DESPITE THE USUAL CHALLENGES OF SCHOOLWORK, MARCHING BAND, MAGICAL SINGERS, REGULAR CHOIR AND BAND CONCERTS THROUGHOUT THE SCHOOL YEAR, THESE ALL STATE MUSICIANS REMAINED COMMITTED TO THEIR PERSONAL MUSICAL DEVELOPMENT.
THEY DEMONSTRATED THE PERSEVERANCE AND DEDICATION THAT ONGOING PARTICIPATION IN A MUSIC PROGRAM FOSTERED.
THIS PROCESS BEGAN LAST FALL, INCLUDING DISTRICT, REGION, AND AREA LEVELS, THE TEXAS MUSIC EDUCATORS ASSOCIATION, TMEA SPONSORS THIS TEXAS ALL STATE AUDITION PROCESS TO PROMOTE STUDENTS DEDICATION TO THEIR MUSICAL KNOWLEDGE AND SKILLS.
OVER 70,000 STUDENTS FROM AROUND THE STATE ENTERED THIS AUDITION PROCESS AND 1,875 WERE SELECTED TO PERFORM IN 18 [INAUDIBLE].
THIS COMPETITIVE PROCESS BEGINS STATEWIDE WITH AUDITIONS HOSTED BY 33 TMEA REGIONS.
INDIVIDUAL MUSICIANS PERFORM SELECTIVE MUSIC FOR A PANEL OF JUDGES WHO RANK EACH INSTRUMENT OR VOICE PART.
FROM THIS RANKING, THE SELECT GROUP OF MUSICIANS ADVANCE FROM THEIR REGION TO COMPETE AT THE AREA LEVEL.
THEN AT EIGHT TMEA AREA COMPETITIONS.
THE HIGHEST RANKING MUSICIANS JUDGED AT THE TMEA AREA COMPETITIONS QUALIFY FOR THE TMEA ALL STATE MUSIC GROUP.
ONLY 2.6% OF MUSICIANS WHO INITIALLY AUDITION BECOME ALL STATE MUSICIANS.
ALL STATE IS THE HIGHEST HONOR THAT TEXAS MUSIC STUDENT CAN RECEIVE.
WE HAVE FRENSHIP HIGH SCHOOL DIRECTOR OF THE BAND SCOTT CARTER TO HELP INTRODUCE THE FOUR BAN STUDENTS AND FRENSHIP HIGH SCHOOL'S DIRECTOR OF CHOIRS AMY MA IS GOING TO INTRODUCE THE FOUR CHOIR ALL STATE MUSICIANS.

THIS IS REAGAN HORSE, WHO PERFORMED ON THE BASE TROMBONE IN THE TEXAS ALL STATE CONCERT BAND.

SHE IS A SENIOR AND IS ALSO A TWO TIME TMEA ALL STATE MUSICIAN PERFORMING LAST YEAR AND THIS YEAR ON FLUTE IN THE TEXAS ALL STATE CONCERT BAND.
[APPLAUSE] FINALLY, WE HAVE MR. RYDER DAY, RYDER IS A SENIOR PICCOLO PLAYER, AND SPECIAL HONOR FOR RYDER, HE IS A FOUR YEAR TEXAS ALL STATE MUSICIAN.
SINCE HIS FRESHMAN YEAR, EVERY YEAR, HE HAS MADE THE TEXAS ALL STATE BAND.
NOW, WE HAVE DUG INTO SOME TMEA RECORDS WE DON'T HAVE ACCESS TO ALL OF THEM.
BUT FROM WHAT WE CAN FIND, RYDER IS THE FIRST PICCOLO PLAYER, NOT JUST IN THE ALL STATE BAND BUT IN THE HISTORY OF TMEA TO MAKE ALL STATE ALL FOUR YEARS ON THE PICCOLO.

IT TAKES A LOT OF DEDICATION BEYOND JUST THE NORMAL SHOWING UP AND DO THE THING.
THEY HAVE TO DIG DEEP TO GO BEYOND THE NOTES AND RHYTHMS ON THE PAGE.
THEY HAVE TO FIND A LEVEL BEYOND TO BE MEMORABLE.

