I WAS ASSIGNED TO BE THE CAPTAIN OVER THE UNIT THAT HE HAD BEEN RUNNING BY HIMSELF FOR TWO YEARS. I WENT IN AS HIS BOSS AND HE KNEW EVERYTHING ABOUT WHAT TO DO THERE. I WANT TO TELL YOU IT WAS THE BEST WORKING RELATIONSHIP I'VE HAD. THAT IS WHERE RAY AND I REALLY BECAME CLOSE. WE WERE OVER THE ACCIDENT INVESTIGATION THAT GOES OUT AND DOES ALL OF THE REALLY BAD WRECKS, AND WE HAD A LOT OF REALLY BAD TIMES, BUT WE HAD A REALLY GOOD UNIT. THROUGH IT ALL, I KNEW THAT RAY WAS A STAND UP GUY. I KNEW THAT THE QUALITY OF HIS CHARACTER AND HOW HE RUNS THINGS. I WILL TELL YOU, SHORTLY AFTER I CAME OUT HERE, I STARTED TELLING RAY, HEY, I TOOK THIS PRETTY LATE IN LIFE TO BEGIN WITH, AND I'M NOT GOING TO BE THERE FOREVER. IT IS PRESENT ON WHAT'S KNOWN AS THE FULL ACCRUAL BASIS OF ACCOUNTING. IT INCLUDES ALL ASSETS AND LIABILITIES OF THE DISTRICT INCLUDING THOSE ARE LONG-TERM IN NATURE. IT HAS CAPITAL ASSETS, DEBT OBLIGATIONS; THAT PENSION AND THAT LIABILITIES AND SO FORTH. UNDER THIS BASIS FOR ACCOUNTING, YOU'LL SEE TOTAL ASSETS, DEFERRED OUTFLOWS OF RESOURCES AT FISCAL YEAR IN, APPROXIMATELY 668 MILLION COMPARED TO LAST YEAR'S 651 MILLION. TOTAL ASSETS DID INCREASE ABOUT $17 MILLION YEAR-OVER-YEAR LARGELY DUE TO CAPITAL ASSET ADDITIONS. AS FAR AS LIABILITIES AND DEFERRED OUTFLOWS OF RESOURCES, ABOUT 570 MILLION. THIS YEAR IS ABOUT 576 MILLION IN THE PREVIOUS YEAR. IT DID REDUCE A LITTLE BIT YEAR-OVER-YEAR ABOUT $6 MILLION LARGELY DUE TO JUST REDUCTIONS IN LONG-TERM DEBT ITEMS. IF YOU LOOK AT THE INDIVIDUAL ASSET CATEGORIES, YOU'LL SEE THAT REDUCTION IS LARGELY IN THE RESTRICTED ASSETS CATEGORY. THOSE ASSETS PRIMARILY IN THE CAPITAL PROJECTS FUND. THE DISTRICTS ISSUED BONDS A COUPLE OF YEARS BACK HAS BEEN ENGAGED IN SEVERAL CAPITAL PROJECTS WHICH HAVE BEEN ONGOING OVER SEVERAL YEARS. AS THOSE FUNDS ARE SPENT ON THOSE CAPITAL PROJECTS, THEY COME OUT OF CASH AND INVESTMENTS THAT'S NO LONGER CONSIDER A CURRENT ASSET. IT GETS PUT ONTO THE STATEMENT IN THAT POSITION AS A LONG-TERM ASSET. THOSE RESTRICTED ASSETS DID COME DOWN AS THOSE FUNDS WERE SPENT ON THOSE CAPITAL PROJECTS. AS FAR AS LIABILITIES AND DEFERRED INFLOWS OF RESOURCES, PRETTY COMPARABLE YEAR-OVER-YEAR. IT'S ABOUT 28 MILLION, THIS YEAR IS ABOUT 25 MILLION LAST YEAR. REALLY A BIG SCOPE OF THINGS. PRETTY COMPARABLE YEAR-OVER-YEAR. IF YOU ADD IT UP, YOUR FUND BALANCE AT YEAR END; THAT'S THE AMOUNT THAT YOUR ASSETS EXCEEDS LIABILITIES. UNASSIGNED FUND BALANCE IS THE AMOUNT OF YOUR FUND BALANCE THAT'S AVAILABLE TO FUND REGULAR OPERATING ACTIVITIES. IT'S ABOUT 49.8 MILLION THIS YEAR, IT'S ABOUT 49.2 MILLION LAST YEAR; SO REALLY COMPARABLE. IF YOU COMPARE THAT TO YOUR AVERAGE MONTHLY GENERAL FUND EXPENDITURES, THAT UNASSIGNED FUND BALANCE REPRESENTS ABOUT 5.3 TIMES YOUR AVERAGE MONTHLY GENERAL FUND EXPENDITURES. IF YOU LOOK AT THE INDIVIDUAL CATEGORIES, PRIMARILY THAT INCREASE WAS DRIVEN BY INCREASE IN STATE REVENUES WHICH WAS OFFSET BY A REDUCTION IN YOUR LOCAL REVENUES OR A REDUCTION OF YOUR PROPERTY TAX REVENUES. YOU'LL ALSO NOTICE THAT FEDERAL REVENUES DID DECREASE YEAR-OVER-YEAR. LAST SEVERAL YEARS, DISTRICTS HAVE HAD ACCESS TO FUNDING. THOSE FUNDS WERE SPENT DOWN COMPLETELY IN THE 2024 FISCAL YEAR AND SO IT'S CONTINUING TO DECREASE AS THOSE ESSER FUNDS HAVE BEEN SPENT DOWN. LAST SLIDE THAT I HAVE HERE FOR BASIC FINANCIAL SAVINGS IS ON THE EXPENDITURE. TOTAL EXPENDITURES OF THE DISTRICT IN THE CURRENT FISCAL YEAR, ABOUT 264 MILLION, IT'S ABOUT 223 MILLION LAST YEAR. EXPENDITURES DID INCREASE YEAR-OVER-YEAR BY ABOUT $41 MILLION. IF YOU LOOK AT YOUR INDIVIDUAL EXPENDITURE CATEGORIES, YOU'LL NOTE ALL OF THEM DID INCREASE A LITTLE BIT THIS YEAR. BUT THE BIGGEST INCREASE IS IN CAPITAL. THAT'S AMOUNT THAT WAS SPENT ON THOSE ONGOING CAPITAL PROJECTS. ABOUT 115 MILLION THIS YEAR. THAT WAS ABOUT 83 MILLION LAST YEAR. THAT CAPITAL EXPENDITURES DID INCREASE BY ABOUT $32 MILLION YEAR-OVER-YEAR. THAT WAS EVERYTHING FROM THE BASIC FINANCIAL STATEMENTS.
