSE NOT ONLY WERE WE CELEBRATING 20 YEARS OF GIVING BACK TO STUDENTS AND STAFF, BUT WE ALSO HIT THE ONE MILLION DOLLAR MARK IN CHARACTER SCHOLARSHIPS THAT WE GAVE UP TO STUDENTS.

THAT WAS A REALLY NICE MILESTONE TO HIT DURING OUR 20 YEAR ANNIVERSARY.

LOTS OF GREAT THINGS HAPPENING ACROSS THE FOUNDATION.

WE ACTUALLY JUST WRAPPED UP OUR PRICE PATROL FOR THIS FALL, WHERE WE GAVE OUT $76,000 TO TEACHERS ACROSS 15 CAMPUSES. ANY QUESTIONS?

>> MISS TAYLOR, I JUST WANT TO APPRECIATE YOU FOR THE PRESENTATION THAT YOU'VE GIVEN US TONIGHT AND THE TIME AND EFFORT THAT YOU HAVE PUT IN TO THE FOUNDATION AND ALSO, MISS DILLARD.

WITHOUT THAT, THERE WOULD BE A LOT OF PEOPLE, A LOT OF STUDENTS BEING LEFT OUT OF OPPORTUNITIES, BUT BECAUSE OF THE FOUNDATION, THEY'RE GIVEN THE OPPORTUNITY TO MOVE ON TO THE NEXT LEVEL.

WE'RE VERY PROUD OF THE FOUNDATION AND WHAT IT DOES FOR OUR STUDENTS. THANK YOU.

>> THANK YOU. IT'S AN HONOR TO WORK FOR THE FOUNDATION AND I REALLY ENJOY GETTING TO SEE THE PARENTS AND OUR LOCAL BUSINESS OWNERS WHO POUR INTO THIS ORGANIZATION AND WHO TRULY CARE ABOUT OUR STUDENTS AND OUR STAFF. THANK YOU.

>> THANKS. [APPLAUSE]

>> NEXT, WE'LL HAVE A CONSTRUCTION UPDATE FOR MR. KEVIN COCKRELL.

[3.B. Construction Update]

>> THANK YOU, MR. MAYOR, BOARD MEMBERS.

LET'S START WITH THE NEW HIGH SCHOOL MEMORIAL HIGH SCHOOL.

I ESTIMATED APPROXIMATELY 75% OF THE BUILDING HAS ITS FINAL LAYER OF ROOFING INSTALLED.

SEVENTY FIVE PERCENT OF THE EXTERIOR BRICK AND EPHES IS UP.

SEVENTY PERCENT OF THE HVAC PACKAGE UNITS ARE SITTING ON THEIR CURVES, AND WE'RE STARTING TO SEE SOME OF THE DOOR AND WINDOW FRAME BEING SET.

THE CONCRETE DRIVE FOR NORTH HAS BEEN POURED AND [INAUDIBLE].

THIS INSIDE THE AUDITORIUM AREA.

STILL STUD FRAMING IS ONGOING AS WELL AS OVERHEAD ELECTRICAL ROUGH ENDS AND STAGE RIGGING.

THIS IS IN THE NORTHEAST CLASSROOM PORTION OF THE BUILDING, WHICH YOU CAN SEE THE WALL PROTECTIONS UP, SEE GOING IN, LIGHTS ARE BURNING, DOORS AND HARDWARE GOING ON MOVING NIGHT IT'S LOOKING SHARPER.

THIS TYPICAL CLASSROOMS AGAIN SAME [INAUDIBLE] LIGHTS ARE BURNING, SEE THE WALLS ARE PAINTING THE FRAME SET.

IN THIS PARTICULAR CLASSROOM, THEY CAN GOT THE FLOOR TILE DOWN AND WALL BASE ON SO STARTED BECOMING A CLASSROOM.

THIS IS OVER IN THE NORTHWEST PORTION OF THE BUILDING CLASSROOM ADDITION.

BUT YOU SEE THE WALL PROTECTION IS ONGOING AS WELL AS OVERHEAD ROUGH ENDS, ELECTRICAL AND PLUMBING, SO IT'S MOVING ON AS WELL.

OFFICE AREA, RIGHT AS YOU WALK IN THE FRONT DOOR.

THIS WILL ACTUALLY BE THE SECURE AREA WHERE YOU WALK IN AND SIGN UP BEAT YOUR PASS, CHECK IN.

THIS IS OVER THE BAND HALL AREA.

AGAIN, YOU SEE THE DRY WALLS OF THE FRAMES ARE SET.

START TO HANG SOME SEAL WIRE AND GET SOME GRID SET UP, SO IT'S COMING ALONG AS WELL.

