THEY'VE ALSO DONATED PLASTIC BAGS FOR FOOD RELIEF.

WE'RE VERY THANKFUL TO THEM FOR HELPING US WITH ALL THE THINGS WE DID UNRELATED TO FEEDING OUR KIDS, 289,000 MEALS SERVED FOR FRIENDSHIP AND THEY WERE PART OF THAT.

THANK YOU BOTH SO MUCH FOR YOUR COMMITMENT TO OUR KIDS AND TO THE THINGS THAT WE NEEDED AT THAT TIME. YOU WANT TO HAVE [OVERLAPPING].

MANY OF THESE RECOGNITIONS OVERLAP, AND TO ALLOW FOR SOCIAL DISTANCING, WE'RE GOING TO BRING THEM IN ONE STUDENT AT A TIME WITH THEIR PARENTS FOR A PHOTO.

THEN WE HAVE AP SCHOLARS WITH HONOR, AND THOSE STUDENTS HAVE AN AVERAGE, SO ALL THEIR AP SCORES TOGETHER, THERE AVERAGE IS A 3.25, AND THEY SCORED AT LEAST A THREE OR HIGHER ON FOUR OR MORE EXAMS. THEN WE HAVE OUR AP SCHOLARS WITH DISTINCTION, AND THOSE STUDENTS HAD AN OVERALL AVERAGE AP EXAM SCORE OF A 3.5, AND A THREE OR A BETTER SCORE ON AT LEAST FIVE OR MORE EXAMS. THEN THIS IS IRIS NARROWS WHO TEACHES ENGLISH LANGUAGE, ARTS AND, READING AT FRIENDSHIP MIDDLE SCHOOL AND SHE WAS THE DISTRICT SECONDARY TEACHER OF THE YEAR.

THEIR INTERESTING FRIENDSHIP, THEY BOTH WENT ON TO BECOME THE 2021 FRENCH, EXCUSE ME, REGIONS 17 ELEMENTARY AND SECONDARY TEACHERS OF THE YEAR.

I THINKING, "WHAT I'M GOING TO SAY ABOUT A TEACHER THAT I ONLY SPENT JUST A FEW WEEKS WITH".

LAST WEEK GAVE ME ALL I REALLY NEEDED TO KNOW ABOUT WHAT A FABULOUS TEACHER THAT ASCAR IS AND THE REASON THAT I BELIEVE THAT SHE WON THIS WITH MANY OTHER REASONS.

I'M JUST GOING TO SHARE A QUICK LITTLE STORY.

WE HAVE A STUDENT WHO'S QUITE DIFFICULT IN SOME VERY TROUBLED AND COMES CALLING SOME ISSUES IN A CLASSROOM AND SHE HAD CALLED FOR THE INCOME IN THE STUDENT CLASS.

THERE ARE JUST SOME TEACHERS WHEN THEY CALL, YOU'VE GOT TO GO BECAUSE THERE I'LL CALL OUT FOR NO REASON.

I GOT ON OUR MOOD STUDENTS AND VISIT WITH THEM FOR A BIT AND WE'RE GOING TO GO BACK TO CLASS AND I TELL THEM THE ONLY WAY THAT YOU GET TO GO BACK AS IF SHE AGREES THAT YOU GET TO COME BACK BECAUSE MOST TEACHERS WERE QUITE UNHAPPY WITH PROPERLY.

[INAUDIBLE] WE OPEN THE DOOR.

HE TALKED TO HER FOR A MOMENT AND SHE LIVED IN STRAIGHT AND I TOLD HER IF YOU DON'T WANT TO DO THIS, YOU DON'T HAVE TO UPSET ME AND SHE WOULD CONSTRAIN THE ONSET, COME BACK IN.

I THINK IT'S IMPORTANT THAT THERE'S A LOT OF CRITICAL CARE EXPERIENCE OUT THERE.

IT'S BEEN USED AT TIMES, STEP HAVING HEART ATTACKS AT SCHOOL AND STUFF LIKE THAT.

I THINK IT'S VERY IMPORTANT THAT WE HAVE THAT EXPERIENCE.

WE STILL PROVIDE ALL THE HEALTH SERVICES; EDUCATION, PROMOTE HEALTHY HABITS AND SUCH.

