WE HAVE MORE THAN A DOZEN FRENSHIP HIGH SCHOOL STUDENTS WHO RECEIVED COLLEGE BOARD NATIONAL RECOGNITION AWARDS.

FRENSHIP STUDENTS EARN RECOGNITION IN THE NATIONAL FIRST GENERATION RECOGNITION AWARD, WHICH WAS ADDED IN 2024, AND THE FIRST GENERATION RECOGNITION AWARD HONORS HIGH ACHIEVING STUDENTS WHO ARE THE FIRST IN THEIR FAMILIES TO PURSUE A COLLEGE DEGREE, RECOGNIZING THEIR ACADEMIC SUCCESS AND HELPING THEM STAND OUT IN COLLEGE ADMISSIONS.

TONIGHT, WE HAVE NICHOLAS COPELAND HELP RECOGNIZE THEM.

I'M GLAD TO BE BACK AGAIN, HONORING ANOTHER AMAZING GROUP OF STUDENTS.

AS TIFFANY JUST TOLD YOU, THIS AWARD IS GIVEN TO STUDENTS WHO ARE FIRST GENERATION COLLEGE STUDENTS WHO PERFORMED EXTRAORDINARILY WELL ON THE PSAT.

WE GIVE THE PSAT EVERY GRADE FROM EIGHTH THROUGH 11TH IN THEIR 11TH GRADE YEAR, THAT'S WHEN IT COUNT.

WELL, IT IS WHEN IT COUNTS. IT'S CALLED THE NMSQT.

THE NATIONAL MERIT QUALIFYING TEST, AND THESE STUDENTS PERFORMED IN THE TOP 10% AMONGST THEIR COHORTS IN THE STATE OF TEXAS.

NOT ONLY THAT, THEY ALSO HAD TO MAINTAIN A HIGH GPA.

THEY WERE SENT AN EMAIL FROM THE COLLEGE BOARD SAYING, HEY, YOU DID REALLY GOOD.

ARE YOU ALSO DOING GREAT IN SCHOOL AND THEY APPLIED FOR THIS AWARD AND THEY WERE AWARDED IT.

SO THERE WERE 15 STUDENTS AT FRENSHIP HIGH SCHOOL THAT WERE GIVEN THIS AWARD, AND I'VE GOT EIGHT OF THEM HERE TONIGHT THAT I'D LIKE TO RECOGNIZE.

AGAIN, THIS IS A BIG DEAL.

MORE THAN 1.3 MILLION JUNIORS AND ABOUT 21,000 HIGH SCHOOLS ENTERED THE NATIONAL MERIT SCHOLARSHIP PROGRAM BY TAKING THE TEST THAT MR. COPLAND TALKED ABOUT EARLIER.

OF THOSE, ONLY ABOUT THAN OF THE HIGH SCHOOLS WERE DESIGNATED AS COMMENDED STUDENTS.

SO I'LL HAVE NICHOLAS COPELAND JOIN US AGAIN TO HELP RECOGNIZE YOU STUDENTS.

THE REASON WE GIVE THAT 8, 9, 10, 11 GRADE IS WE WANT OUR STUDENTS TO DO REALLY WELL ON THE MSQT TEST. IT DOES SEVERAL THINGS.

ONE THAT PREPARES THEM FOR THE SAT, WHICH IS A TEST TO GET INTO COLLEGE, BUT IT'S A GREAT SCHOLARSHIP OPPORTUNITY.

SO WHEN THEY TOOK THE TEST, THEY ENTERED INTO THIS COMPETITION NATIONWIDE, AND LIKE TIFFANY SAID, ALMOST TWO MILLION STUDENTS WERE IN THIS THING AND WE LOOKED AT THE TOP 34,000.

I DID THE MATH EARLIER, THAT'S ABOUT THE TOP 1.5%.

SO WE'RE LOOKING AT THE LITERAL CREAM OF THE CROP BEHIND ME HERE NATIONWIDE, WHICH IS PRETTY FANTASTIC.

WITH THAT. WHAT IS THE FIRST RATING? IT IS THE FINANCIAL INTEGRITY RATING SYSTEM OF TEXAS.

IT'S OVERS FINANCIAL INTEGRITY.

IT'S PRODUCED BY AN INDICATOR SYSTEM BY THE TEA, WHICH MEASURES A SCHOOL DISTRICT'S FINANCIAL PRACTICES.

IT'S MEANT TO PROVIDE TRANSPARENCY TO OUR TAXPAYERS, YOU ALL, AS WELL AS ANY OTHER STAKEHOLDERS THAT ARE INTERESTED IN SEEING HOW THE DISTRICT IS OPERATING FINANCIALLY.