OF COURSE, COMPETITION PIT, CONCRETES BEING POURED STEEL JOIST ARE SET, AND THEY'RE CURRENTLY WRAPPING THE STEEL COLUMNS OF STRUCTURES OF BLOCK THAT IN ALL OF THE BUILDING SO THINGS ARE MAKING A TURN HERE.

THIS IS BACK AROUND THE NORTH WEST PORTION OF THE BUILDING. THIS IS CTE.

THIS IS ACTUALLY ROBOTICS, BUT YOU SEE BLOCKS BEING LAID PRIME OF THE WALLS AT THE FRAME TO PUT IN ELECTRICAL FOR THE EQUIPMENT RIGHT NOW.

NOW MOVES ON TO MEMORIAL HIGH SCHOOL ATHLETICS.

THIS IS ACTUALLY LOOKING ACROSS THE SOCCER PITCH, BUT YOU SEE THE VITAL CLAP FENCING WHAT YOU SEE IN THE BACKGROUND BACK THERE IS THE FIELD HOUSE,

[00:40:03]

THE INDOOR TURF ROOM.

THEN TO THE RIGHT SIDE, YOU SEE THE STANDS, THE PRESS BOX, AND THE CONCESSION STAND SO I'M MAKING GOOD TIME OF THE ATHLETICS.

MOVES ACROSS THIS INSIDE OF THE ACTUAL FIELD HOUSE ITSELF.

THIS WILL BE THE INDOOR WAIT ROOM, BUT YOU SEE THE [INAUDIBLE] ARE SET CURRENTLY IN THE DECKING STAGE OF THIS SO IT'S GOING ALONG.

THIS IS BACK TO THE EAST END OF THE COMPLEX, BUT WE'RE ACTUALLY LOOKING ACROSS THE TENNIS COURT, WHICH A MATTER OF FACT, THEY WERE POOR MORE [INAUDIBLE] WE GO AS WE SPEAK SO LOOKING BACK TO THE RIGHT HAND SIDE, YOU'VE GOT YOUR FIELD HOUSE.

OF COURSE, YOUR INDOOR TURF ROOM AND THEN BACK TO THE RIGHT, CAN YOU SEE A CONCESSION STAND AND ACTUALLY FOOTBALL FIELD STANDS IN THE CREST BOX.

THIS IS BACK IN THE BASEBALL SOFTBALL.

IN OF THE EAST SIDE WE'RE LOOKING AT THE DRESSING ROOMS FOR SOFTBALL BASEBALL, THEN THE INDOOR BATTING FACILITY.

THIS IS INSIDE THE ACTUAL DRESSING ROOM.

THIS EXITS OUT ONTO THE SOFTBALL FIELD, SO THE KIDS WILL COME TOGETHER, BUT YOU SEE THE BLOCKS UP, [INAUDIBLE], DOOR FRAMES ARE SET, SO THEY'RE MAKING GOOD TIME ON THIS.

THIS IS ACTUALLY IN THE INDOOR BATTING FACILITY ITSELF, BUT YOU SEE THE STEEL PARTING DRIP, METALS UP, AND THEY'RE STARTING TO PAIN [INAUDIBLE] IT'S MOVING ALONG NICELY.

OF COURSE, THIS IS A SOFTBALL FIELD, YOU SEE CHAMPION WALLS STARTING TO GO UP.

YOU HAVE OUR GRAVEL BASE DOWN OR DRAINAGE BASE, GETTING READY TO PLACE SOME TURFS, SO THEY'RE COMING ALONG.

THIS IS A CONCESSION STANDS THERE'S ACTUALLY TWO OF THESE, ONE FOR SOFTBALL AND ONE FOR BASEBALL DIRECTLY ACROSS, BUT YOU SEE BLOCK WORK AS WELL AS IN WALL ROUGH IN OR ONGOING.

THEN OF COURSE, THIS IS LOOKING ACROSS THE SOFTBALL FIELDS AT YOUR DUGOUTS AND YOUR BACKSTOP PONY WALL THEY'RE GOING UP LOTS OF BLOCK UP OUT THERE LOOKING OUT, LOTS OF STRUCTURE STANDING.

NOW MOVES ON THE NINTH GRADE CENTER CONVERSION.

WHAT WE'RE LOOKING AT HERE, THIS IS ON THE SOUTH SIDE OF THE FACILITY.

THIS WILL ACTUALLY BE THE CLIENT ARTS END OF THE BUILDING, AND YOU SEE THE BLOCK WORKS UP AND THEY'RE CURRENTLY SET JOYS PUTTING PAIR CAPS ON TOP OF EVERYTHING.

INSIDE THIS WILL ACTUALLY BE THE BAD WALL, BUT YOU SEE THE DECKING ZONE ON BLOCK WORKS UP AND THERE THE ELECTRICAL [INAUDIBLE] THIS IS BACK TO THE NORTH SIDE OF THE FACILITY.