BUT THEN COVID HAS CHANGED A LOT OF WHAT WE DO AND HOW WE DO IT.

WE'VE HAD TO START TAKING CARE OF STUDENTS BOTH FACE-TO-FACE AND VIRTUALLY.

WE'VE HAD TO THE STATE TELL US WE DO OUR SCREENINGS AND OUR IMMUNIZATIONS REQUIRED FACE-TO-FACE.

THE STATE SAYS WE'RE ALSO REQUIRED TO KEEP UP WITH IMMUNIZATIONS AND SCREENINGS OF THOSE WHO ARE VIRTUAL MEMBERS.

WE HAVEN'T FIGURED OUT THAT PART YET, WE TRIED SOMETHING IN FRENCH AT MIDDLE SCHOOL AND I THINK ONE STUDENT SHOWED UP, IT WAS DURING AN OPEN HOUSE.

I HAD ONE VIRTUAL STUDENT SHOW UP FOR VISION AND HEARING SCREENING.

WE'RE GOING TO HAVE TO TACKLE THAT PROBLEM AND FIGURE OUT HOW TO TAKE CARE OF THAT AND GET THEM SCREENED.

BROOK'S STILL GOING TO EDUCATE ON PREVENTION, AND HYGIENE AND CONTINUE WITH HEALTH SCREENINGS BOTH VIRTUALLY AND FACE-TO-FACE.

WE'RE WORKING WITH A SMILE ON OUR FACE EVEN UNDER THE MASK.

THE ELEMENTARY NURSES IF THEY'RE DOING CLOSE CONTACT WITH THE CHILD, THEY'LL PUT THE MASK AND A FACE SHIELD ON.

I DON'T THINK THERE'S AS MUCH HIDING GOING ON IN THE ELEMENTARY SCHOOL, IS THEY'RE USED TO, IT'S SAD.

A LOT OF NURSES ARE USING THEIR OWN MONEY.

THE NURSE AT THE MIDDLE EVAN, NURSE ON THE LEFT IS MELISSA.

THEY'VE ENGAGED THEIR HUSBANDS HELP WITH PVC PIPE AND SHOWER CURTAINS, AND THEY'VE CREATED A LITTLE SPACE ISOLATED WAY TO GALLERIES FOR THE KIDS, SO THEY CAN CONSUME THEIR NURSES DON'T HAVE CLOSE ISOLATION ROOM THAT THEY CAN USE.

THIS IS SOMETHING THAT THEY'RE USING TO KEEP THE KIDS SEPARATED.

THEY'RE WORKING HARD, THEY'RE USING THEIR IMAGINATION AND THEY'RE COMING UP WITH THINGS THAT WORK THAT HELP THE KIDS OUT.

WE WILL CONTINUE TAKING CARE OF THE KIDS, WHETHER IT'S IN PERSON OR VIRTUAL.

WE CALL ALL THE PARENTS CHECKING ON THE KIDS AT HOME THAT ARE VIRTUAL.

WE'LL STILL DO GOOD HYGIENE, WE'LL PROBABLY COME UP WITH SOME DIFFERENT WAYS TO TAKE CARE OF THINGS WITH COVID.

AT THE BOTTOM OF EACH OF THESE COLUMNS, YOU'LL SEE A PERCENTAGE AND THAT IS UNFORTUNATELY, A PERCENTAGE INCREASE IN THE COST THAT WAS ASSESSED TO THE HEALTH INSURANCE PLAN FOR THE DISTRICT.

MOVING FROM THE FIRST THREE COLUMNS, WHICH ARE 2015 ON TO 2016, THE DISTRICT OBTAINED HEALTH INSURANCE COVERAGE FROM BLUE CROSS BLUE SHIELD, KSS, A 34 PERCENT INCREASE, TO THE PLAN BEGINNING JANUARY 2016.

IN 2017, THEY ASSESSED ANOTHER 30 PERCENT INCREASE.

THE DISTRICT MADE SOME REALLY TOUGH DECISIONS TO INCREASE DEDUCTIBLES, TO TRY TO CUT OFF PART OF THAT INCREASE BUT UNFORTUNATELY, AS WE ALL KNOW WHEN YOU INCREASE DEDUCTIBLES, THAT'S JUST SHIFTING COSTS TO THE EMPLOYEES.