THIS YEAR'S FIRST REPORT, IT'S THE 24/25 REPORT.

HOWEVER, IT IS BASED ON THE 23/24 AUDITED FINANCIAL DATA, SO IT WORKS A YEAR BEHIND.

THIS YEAR, WE GET THIS COURSE BASED ON LAST YEAR'S.

WE ARE IN THE PROCESS OF GOING THROUGH OUR 24/25 AUDIT RIGHT NOW.

THEY WERE IN HOUSE LAST WEEK, SO WE'RE JUST WRAPPING UP A FEW THINGS FOR THE LAST FISCAL YEAR.

WE ARE EVALUATED ON 21 INDICATORS.

THE FIRST FIVE BEING YES, NO RESPONSES, AND THEN NUMBER SIX THROUGH 21, THAT IS A SCORING MECHANISM AND IT IS OUT OF 100 POINTS THAT WE COULD POTENTIALLY EARN.

WE ALSO HAVE FINANCIAL MANAGEMENT REPORT AND ADDITIONAL DISCLOSURES.

AS YOU CAN SEE, WE EARNED 90% FOR 24/25, AND I'LL GO INTO THESE INDICATORS TO SEE HOW WE SCORED ON THAT.

IT'S BROKEN UP INTO THREE DIFFERENT CATEGORIES.

THE FIRST BEING THOSE CRITICAL INDICATORS, WHICH ARE OVERARCHING TOPICS.

THEY ARE CALLED CRITICAL INDICATORS, BECAUSE IF YOU DO NOT ANSWER YES ON THE FIRST FIVE INDICATORS, YOU AUTOMATICALLY FAIL.

YOU CANNOT GET A PASSING SCORE.

AND SO WE DID THANKFULLY GET ALL THOSE, BUT WE'LL GO THROUGH THOSE HERE IN JUST A SECOND.

THE NEXT PORTION IS FINANCIAL SOLVENCY.

THIS IS WHERE WE DERIVE OUR POINTS OVER SPECIFIC INDICATORS.

AND THEN THE LAST PART IS FINANCIAL COMPETENCY, WHICH EVALUATES OUR PRACTICES USED TO MANAGE OUR FINANCIAL RESOURCES.

SO THE FIVE CRITICAL INDICATORS, WHICH YOU CAN SEE, WE HAVE ALL PASSED.

THE FIRST IS A TIMELY SUBMISSION, THAT IS THE SUBMISSION OF OUR ANNUAL AUDIT THAT WAS SUBMITTED TIMELY BACK IN JANUARY.

OUR AUDIT DID CONTAIN UNMODIFIED OPINION, SO WE PASSED NUMBER 2.

NUMBER 3, COMPLIANCE WITH OUR DEBTORS THAT INCLUDES ANY BOND DEBT THAT WE OWE AS WELL AS LOCAL VENDORS AS WELL.

WE MAINTAIN COMPLIANCE WITH THAT.

NUMBER 4 PAYMENTS TO TRS OR THE TEACHER RETIREMENT SYSTEM, SERENA AND HER TEAM DO A GREAT JOB OF MAKING SURE THAT WE MAINTAIN THAT.

THEN LASTLY, NUMBER 5, AN UNRESTRICTED NET POSITION GREATER THAN ZERO, WE PASSED THAT ONE AS WELL.

NEXT, WE GET INTO FINANCIAL SOLVENCY.

INDICATOR NUMBER 6, WAS THE AVERAGE CHANGE IN ASSIGNED AND UNASSIGNED FUND BALANCES OVER THE PAST THREE YEARS, LESS THAN A 25% DECREASE AND OUR FUND BALANCES EXCEED 75 DAYS OF OPERATIONAL EXPENDITURES.

WE PASSED THAT PRETTY EASILY BECAUSE WE HAVE BEEN ADDING TO OUR FUND BALANCE REGULARLY OVER THE PAST FEW YEARS.

WE HAVE MORE THAN 75 OPERATIONAL DAYS, WHICH LEADS US TO INDICATOR NUMBER 7.

WAS THE NUMBER OF DAYS OF CASH ON HAND AND CURRENT INVESTMENTS IN THE GENERAL FUND FOR THE SCHOOL DISTRICT SUFFICIENT TO COVER OPERATING EXPENDITURES, WE CAME OUT TO 205 DAYS BASED ON 23/24.

THIS WAS ACTUALLY AN INCREASE FROM THE LAST YEAR.

WE HAD 192 DAYS LAST YEAR, WE'RE UP TO 205 THIS YEAR.