THEN OUR STUDENTS ALL FOUR OF THEM RECEIVED NEW MUSIC AFTER THEY LEARNED ALL OF THE MUSIC THAT THEY DID FOR AUDITIONS, WHICH IS ABOUT 10 COLLEGIATE LITTLE PIECES PLUS PREPARING FOR START READING.
THEN THEY RECEIVED NEW MUSIC THAT THEY HAD TO LEARN FOR THE CONCERTS.
JUST AGAIN, TREMENDOUS WORK ETHIC AND SO PROUD.

AS A SUPERINTENDENT WHO GRADUATED IN THE 1984, I CAN BE A LITTLE OUT OF TOUCH WITH THINGS THAT ARE HAPPENING.
I RELY ON THE VOICES OF THE STUDENTS BECAUSE THEY ARE THE CREAM OF THE CROP AND THEY ARE GOOD HUMANS.
IT'S NOT JUST ABOUT THEM EXCELLING IN THE CLASSROOM WHILE THEY DO EXCEL IN THE CLASSROOM BUT THEY ARE SELECTED BY THEIR PRINCIPAL AT THE END OF THE EIGHTH GRADE YEAR.
THEN THEY COME TO THE SUPERINTENDENT ADVISORY BOARD, AND WE DO QUITE A BIT OF COMMUNITY SERVICE.
THEN ALSO, I JUST ASK THEM THINGS THAT WE'RE DEALING WITH AS A DISTRICT, AND I ASK FOR THEIR INPUT ON HOW THEY FEEL ABOUT THAT.
AS I GO TO AUSTIN TOMORROW AND TALK TO LEGISLATORS AND DIFFERENT PEOPLE THAT ARE AT CAPITOL I THINK ABOUT THESE STUDENTS AND HOW I SEE THEM HAVE THEY ARE SO INTELLIGENT AND IT'S NOT BECAUSE OF ME, BUT THEY ARE ABLE TO HAVE A CIVIL DISCOURSE AROUND OPINIONS ABOUT THINGS ABOUT WHICH WE MAY NOT ALL AGREE EVEN IN THE SAME ROOM.
BUT THEY ARE ABLE TO SPEAK CONFIDENTLY AND KINDLY AND PROVIDE THEIR OWN EXPERIENCES WITH EACH OTHER AND WITH ME.
I'M IN MORE OF THE LEADERS THAT THEY'RE BECOMING.
FOR PARENTS WHO ARE HERE, THANK YOU FOR JUST LETTING ME PLAY A TINY ROLE, IN THAT.
BUT I KNOW THAT THAT COMES FROM A LOT OF HARD WORK ON BEHALF OF THE STUDENTS AND ON BEHALF OF TEACHERS AND JUST MINISTERS, ALL PEOPLE WHO POURED INTO THEIR LIVES AND THIS IS JUST THE BEGINNING.

BUT THESE KIDS HAVE DONE THAT.

2024 BOND PASSED, AND NOW WE'RE ON TO OUR NEXT STEPS.
THE CMC MAGE COMMITTEE ON DECEMBER 6 HAD MANY CONVERSATIONS ABOUT NEXT STEPS AS IT PERTAINS TO 2024 BOND.
WITHIN THAT MEETING, THE DECISION WAS MADE TO GO OUT FOR RFQ.
THAT'S A REQUEST FOR QUALIFICATIONS FOR ARCHITECTURAL SERVICES.
WITHIN THAT PROCESS, WE RECEIVED EIGHT RFQ PACKETS.
THE RFQ IS MADE UP OF SEVEN CRITERIA THAT WE USED TO EVALUATE, AND I'LL READ THOSE TO YOU DOWN.
K-12 EXPERIENCE, FIRMS REPUTATION AND QUALITY OF SERVICE, TEAM STRUCTURE AND EXPERIENCE, CLIENT REFERENCES, EVALUATION OF PREVIOUS PROJECT, CONSTRUCTION COSTS PER SQUARE FEET.
FIRST KNOWLEDGE, FAMILIARITY WITH LOCAL BUILDING CODE REQUIREMENTS, AND LOCAL REPRESENTATION WITHIN A 120-MILE RADIUS OF WILFORD, TEXAS.
THOSE ARE THE SEVEN CRITERIA THAT WE USED TO EVALUATE ALL THE RFQS THAT WE RECEIVED.
THERE IS ALSO ATTACHED TO YOUR BOARD DOCS, RUBRIC THAT WAS USED AND THE RESULTS OF THAT EVALUATION CRITERIA.
THE DEADLINE TO RECEIVE THESE RFQS BACK FOR JANUARY 21, AT TWO O'CLOCK.
EVERYBODY THAT TURNED IN RFQ THEY WERE HERE ALL THE TIME.
WE RECEIVED SEVEN RFQS THAT WE EVALUATED.
ONE OF THEM WAS NOT EVALUATED BECAUSE IT WAS INCOMPLETE.
WE HAD SEVEN EVALUABLE RFQS THAT WE THAT WE RECEIVED.
THE CMC WENT THROUGH THIS LAST CMC MEETING, AND WE HAD A RECOMMENDATION FOR THIS GROUP FOR ARCHITECTURAL SERVICES, BUT I WANT TO FIRST OPEN UP ANY QUESTIONS YOU HAVE.