THIS WILL BE YOUR ATHLETIC QUEEN, ADDING ONE.

BLOCK WORKS UP, A BIG CAPS ON FRAMES ARE BEING SET.

INSIDE THIS IS ACTUALLY ONE OF THE LOCKER ROOM, BUT YOU SEE THE BLOCK WORK ON THE FLOOR ALSO WHERE YOUR LOCKER BASES ARE BEING SET [INAUDIBLE] THIS IS BACK TO THE SIDE OF NORTH GRADE CENTER, THIS WILL BE YOUR CONCESSION STAND.

YOU SEE WHERE YOUR TRUSSES HAVE BEEN SET WHEN YOU GET OUT FROM THE ROOM.

ATHLETIC PORTION OF IT, RUNNING TRACK THIS IS YOUR INSIDE AND OUTSIDE CONCRETE CURVES ARE ALL POURED, AND THEN RIGHT NOW THEY'RE CURRENTLY POURING THE FIELD OF [INAUDIBLE] BACK OFF THERE TO TO THE RAFT SO THEY'RE MAKING A GOOD TIME ON HERE.

THERE IS [INAUDIBLE] TENNIS COURTS, PRESTRESSED CONCRETE.

AS YOU CAN SEE FENCING IS GOING UP COURTS HAVE BEEN POURED.

THAT MOVE US ON TO THE EXISTING FRIENDSHIP HIGH SCHOOL RENOVATIONS.

THIS IS THE SOCCER LOCKER ROOM ADDITION OFF TO THE NORTH SIDE OF SOCCER BRIDGE, WHICH IS THE BLOCK WORKKS GOING UP AND THEY'RE GETTING READY TO SET THE TRESSES ON THE ROOF.

FROM THERE, WE'RE GOING TO JUMP ACROSS TO THE ACTUAL EXISTING HIGH SCHOOL.

THIS IS JUST NORTH OF THE PEGM OF THE EXISTING.

THIS IS GOING TO BE THE FUTURE BOYS WRESTLING LOCKER ROOM.

BUT WALLS ARE BEING PAINTED, LOCKERS HAVE BEEN SET AND THEY'RE FINISHING IN THIS AREA RIGHT NOW TO BE OPEN AFTER THIS SUMMER.

THIS IS SOME OF THE OVERHEAD ROUGH END WE'VE INSTALL NEW HDAC DECK WORK PAINTED UP, SO GETTING ALL THE ADVANTAGE IN.

THIS IS ACTUALLY THE CURRENT CHEERLEAD LOCKER ROOM.

THIS IS GOING TO BE THE FUTURE GIRLS WRESTLING LOCKER ROOM.

THIS SUMMER WE'LL CLEAN THIS OUT AND GET THIS READY TO BE A FUTURE GIRLS DRESSING ROOM. ANY QUESTIONS?

>> I DON'T THINK WE HAVE ANY QUESTIONS, BUT I KNOW REAL QUICKLY AFTER THE 2020 BOND WAS PASSED, OUR CONSTRUCTION TEAM HIT THE GROUND RUNNING.

MR. KOCH I THINK YOU'VE SLOWED DOWN SINCE THEN [LAUGHTER] AND WE REALLY APPRECIATE IT FOR ALL OF YOU THAT DON'T KNOW, MR. KOCH IS OUR DIRECTOR OF BOND PROGRAMS SO WITH THE ELEMENTARY SCHOOL, THE MIDDLE SCHOOL, AND THE HIGH SCHOOL, HE'S BEEN A BUSY MAN, AND WE APPRECIATE EVERYTHING THAT YOU'VE DONE AND GIVEN TO THIS DISTRICT TODAY.

THANK YOU. [INAUDIBLE] GROUND WORKFORCE,

[00:45:01]

MAKES IT EASIER WHEN THEY'RE IN PLACE, SO IT'S [INAUDIBLE]

>> THANK YOU. [OVERLAPPING]

>> THAT'S WHY HE'S IN CONSTRUCTION.

[LAUGHTER]

[4.A. Consent Agenda]

>> OUR NEXT ITEM. THIS IS ITEM NUMBER 4 ROUTINE DISTRICT OPERATIONS.

THERE WERE CONSENT AGENDA, AND WE'LL NEED A MOTION TO ACCEPT THAT CONSENT AGENDA.

>> I MOVE TO ACCEPT THE CONSENT AGENDA.

>> I'LL SECOND.

>> WE HAVE A MOTION BY MISS DEM PHILLIPS AND A SECOND BY MISS CHELSEA SALAZAR FOR APPROVAL OF THE CONSENT AGENDA.

ALL THOSE IN FAVOR SAY AYE.

>> AYE.

>> OPPOSE SAME SIDE. MOTION CARRIES.