INDICATOR NUMBER 8, WAS THE MEASURE OF CURRENT ASSETS TO CURRENT LIABILITIES RATIO FOR THE SCHOOL DISTRICTS SUFFICIENT TO COVER SHORT TERM DEBT.

WE DID PASS THAT ONE WITH A 2.1382 TO ONE RATIO FOR THAT.

NUMBER 9, DID THE SCHOOL DISTRICT'S GENERAL FUND REVENUES EQUAL OR EXCEED EXPENDITURES? WE DID EXCEED REVENUES AND OVER EXPENDITURES THIS YEAR.

AND THEN NUMBER 10, DID THE SCHOOL DISTRICT AVERAGE LESS THAN A 10% VARIANCE WHEN COMPARING BUDGETED REVENUES TO ACTUAL REVENUES FOR THE LAST THREE FISCAL YEARS? THIS INDICATOR ACTUALLY WAS NOT SCORED FOR THIS YEAR, BUT WE WOULD HAVE PASSED IT.

WE PASSED WITH A RATIO OF 6.95509.

THIRTEEN, WAS THE ADMINISTRATIVE COST RATIO EQUAL TO OR LESS THAN THE EXPECTED THRESHOLD. WE PASSED THAT.

OUR RATIO FOR THIS YEAR WAS 0.1125.

WITH OUR CONSERVATIVE ESTIMATES, WE ALWAYS STAY PRETTY CLOSE TO WHAT THE BIANNUAL PUPIL PROJECTIONS ARE.

NUMBER 16, DID THE COMPARISON OF THE PINS DATA TO LIKE INFORMATION IN THE SCHOOL DISTRICTS AFR, WHICH IS OUR AUDIT, RESULT IN A TOTAL VARIANCE OF LESS THAN 3% OF ALL EXPENDITURES BY FUNCTION? WE PASSED THIS. WE WERE OFF BY $3,382 WHEN COMPARED TO OVER $113 MILLION.

IN CASE YOU'RE WONDERING THAT COMES OUT TO A PERCENT OF 0.003, SO WE ARE WELL BELOW THE 3%.

NUMBER 20, DID THE SCHOOL DISTRICTS ADMINISTRATION AND SCHOOL BOARD MEMBERS DISCUSS ANY CHANGES AND OR IMPACT TO LOCAL STATE FEDERAL FUNDING AT A BOARD MEETING WITHIN 120 DAYS BEFORE THE DISTRICT ADOPTED ITS BUDGET? WE PASSED THIS. AS YOU ALL ARE AWARE, WE HAVE A WORKSHOP EVERY SUMMER TO GO OVER THESE POTENTIAL CHANGES IN OUR LOCAL STATE AND FEDERAL FUNDING.

LASTLY, NUMBER 21, DID THE SCHOOL DISTRICT RECEIVE AN ADJUSTED REPAYMENT SCHEDULE FOR MORE THAN ONE FISCAL YEAR ADJUSTED PAYMENT SCHEDULE? WE PASSED THAT ONE. IT ALL COMES OUT TO, WE PASSED THE FIVE CRITICAL INDICATORS.

WE RECEIVED A 90 OUT OF 100 POSSIBLE POINTS ON INDICATOR 6-21 GIVING THE DISTRICT'S 22ND CONSECUTIVE SUPERIOR RATING ON THE FIRST REPORT.

IN ADDITION TO THE FIRST RATING, THERE'S THE ANNUAL FINANCIAL ACCOUNTABILITY MANAGEMENT REPORT.

IT DETAILS MORE OF WHAT THIS REPORT CONTAINED, INCLUDING A LINK TO THE SUPERINTENDENT'S CONTRACT, AND THEN WE ALSO HAD NONE TO REPORT ON THE SUMMARY SCHEDULES OF COMPENSATION AND EXPENSES FOR THE BOARD, AS WELL AS EXECUTIVE OFFICERS.

NOW WE'RE GOING TO TALK ABOUT THE SCOPE, AND I'M GOING TO GO THROUGH THIS PART PRETTY FAST BECAUSE THERE ARE QUITE A FEW SIDES.

A LOT OF IT IS REPETITIVE AND A LOT OF IT IS FINISHES, THE STUFF THAT EVERYBODY SEES, BUT THAT'S THE STUFF THAT INVOKES IT, AND IT'S ALSO THE ENERGY THAT YOU NEED.

EVERYBODY NEEDS NEW CARPET, NEW PAINT TO BRING THAT EXCITEMENT.

I'M GOING TO GO THROUGH THESE PRETTY FAST.

ON YOUR EXTERIOR, WHAT WE'RE GOING TO BE LOOKING AT IS PAINTING THE STUCCO, ADDING A LITTLE BIT OF FRESH COLOR TO IT.