>> IN PREVIOUS BOND PROGRAMS, I THINK THAT MOST OF OUR ABSOLUTE BOARD MEMBERS THAT HAVE BEEN A PART OF, WE'VE JUST HAD ONE ARCHITECT.

>> AS MR. MILLER JUST STATED, IN PRIOR BOND PROGRAMS, WE'VE HAD ONE ARCHITECT THAT'S TAKEN CARE OF THE WHOLE BOND PROGRAM.

WE'RE OBVIOUSLY A GROWING DISTRICT, WE'VE GOT A LOT OF DIFFERENT THINGS WITHIN THIS BOND PROGRAM THAT WE DIDN'T NECESSARILY HAVE IN OTHERS.WE THOUGHT IN OUR BEST INTEREST IF WE TOOK THE BEST-QUALIFIED ARCHITECTS THAT WERE EVALUATED BY THE CRITERIA AND SPREAD THOSE OUT TOWARDS ALL THE JOBS THAT ARE PART OF OUR PROGRAM.
WITHIN THIS RECOMMENDATION, WE WILL HAVE THAT POOL OF ARCHITECTS.
THAT DOESN'T NECESSARILY MEAN THAT ALL THESE ARCHITECTS ARE GOING TO GET ANYWHERE.
BUT BASED ON QUALIFICATIONS, THIS IS THE POOL THAT WE'RE RECOMMENDED THAT WE START WITH.
THEN WE WILL TAKE THIS POOL AND FIGURE OUT FROM A CMC COMMITTEE ULTIMATELY A BOARD DECISION, WHAT PROJECTS WITHIN THE BOND PROGRAM ARE IN THE BEST INTEREST FOR THE DISTRICT FOR EACH ARCHITECTURAL FIRM.
THAT'S THE MAIN DIFFERENCE OF THIS PROCESS BASED ON WHAT WE'VE DONE PRIOR.
>> WE HAVE OBVIOUSLY TWO NEW ELEMENTARY SCHOOLS UNDER THIS PONO RIVER, BUT WE HAVE A LOT OF RENOVATION WORK.
BY HAVING A POOL OF ARCHITECTS THAT WE MIGHT BE ABLE TO CHOOSE FROM, WE CAN HAVE ARCHITECTS WORKING ON THOSE PROJECTS SIMULTANEOUSLY AND BE ABLE TO SCHEDULE RENOVATIONS BECAUSE WE'RE GOING TO HAVE TO SCHEDULE AROUND SOME TIME FRAMES.
A LOT OF THE WORK CAN'T BE DONE DURING THE SCHOOL YEAR.
IT'S GOING TO HAVE TO START THE DAY AFTER SCHOOL'S OUT AND BE FINISHED BEFORE THE DAY BEFORE SCHOOL STARTS, THE NEXT YEAR.
IT'S A LITTLE BIT DIFFERENT, BUT IT GIVES US A LITTLE BIT MORE OPTIONS AND HOPEFULLY, WE'LL SAVE US A LITTLE BIT OF TIME AND GETTING SOME OF OUR PROJECTS COMPLETED. ANYTHING THERE?