IT'S A ROUGH TIME THERE FROM 2015-2017 FOR BLUE CROSS BLUE SHIELD.

OUR NEXT SLIDE HERE STARTS IN 2018, WHICH IS WHEN OUR FIRM MARSH AND MCLENNAN , BEGAN WORKING WITH THE DISTRICT.

THAT YEAR WE TOOK THE HEALTH INSURANCE PLAN OUT TO MARKET AND DID THAT VERY AGGRESSIVELY.

WE USED OUR MARKET LEVERAGE AND OUR RELATIONSHIPS TO TRY TO GET SOME BETTER PRICING FOR THE DISTRICT.

ALL OF THAT COUPLED WITH A BETTER CLAIMS YEAR, THE YEAR BEFORE, WE WERE ABLE TO NEGOTIATE A 12 PERCENT PRICE DECREASE FOR THE PLAIN YEAR 2018, ALONG WITH DEDUCTIBLES THAT WERE ALMOST 50 PERCENT LOWER FOR EMPLOYEES.

THAT DEDUCTIBLE ON THE BASE PLAN THAT YEAR WAS 3,750.

THE YEAR PRIOR IT WAS $6,550.

WE WERE REALLY EXCITED TO BRING THAT POSITIVE NEWS TO THE STAFF AND THAT'S WAS SOME NEWS [OVERLAPPING] [LAUGHTER].

THE DISTRICT ACTUALLY LET THE EMPLOYEES, THE TEACHERS HAVE A VOICE, AND WOULD YOU RATHER PAY A LITTLE BIT MORE OUT OF YOUR PAYCHECK OR WOULD YOU RATHER US INCREASED THE DEDUCTIBLES SLIGHTLY, AND KEEP WHAT'S COMING OUT OF YOUR PAYCHECK THE SAME AND THE DISTRICT VOTED TO DO THAT.

YOU'LL SEE IN 2020 WE INCREASED DEDUCTIBLES A LITTLE BIT, BUT THE EMPLOYEE PAYROLL DEDUCTION STAYED EXACTLY THE SAME SO THERE WAS NO COST INCREASE.

IN ADDITION, WE ALL SAW THE WRITING ON THE WALL, AND SAW THAT CLAIMS AND UTILIZATION WAS INCREASING YEAR OVER YEAR, AND SO WE NEGOTIATED AN EIGHT PERCENT RATE CAP FOR 2021, WHEN WE NEGOTIATED 2020 'S RENEWALS.

WHEN YOU GO IN INTO THIS NEXT PLAIN YEAR, THE WORST THAT CAN HAPPEN WOULD BE AN EIGHT PERCENT RATE INCREASE.

THESE ARE SOME OF THE FACTORS THAT MAKE THIS DIFFICULT.

THE COST OF MEDICAL CARE IS INCREASING YEAR OVER YEAR.

THERE'S NEW TREATMENTS, NEW TECHNOLOGY, AND JUST THE COST OF MEDICATIONS AND CARE IS MORE EXPENSIVE EVERY YEAR AS WE MOVE FORWARD.

THE RISING COSTS OF PRESCRIPTIONS IS A SERIOUS PROBLEM IN OUR INDUSTRY.

THERE'S VERY LITTLE OVERSIGHT AND REGULATION, IN THAT REGARD, AND WE'RE SEEING THE AVERAGE COST OF A PRESCRIPTION INCREASE 75 PERCENT IN THE LAST 10 YEARS.

WE'RE ALSO SEEING IN THE NEXT TWO TO THREE YEARS, WE'RE GOING TO HAVE ONE MILLION, TWO MILLION, THREE MILLION DOLLAR DRUGS THAT HIT THE MARKET, AND THAT'S VERY, VERY DIFFICULT FOR A SCHOOL DISTRICT TO HAVE WITHIN THEIR PLAN AND KEEP THE PLAN AFFORDABLE.

SPECIFICALLY FOR 2020, WE'RE WORRIED ABOUT COVID.

WE KNOW A LOT OF PEOPLE HAVE NOT HAD THE CARE THAT THEY NEED, WHETHER IT'S MAINTENANCE CARE FOR AN ONGOING CONDITION, OR MAYBE THEY PUT OFF A KNEE REPLACEMENT, OR A HIP REPLACEMENT.