I BELIEVE OUR NEXT ITEM IS CONSIDERATION OF POSSIBLE ACTION REGARDING

[4.B.1. Consideration and possible action regarding resignation of Place 1 Board of Trustee Brad Draper, pursuant to Board Policy BBC(LEGAL)]

RESIGNATION OF PLACE 1 BOARD OF TRUSTEE BRAD DRAPER PURSUANT TO POLICY BBC, LEGAL, AND MISS MCCURT, WILL TAKE OVER THAT.

>> I COME TO YOU THIS EVENING AND WITH THE ASKING THE BOARD TO ACCEPT THE RESIGNATION OF MR. DRAPER AS A BOARD MEMBER.

MR. DRAPER, WE'RE GOING TO MAKE HIM COME BACK FOR RECOGNITION AT SOME POINT BUT THAT'S NOT TODAY.

BUT WE WILL WRANGLE IN AT A LATER DATE.

BBC LEGAL REQUIRES THAT WHEN A PERSON SERVES ON THE BOARD, AND THEN WHEN THEY DECIDE THEY RESIGN, AS MR. DRAPER HAS REQUESTED, DELIVERED THE WRITTEN NOTICE, AFTER THEY SUBMIT THAT RESIGNATION, REALLY THE BOARD CAN'T REFUSE TO ACCEPT THE RESIGNATION SO THAT REQUIRES BOARD ACTION.

I'M NOT GOING TO SAY A LOT BECAUSE WE TALK ABOUT HIS LONG TIME SERVICE TO THE SCHOOL DISTRICT WHEN WE GET A CHANCE TO RECOGNIZE HIS EFFORTS.

BUT HE JOINED THE BOARD OF TRUSTEES IN MAY OF 2004 SO HE HAS SERVED THE BOARD OF TRUSTEES FOR OVER 20 YEARS.

HE HAS BEEN ON THE BOARD AND SEEN THE DISTRICT THROUGH FOUR BOND ELECTIONS AND I SHOULD HAVE LOOKED THIS UP EARLIER AND I WAS TRYING TO GOOGLE IT EARLIER AND I COULD DO IT SO I DON'T REMEMBER WHEN DID TERRA VISTA OPEN?

>> 2006.

>> THEN THEN WAS ON THE BOARD WHEN TERRA VISTA OPENED THAT MEANS THAT SINCE HE STARTED HIS SERVICE ON THE BOARD IN MAY OF 2004, WE HAVE ADDED EIGHT,

>> THAT WOULD BE TERRA VISTA MIDDLE SCHOOL, OAKRIDGE ELEMENTARY, HERITAGE MIDDLE SCHOOL, LEGACY ELEMENTARY, THE NINTH GRADE CENTER, UPLAND HEIGHTS ELEMENTARY, RIDGEWOOD ELEMENTARY, AL COVE TRAILS MIDDLE SCHOOL AND OF COURSE, WE DON'T HAVE MEMORIAL HIGH SCHOOL.

WE HADN'T OPENED THE DOORS OF THAT YET.

BUT HE WAS CERTAINLY HERE THROUGH THAT BOND.

I JUST WANT TO REMIND EVERYBODY THAT TODAY EARLY VOTING STARTED FOR THE THREE PROPOSITIONS WE HAVE ON THE BALLOT.

[00:50:01]

BUT THE LAST TIME WE HAD A BOND, IT WAS SCHEDULED FOR MAY OF 2020 AND ALL BOND ELECTIONS WERE CANCELED THAT YEAR DUE TO THE SHUTDOWN OF THE COUNTRY.

THAT INCLUDED TEXAS AND SCHOOLS SO THEN WE RESCHEDULED THAT BOND FOR ELECTION FOR NOVEMBER OF 2020.

I'M SO GRATEFUL JUST FOR THE BOARD OF TRUSTEES AND MR. DRAPER'S LEADERSHIP, AND THE SUPPORT OF OUR COMMUNITY AT THAT TIME AND SO WE'VE HAD ONE HIGH SCHOOL FOR 89 YEARS AND WHEN MEMORIAL OPENS, WE'LL BE 90, AND I'M ONLY HALF KIDDING WHEN I SAY, I'M GOING TO LOOK 90.

I'M NOT GOING TO BE 90, BUT I'M GOING TO LOOK 90.

BUT SO GRATEFUL FOR THIS COMMUNITY, JUST AS I REFLECT ON MR. DRAPER'S SERVICE, THAT YOUR SERVICE, THE SUPPORT OF OUR COMMUNITY SO WE HAD THIS ONE HIGH SCHOOL, AND WE WERE IN THE MIDDLE OF A PANDEMIC AND ALL KINDS OF CRAZINESS WAS HAPPENING BUT JUST LIKE THE PIONEERS THAT IN 1935 SAID, WE'RE IN THE MIDDLE OF A DEPRESSION, WE WANT SOMETHING BETTER FOR OUR KIDS AND THEY VOTED TO BUILD THE FRIENDSHIP HIGH SCHOOL.

