SINCE MARCH, PUBLIC EDUCATION HAS BEEN TURNED UPSIDE DOWN AND ALL EMPLOYEES IN THIS DISTRICT HAVE GONE ABOVE AND BEYOND TO ENSURE STUDENTS WERE STILL LEARNING NO MATTER WHAT IT TOOK.

WE THANK DR. MCCORD AND HER TEAM FOR DOING WHATEVER IT TOOK IN ORDER TO MAKE SURE LEARNING STILL OCCURRED WITHOUT INTERRUPTION.

THE WORK THAT HAS BEEN DONE, SINCE THAT TIME BY ADMINISTRATORS, TEACHERS OF [INAUDIBLE] PROFESSIONALS HAS PROVEN HOW ESSENTIAL EDUCATORS ARE TO PARENTS AND STUDENTS.

TONIGHT YOU HAVE AN AGENDA ITEM TO ADOPT THE 2021 PROFESSIONAL HIRING SCHEDULING AND EMPLOYEE PAY GRADES.

ON BEHALF OF OUR LEA MEMBERS AND FRENSHIP ISD, I'M HERE TO ASK YOU TO ADOPT A COMPENSATION PLAN THAT PROVIDES RAISES FOR ALL EMPLOYEES.

WHAT YOU'VE HEARD FROM MANY CONCERNED TEACHERS ABOUT IN-PERSON EVENTS GIVING THE INCREASED NUMBERS IN COVID CASES IN LUBBOCK AND ACROSS THE STATE, I ENCOURAGE YOU TO USE THE MOST CURRENT DATA AS THOSE EVENTS GET CLOSER SO THAT IF POSITIVITY RATES ARE AT A LEVEL WHERE VIRUS SPREAD IS CONTINUING TO INCREASE, YOU MOVE THOSE EVENTS VIRTUALLY FOR THE SAFETY OF ALL EMPLOYEES.

WHILE WE KNOW THESE EVENTS ARE USUALLY VERY EXCITING TO ATTEND, THIS IDEA OF STUDENTS AND STAFF HAS TO BE A PRIORITY FOR THE DISTRICT RIGHT NOW.

MRS. CAMPBELL, WHO IS OUR PRINCIPAL AT HERITAGE MIDDLE SCHOOL, HAS BEEN SELECTED AS THE TEXAS ASSOCIATION OF SECONDARY SCHOOL PRINCIPALS REGION 17TH'S MIDDLE SCHOOL PRINCIPAL OF THE YEAR.

THIS IS MS. CAMPBELL'S NINTH YEAR IN ADMINISTRATION IN HER THIRD YEAR AT FRENSHIP WHEN MRS. CAMPBELL JOINED FRENSHIP IN 2018, SHE QUICKLY GAINED RESPECT AS A STRONG LEADER AMONG HER PEERS IN ADMINISTRATION AND THIS OPPORTUNITY AWARDS FOR A CHANCE TO GO ON TO THE OVERALL MIDDLE SCHOOL PRINCIPAL OF THE YEAR AT THE STATE LEVEL.

TONIGHT, CHELSEY, WE WOULD LIKE TO SAY CONGRATULATIONS TO YOU ON YOUR OUTSTANDING EFFORTS AND GOOD LUCK THE NEXT LEVEL.

MR. HEATH SIMPSON, WAS A RECIPIENT OF THIS AWARD A COUPLE YEARS BACK, AND I WANT TO OFFER HIM AN OPPORTUNITY TO SPEAK TO THE ORGANIZATION.

I KNOW SHE'S GONNA DO A GREAT JOB AND REPRESENT OUR CAMPUS.

THESE TWO WERE SELECTED AS WINNERS AT THE BEAUMONT FOUNDATION 2020 FRANK AND NANCY NEWTON EXCELLENCE IN EDUCATION AWARD.

MRS. YOUNG AND MRS. WALLS ARE TWO OF THREE TEACHERS IN LUBBOCK COUNTY SELECTED BY THE BEAUMONT FOUNDATION FOR THEIR EFFORTS IN EDUCATION AND THEIR RECOGNITION INCLUDES A $10,000 AWARD.

SO THAT'S A BIG RECOGNITION THERE AND NORMALLY THESE TEACHERS WOULD BE RECOGNIZED AT A BANQUET HOSTED BY THE BEAUMONT FOUNDATION THAT WAS CANCELED THIS YEAR DUE TO COVID.