THAT'S GOING TO BE THAT MUCH WORSE ONCE THEY DO FEEL COMFORTABLE GOING BACK TO THE FACILITY TO HAVE THOSE SURGERIES AND PROCEDURES THEN SO, WE DEFINITELY HAVE AN ETHICAL BATTLE, BUT I ALSO WANTED TO INCLUDE WHY THIS IS SO IMPORTANT TO OUR FIRM, OUR TEAM, AND TO YOU GUYS.

WE HAVE A LOT OF FOLKS THAT DEPEND ON THE HEALTH INSURANCE COVERAGE.

OVER ON THE LEFT-HAND SIDE THAT COLUMN, THOSE ARE ACTUAL CLAIMS PAID ON INDIVIDUALS HERE AT THE DISTRICT.

WE'VE GOT INDIVIDUALS THAT ACCUMULATED $385 THOUSAND WORTH OF MEDICAL CHARGES, 267, 256.

SOME OF THE CONDITIONS THAT WE ARE TREATING, UNDER THE HEALTH INSURANCE PLAN ARE CANCER, SO CHEMO AND RADIATION ASSOCIATED WITH THAT, HEART AND VASCULAR CONDITIONS.

WE'VE GOT CHILDREN OF STAFF MEMBERS WITH CONGENITAL ISSUES, FOLKS WITH KIDNEY FAILURE.

IT'S SOME REALLY SERIOUS STUFF THAT WE ARE PROTECTING FRENSHIP EMPLOYEES AND THEIR FAMILIES FROM THE FINANCIAL IMPACT OF THOSE CONDITIONS, BUT IT'S ALSO IMPORTANT TO POINT OUT THAT WE HAVE A LOT OF FOLKS THAT MAY NOT BE ON THAT LIST AND MAY NOT HAVE PLANS TO THAT EXTENT, BUT 54 PERCENT OF FRENSHIP EMPLOYEES HAVE HAD A MEDICAL INSURANCE CLAIM IN THE FIRST HALF OF THIS YEAR.

JUST SIX MONTHS IN, 54 PERCENT OF EMPLOYEES HAVE USED THE PLAN FOR MEDICAL SERVICES, AND THEN 64 PERCENT FOR PRESCRIPTIONS.

THIS CHART IS SOMETHING THAT WE REVIEW WITH MR. REEVES, RHONDA, THE HR TEAM, JUST TRYING TO KEEP OUR FINGER ON THE PULSE OF EXACTLY WHAT THE TRENDS ARE WITHIN THE DISTRICT.

THIS IS A FOUR-YEAR LOOK BACK, AND I WANTED TO INCLUDE IT FOR YOU GUYS BECAUSE, THE NUMBERS BELOW THAT CHART, YOU CAN SEE A TREND LINE THERE IN THAT CHART, WHERE OVER THE PAST 24 MONTHS, CLAIMS HAVE REALLY TRENDED UPWARDS.

WE'RE HOPING THAT THEY'LL TREND BACK DOWN.

HOW LIKE THEY DID IN THE FIRST HALF OF THIS CHART AND COVID HAD SOME OF AN IMPACT THERE, BUT POST COVID WE'RE SEEING NEW PLANS START TO GO BACK UP AGAIN, BUT THE NUMBERS DOWN BELOW THE CHART, IF YOU LOOK AT THE BOLD BLACK MEMBERS, THAT'S THE PAY CLAIMS COST YEAR-OVER-YEAR.

IN 2017, YOU'LL SEE $186 PER EMPLOYEE PER MONTH.

2018, IT INCREASES TO $210, 2019 $260, 2020 $286.

SO THAT'S KIND OF WHAT I WAS TALKING ABOUT.

THE INCREASING COST OF CARE IS NOT IN OUR FAVOR.

IT'S AN UPHILL BATTLE FOR SHARING SOMETHING THAT WE WILL HAVE TO FIGHT AND STRUGGLE TO TRY TO MAINTAIN FOR THE DISTRICT GOING FORWARD UNLESS THERE'S SOME SWEEPING CHANGE IN HEALTHCARE OR HEALTHCARE REGULATION.