THEN HOWEVER MANY YEARS AGO, THAT WAS LATER IN THE MIDST OF A PANDEMIC OUR COMMUNITY SAID, YOU KNOW WHAT, WE BELIEVE IN THIS SCHOOL DISTRICT.

AND WHAT THE HECK? LET'S PASS A $300 MILLION BOND FOR A HIGH SCHOOL AND AN ELEMENTARY SCHOOL AND A MIDDLE SCHOOL.

I DON'T HAVE A RECOMMENDATION, BUT THIS RESIGNATION DOES REQUIRE A VOTE OF THE BOARD OF TRUSTEES. THANK YOU.

>> THANK YOU.

>> ACTUALLY, ITEM 4B(2) IS NEXT ON THE AGENDA.

ACCORDING TO BAA.

>> I'LL MOVE THAT WE APPROVE THE RECOGNATION.

SORRY, I MADE THAT CONFUSING BECAUSE I SAID I'M NOT MAKING A RECOMMENDATION, BUT THE BOARD DOESN'T HAPPEN.

>> WE HAVE A RECOMMENDATION FROM MISS JAMES PHILLIPS.

>> I'LL SECOND.

>> SECOND FROM CHELSEA SALAZAR.

ALL IN FAVOR SAY AYE.

>> AYE.

>> MOTION CARRIES. NOW WE CAN GO TO ACTION ITEM 4B(2),

[4.B.2. Consideration of nominations and electing Board President, pursuant to Board Policy BDAA(LOCAL)]

WHICH IS NEXT ON THE AGENDA.

ACCORDING TO POLICY BDAA, A VACANCY AMONG OFFICERS OF THE BOARD SHALL BE FILLED BY MAJORITY ACTION OF THE BOARD.

PRESIDENT BECKER'S RESIGNATION, THE BOARD IS REQUIRED TO ELECT A NEW PRESIDENT.

THE POSITION WILL BE ELECTED BY MAJORITY VOTE OF THE MEMBERS PRESENT AND VOTING.

NOMINATIONS ARE NOW IN ORDER FOR THE OFFICE OF PRESIDENT.

>> I RECOMMEND DAVID MILLER FROM PRESIDENT.

>> SECOND.

>> WE HAVE A MOTION BY MR. KYLE ROGERS AND THE SECOND BY MR. SEAN VINCENT TO NOMINATE DAVID MILLER.

DAVID MILLER IS NOMINATED FOR THE OFFICE OF PRESIDENT.

ARE THERE ANY FURTHER NOMINATIONS FOR THE OFFICE OF PRESIDENT? AND IF NOT, NOMINATIONS ARE CLOSED.

[LAUGHTER] LET'S PROCEED WITH A VOTE NAMING DAVID MILLER AS PRESIDENT OF THE FRIENDSHIP INDEPENDENT SCHOOL BOARD BOARD OF TRUSTEES.

AS A NOMINEE, I WILL RECUSE MYSELF FROM VOTING FOR THIS NOMINATION.

ALL THOSE IN FAVOR SAY AYE. AYE.

>> AYE.

>> OPPOSED. THE AYES HAVE IT.

THANK YOU FOR YOUR CONFIDENCE BOARD AND ME MOVING OVER FROM THIS CHAIR TO THIS CHAIR.

IT'S JUST NOT THE MOVING OF THE CHAIR, BUT IT'S ALSO MOVING OVER THE RESPONSIBILITY TO LEAD THIS SCHOOL BOARD AND

[00:55:01]

THIS DISTRICT AND I HAVE NO DOUBT THAT WE WILL CONTINUE TO MAKE FRIENDSHIP ONE OF THE PREMIER DISTRICTS IN THE STATE.

SO THANK YOU.

>> THANK YOU.

>> THANK YOU, MR. MILLER.

[APPLAUSE]

>> I KNOW I DON'T GET TO VOTE, BUT I WANT TO ADD THAT I JUST WANT TO THANK YOU FOR YOUR WILLINGNESS TO TAKE ON THIS ROLE AND I WANT TO THANK EVERY BOARD MEMBER FOR YOUR WILLINGNESS TO TAKE ON THIS ROLE.

THIS IS NOT A PAID POSITION, AND IT IS NOT AN EASY POSITION.

IT IT COMES WITH LOTS OF CRITICISM, LOTS OF RESPONSIBILITY AND IT COMES WITH GREAT REWARD TOO.

IT IS A VERY NOBLE WORK.