SO IT'S OUR HONOR TO GET TO RECOGNIZE THEM TONIGHT.

SHE SERVES AS MY LEAD SCIENCE TEACHER.

SHE RUNS A PHENOMENAL PLC, AND THOSE TEACHERS GROW.

THE MOST IMPORTANT THING ABOUT MS. WALLS IS SHE SURELY LOVES KIDS AND I KNOW THAT WE HEAR THAT ALSO ABOUT EDUCATORS. BUT IT'S TRUE.

SHE IS A MASTER AT BUILDING RELATIONSHIPS WITH THE KIDS THAT ARE IN HER CLASS.

SO THIS IS A VERY AMAZING HONOR.

SO HAPPY FOR HER.

AGAIN, IT'S JUST A VERY SMALL, AN APPRECIATION THAT THIS FOUNDATION COULD JUST [INAUDIBLE] THESE TEACHERS.

FIRST WE'RE ALL DEALING WITH THE 2020-2021 PROFESSIONAL HIRING SCHEDULE AND EMPLOYEE PAY GRADES BY AUTHORITY OF BEA LEGAL, AND LOCAL EACH YEAR WE HAVE TO ESTABLISH THE PAY SCALE FOR TEACHERS, AND IT'S BASED ON YEARS OF EXPERIENCE, AND WE ALSO ADOPT A SALARY SCHEDULE OR PAY GRADE SCALE

FOR THOSE TEACHERS WHO ARE NOT COVERED UNDER THE TEACHER CONTRACTS.

SO WITH THAT, IT'S OUR PRACTICE TO BRING TO YOU THIS SCHEDULE, AND TRY TO PRESENT TO YOU THE EXISTING SCHEDULE AND SHOW YOU THAT WHAT WE'RE LOOKING AT A FOR INCREASES IN SALARIES, AND SO ON.

AND I AM PLEASED WITH OPPORTUNITY TO BRING TO YOU THIS PROPOSAL THAT WE ARE LOOKING AT THE POSSIBILITY, AND WITH YOUR APPROVAL, ACROSS-THE-BOARD MINIMUM $250 STEP RIGHTS FOR ALL TEACHERS.

THAT'S A MINIMUM OF THEIR STEP PLUS $250 INCREASE OVER THEIR PREVIOUS STEP.

THAT AMOUNTS FOR THE LOWEST PERCENTAGE INCREASE OF 1.06 PERCENT INCREASE UP TO UPWARDS OF 5.37 PERCENT INCREASE ON VARIOUS STEPS.

ALSO INCLUDED WITH THAT, TO REMAIN COMPETITIVE WITH OUR OTHER DISTRICTS THAT WE COMPETE WITH HIRING STAFF, WE'VE ALSO LOOKED AT, AND ADJUSTED OUR MINIMUM TEACHER SALARY STARTED FOR A ZERO STEP.

I REMEMBER LAST YEAR, WE HAD A HISTORIC YEAR, LAST YEAR WITH THE RAISES, COURTESY OF THE HOUSE BILL 3 FOR EVEN MORE.

BASED ON THE COURTESY, AND GENEROSITY OF YOU AS A BOARD, PROVIDING YOUR DISTRICTS WITH MONUMENTAL RAISES.

ONE OF THE THINGS THAT WE WANTED TO ADDRESS IS OUR STARTING SALARIES FOR OUR ZERO A YEAR EXPERIENCED TEACHERS.

WE'RE RECOMMENDING AN INCREASE FROM $41,000 TO $43,000 FOR THAT ENTRY LEVEL SALARY.

THAT KEEPS US COMPETITIVE WITH OTHER AREA DISTRICTS, AND TO MAKE SURE THAT WE CAN COMPETE, AND HIRE THE BEST OF THE TEACHERS AVAILABLE ON THE MARKET.

WE ALSO WERE ABLE TO CONTINUE TO THE TARGET, AND RETAIN OUR EXPERIENCED TEACHERS WITH THIS PLAN.

SO WE'RE NOT SACRIFICING THE OPPORTUNITY TO MAINTAIN THOSE MORE EXPERIENCED TEACHERS FOR SIX YEARS, AND UP, BUT WE ARE INCREASING OUR ABILITY TO ATTRACT SOME OF THE YOUNGER TEACHERS AS WELL.

SO THAT'S A VERY, VERY POSITIVE THING FOR US.