IN THIS DAY AND AGE, A LOT OF TIMES PEOPLE AREN'T WILLING TO STAND UP AND SERVE AND SO I'M SO GRATEFUL THAT EVEN IN THESE TUMULTUOUS TIMES IN OUR COUNTRY, THAT WE HAVE THIS SUPPORTIVE COMMUNITY AND EVERY ONE OF YOU LEADERS IN YOUR OWN RIGHT WHO ARE WILLING TO SACRIFICE YOUR TIME WITH YOUR OWN FAMILIES, TIME AWAY FROM YOUR BUSINESSES TO SERVE THE GREATER GOOD AND TO CONTINUE TO SEE FRIENDSHIP IT'S A DESTINATION DISTRICT.

SO THANK YOU. APPRECIATE.

>> THANK YOU FOR YOUR SERVICE.

>> YES.

>> WE COULDN'T DO WITHOUT YOU, BELIEVE ME.

MISS LEROY, SHE DOESN'T GET A WHOLE LOT OF CREDIT FOR THE THINGS THAT SHE DOES.

[APPLAUSE] YOU CAN ASK ANY ONE OF US ON THE BOARD WE WOULD BE TOTALLY LOST ABOUT THIS MISS LEROY.

>> THAT'S TRUE. YOU HEARD THAT [INAUDIBLE]? [LAUGHTER]

>> NEXT ITEM OF BUSINESS IS CONSIDERATION

[4.B.3. Consideration of renewal of fully insured group medical insurance]

OF RENEWAL OF FULLY INSURED GROUP MEDICAL INSURANCE.

I BELIEVE THAT'S MISS DILLARD TO GET THE PLEASURE OF GIVING THAT REPORT.

>> YES, MR. MILLER, THANK YOU.

THANK YOU TO OTHER BOARD MEMBERS.

OF COURSE, Y'ALL KNOW INSURANCE IF YOU'RE IN BUSINESS RIGHT NOW WORKING SOMEWHERE, YOU KNOW INSURANCE IS NOT A GREAT THING TO TALK ABOUT.

WE PARTNER WITH MMA MARSHALL CLINIC AND HEATHER REYNOLDS IS OUR PERSON THAT REPRESENTS US THERE.

WE WENT WITH BLUE CROSS BLUE SHIELD LAST YEAR, AND IT WAS A GOOD PARTNERSHIP.

WE HAD A GOOD TRANSITION OVER TO BLUE CROSS BLUE SHIELD.

WE HAD A RATE GUARANTEE OF 19.8%, AND THEY CAME IN AT 15.8%.

WE WERE ABLE TO NEGOTIATE DOWN TO 9.8%, WHICH WAS REALLY GOOD BECAUSE WE'RE AT 104% PREMIUM CLAIMS SO THAT MEANS OUR CLAIMS ARE WAY OUTWEIGHING PREMIUMS THAT ARE BEING PAID IN.

WE STILL HAVE THE HMO PLAN WHERE THERE'S NO DOCTOR COPAY CENTER.

I KNOW YOU'VE HEARD A LOT OF GOOD FEEDBACK ABOUT THAT.

WE ALSO HAVE THE PRESCRIPTION BENEFIT WHERE THEY CAN GET A LOT OF THEIR MEDICATIONS FREE IF THEY'RE ON THE PPO HSA PLAN.

ALL THE BENEFITS ARE THE SAME, BUT THERE IS GOING TO BE AN INCREASE.

WE DID SOME SOUL SEARCHING AND LOOKED AT SOME NUMBERS CRUNCHING, AND WE HAD $150,000 CREDIT THAT COMES FROM BLUE CROSS BLUE SHIELD FROM ANOTHER BUCKET OF MONEY, SO IT'S NOT LIKE THEY COULD GET IT JUST ON THIS SIDE.

WE DECIDED NOT TO GO TO IA WELLNESS THIS YEAR, WHICH WAS A HARD DECISION BECAUSE WE'VE BEEN WITH THEM A WHILE, BUT WE FELT LIKE THAT'S SOMETHING THAT WE CAN ASSUME.

I HAVE A GREAT TEAM IN HR, I HAVE MR. SIMPSON, WHO'S THE DIRECTOR OF HR.

WE HAVE ASHLEY FORTNER, AND MONI RICHARDSON IS OUR BENEFIT SPECIALIST.

ASHLEY HAS TAKEN THE ROLE OF THE WELLNESS COORDINATOR, AND SHE'S DOING ALL KINDS OF REALLY FUN STUFF AND SO WE'RE GOING TO OPERATE THAT ON OUR OWN AND BE ABLE TO CONTINUE TO OFFER SOME GREAT THINGS FOR OUR EMPLOYEES.

WE'RE ABLE TO TAKE THAT $150,000 CREDIT AND THERE'S SOMETHING CALLED THE AFFORDABILITY ACT AND THE PREMIUM HAS TO BE WITHIN AN AFFORDABLE AMOUNT.

SOME OF OUR EMPLOYEES ARE FALLING IN THAT RANGE WHERE IT MIGHT START TO GET NOT AFFORDABLE.

WE ARE GOING TO TAKE THAT CREDIT AND BE ABLE TO HELP ABOUT 260-280 EMPLOYEES WITH THE INCREASE IN PREMIUM.

I THOUGHT THAT WAS A GREAT THING THAT WE'RE ABLE TO DO WITH THAT MONEY.

FOR THIS YEAR, WE DON'T HAVE A RIGHT CAP NEXT YEAR, SO WE HAVE TO WORK REALLY HARD TO KEEP THE PREMIUMS DOWN.

IT'S REAL HARD IN THESE DAYS.

THAT'S JUST A SUMMARY OF WHAT WAS WRITTEN ON YOUR PAGE.

DO I HAVE ANY QUESTIONS? NO. CAN I GIVE YOU A RECOMMENDATION?

>> YES, MA'AM.

>> WE'D LIKE TO RECOMMEND TO APPROVE THE RENEWAL FROM BLUE CROSS BLUE SHIELD FOR THE 2025 CALENDAR YEAR.

[01:00:04]

>> WE HAVE A RECOMMENDATION BY MISS [INAUDIBLE].

>> MOVE FOR APPROVAL. SECOND.

>> WE HAVE A MOVE FOR APPROVAL BY MR. KYLE ROGERS, A SECOND BY MR. ANDREW COX.

ANY FURTHER DISCUSSION? ALL IN FAVOR SAY AYE.

>> AYE.

>> OPPOSE THE SAME SIDE.

>> THANK YOU.

>> THANK YOU, MS [INAUDIBLE].

>> THANK YOU. [APPLAUSE]

>> NEXT ON OTHER BOARD OF BUSINESS, DR. MCCORD,

[5.A. TASA/TASB Conference Update]

WILL GIVE AN UPDATE ON OUR TASB CONFERENCE THAT WE ATTENDED, WHEN WAS IT?

>> SEPTEMBER.

>> 26TH TO THE 29TH.

[NOISE] A COUPLE OF BOARD MEMBERS AND SOME OF THE CABINET THAT WENT.

I KNOW FROM MY STANDPOINT, IT'S BEEN A LONG TIME SINCE I'VE BEEN TO A TASB CONFERENCE, BUT I REALLY ENJOYED IT.

THE SPEAKERS THAT THEY HAD THERE FOR US TO GO AND LISTEN TO WERE VERY INFORMATIVE.

I VOLUNTEERED AS A DELEGATE, SO I GOT TO GO TO THE DELEGATE ASSEMBLY BECAUSE I HAD NEVER EXPERIENCED THAT AND THERE'S A LOT OF PEOPLE IN DISTRICTS ACROSS THE STATE THAT ARE WORKING REAL HARD TO KEEP THE EDUCATION HERE IN TEXAS WHERE IT NEEDS TO BE.

THAT'S ONE THING THAT I CAME BACK AWAY FROM THAT CONFERENCE, AND IT WAS REFRESHING TO KNOW THAT WE HAVE SO MANY PEOPLE THAT ARE ARE TRYING TO DO THE RIGHT THINGS FOR OUR STUDENTS AND OUR KIDS.

>> IT WAS IT WAS A GOOD CONFERENCE.

I APPRECIATE Y'ALL ATTENDING AND I KNOW SEAN ATTENDED.

THAT WAS YOUR FIRST CONFERENCE AND THEN CHELSEA.

IT WAS YOUR SECOND.

>> I APPRECIATE IT SO MUCH. [LAUGHTER]

>> BUT I DON'T HAVE ANYTHING TO ADD. DO YOU HAVE ANY.

>> I'LL SPEAK A LITTLE BIT, SEAN AND I TALKED.

I THINK GETTING TO VISIT WITH THE OTHER SCHOOL DISTRICTS, SOMETIMES YOU FORGET HOW BLESSED WE ARE EVEN WITH IT BEING WITHIN THE SAME STATE.

WE ARE INCREDIBLY BLESSED.

ALTHOUGH A GROWING DISTRICT BRINGS ADDITIONAL STRESS AND ISSUES AND PROBLEMS, WE FORGET HOW BLESSED WE ARE.

>> I WOULD SAY SO AS WELL.

WE HAD CONVERSATIONS WITH OTHER BOARD MEMBERS AND JUST HEARING SOME OF THE FEEDBACK, IT MADE YOU REALLY BE GRATEFUL AND JUST THANKFUL FOR WHAT WE HAVE HERE.

I WILL SAY THE TOPICS THAT THEY CHOSE FOR THE CONFERENCE.

I'VE BEEN TO A LOT OF BUSINESS CONFERENCES AND SOME OF THEM ARE JUST BUT THESE TOPICS WERE SO INFORMATIVE SO I WAS JUST THANKFUL TO BE THERE AND THERE WERE SO MANY THAT WE HAD TO CHOOSE.

BUT I APPRECIATE BEING THE ASSISTANT THAT DELEGATE BECAUSE THAT WAS AN EXPERIENCE.

>> IT REALLY WAS.

>> IT REALLY WAS.

>> YOU'RE GOING TO DO IT NEXT YEAR? [LAUGHTER]

>> IT WAS GREAT. [LAUGHTER] NO, NOT THAT GREAT.

[LAUGHTER] BUT THE PERFORMANCES FROM THESE KIDS.

>> YEAH.

>> THE OPENING I HAVE TO CALL IT, LIKE A CEREMONY.

>> SESSION LIKE THE OLYMPICS OR SOMETHING.

THE ENERGY WAS AMAZING.

I TELL YOU, IT'S A REALLY GREAT.

I WOULD THINK IT'S A REFRESHER.

I HAVEN'T BEEN HERE LONG ENOUGH TO SAY THAT, BUT IT WAS VERY INSPIRING.

I WILL GO NEXT YEAR.

>> THE KIDS ARE ALWAYS INSPIRED.

>> THE KIDS WERE AMAZING.

>> WE'VE GOT ANOTHER SEAT, IT'S USUALLY THE NEWEST THEY GET INVOLVED IN.

>> LET'S TAKE ONE FOR A TEAM AGAIN.

>> I'LL SAY TOO THAT JUST LIKE YOU WERE TALKING ABOUT JUST ALL OF US HAVE PROBLEMS. EVERY SCHOOL DISTRICT HAS ISSUES BECAUSE WE'RE DEALING WITH HUMANS AND WE'RE DEALING WITH MONEY AND ALL THOSE SORTS OF THINGS AND THING TIMES AREN'T EASY.

HOWEVER, WE ARE VERY BLESSED IN THE SCHOOL DISTRICT.

THE REASON FOR THAT IS BECAUSE WE HAVE A REALLY SUPPORTIVE COMMUNITY.

IT'S THE COMMUNITY WHO TRUSTS US WITH THEIR CHILDREN AND THAT WHO TRUSTS US WITH MONEY, WITH TAX DOLLARS AND ALL THOSE THINGS AND WE JUST CAN'T DO IT WITHOUT TRUST AND SO JUST GRATEFUL FOR OUR COMMUNITY.

>> WELL, IN ECHOING ON WHAT DOCTOR MCCORD SAID IN VISITING WITH OTHER DISTRICTS.

[01:05:08]

THE WORD COMMUNITY CAME UP IN THE DISTRICTS WHERE THEY WEREN'T HAVING PROBLEMS. THEY WEREN'T HAVING ISSUES AND THEY COULDN'T BELIEVE THAT WE WERE WE WEREN'T HAVING PROBLEMS. THEN YOU GO AND TALK TO SOME OF THE OTHER BOARD MEMBERS WHERE THERE WAS A LITTLE STRICT AND ISSUES GOING ON, BUT YOU DIDN'T HEAR THE WORD COMMUNITY.

SO THE COMMUNITY IS VERY IMPORTANT TO ANY BUSINESS SUCCESS AND ALSO THE SCHOOL DISTRICT HERE IN WOLFORD.

WE REALLY DO APPRECIATE OUR SUPPORT THAT WE GET FROM OUR COMMUNITY.

I WOULD RIVAL TO SAY IF IT'S NOT THE BEST, IT'S IN THE TOP TEN AS FAR AS COMMUNITY SUPPORT.

>> WE HAVE SOME UPCOMING EVENTS.

[5.B. Upcoming Events]

>> UPCOMING EVENTS.

>> WE ALWAYS HAVE EVENTS UPCOMING.

>> YEAH, BUSINESS PARTNERS LUNCHEON OCTOBER THE 22ND, 2024, THAT'S TOMORROW AT 11:30 AT THE CASEY ADMINISTRATION BUILDING AND THEN THE LUBBOCK CHAMBER OF COMMERCE BUSINESS OF THE YEAR LUNCH IN NOVEMBER THE 7TH, 11:30 AM AT THE LUBBOCK MEMORIAL CIVIC CENTER AND TENTATIVE AGENDAS,

[5.C. Tentative Agendas for Upcoming Meetings]

IF YOU HAVE ANYTHING THAT YOU WOULD LIKE TO GET ON THE AGENDA FOR OUR NOVEMBER THE 18TH MEETING.

>> ASK YOU.

>> ASK ME, AND I'LL GIVE [LAUGHTER] MISSUS LEROY, WE'LL MAKE SURE WE GET IT ON THE AGENDA HERE.

WITH THAT, THANK YOU ALL FOR ATTENDING AND HEARING.