IF WE FOCUS ON JUST THIS YEAR, THIS IS A CHART THAT SHOWS CLAIMS VERSUS PREMIUMS PAID IN.

SO THE DARK BLUE IS CLAIMS PAID OUT.

THE LIGHT BLUE IS PREMIUM PAID TO FIRST-YEAR THE INSURANCE CARRIER, AND YOU'LL NOTICE APRIL IS THE ONLY MONTH WHERE CLAIMS WERE SIGNIFICANTLY LOWER THAN PREMIUMS PAYMENTS.

IT'S BEEN A DIFFICULT YEAR.

TOTAL PREMIUMS PAID THROUGH JULY ARE $2.8 MILLION.

TOTAL CLAIMS PAID OUT HAVE BEEN A LITTLE OVER $3 MILLION FOR A PAID LOSS RATIO OF A 107 PERCENT, AND THAT'S JUST CLAIMS PAID.

THAT DOESN'T TAKE INTO ACCOUNT ANY OVERHEAD AT THE INSURANCE CARRIER.

THE TAXES THAT THEY PAY DUE TO THE AFFORDABLE CARE ACT ON THE DISTRICT'S BEHALF AND DOESN'T ACCOUNT FOR ANY SORT OF PROFIT MARGIN.

SO WE ADD IN AN ADDITIONAL 20 PERCENT FOR THOSE ITEMS TO FIGURE OUT YOUR TRUE LOSS RATIO.

SO THE DISTRICT'S RUNNING ABOUT A 127 PERCENT LOSS RATIO.

SO WE WOULD EXPECT TYPICALLY A 27 PERCENT INCREASE TO THE RATES AT RENEWAL.

SO BASED ON THAT INFORMATION AND THE DISCUSSIONS WE HAD WITH FIRST-YEAR AND WITH OUR COLLEAGUES AT BLUE CROSS AT THE UNITED HEALTHCARE, WE DETERMINED THAT THE BEST OPTION FOR THE DISTRICT THIS YEAR WAS TO SET THE 8 PERCENT RATE CAP.

WE KNEW THAT ANYTHING FROM BLUE CROSS AT THE NON-HEALTHCARE WAS GOING TO BE MUCH HIGHER THAN EIGHT PERCENT, AND IF WE SENT THE PLANS OUT TO MARKET, THEN FIRST CARE DID NOT HAVE TO HONOR THEIR EIGHT PERCENT RATE CAP ANY LONGER THEY COULD PRICE IT JUST AS THE MARKET WOULD.

WE DIDN'T FEEL THAT WAS IN THE BEST INTEREST OF THE DISTRICT, AND AT THIS TIME.

THERE'S A LOT OF BLUE BITTY NUMBERS ON THIS PAGE.

BUT WHAT I'LL POINT OUT IS THAT THE EIGHT PERCENT INCREASE IS SHOWN HERE, THESE ARE THE TOTAL RATES, NOT WHAT THE EMPLOYEES PAY.

SO THIS IS SHOWING YOU WHAT THE DISTRICT PAYS PLUS WHAT THE EMPLOYEES PAY AND INTO THE PLAN.

WE STARTED IN AN 8 PERCENT INCREASE AND AFTER SOME CONVERSATIONS WITH RHONDA AND HER TEAM, WENT BACK AND ASKED FIRST CARE JUST BECAUSE OF THE DIFFICULT SITUATION THIS YEAR WITH COVID AND THE STRESS THAT I THINK THAT HAS CAUSED ALL OF YOUR EMPLOYEES, WE ASKED THEM IF THEY WOULD BE GRACIOUS SO THAT TO CONSIDER LOWERING THE DEDUCTIBLES.

THAT IF WE HAD TO GO TO THE STAFF WITH A LITTLE BIT OF A COST INCREASE, COULD WE AT LEAST TAKE THEM SOME GOOD NEWS AS WELL.

IT WAS SOMEWHERE BETWEEN WE'RE ESTIMATING A $35,000 TO $50,000 COST DIFFERENTIAL, LOWERING THOSE DEDUCTIBLES IN FIRST YEAR SAID, YEAH, WE'LL DO THAT.

WE WILL TAKE ON THAT COST FOR THE TEACHERS.

WE BELIEVE IN YOUR SUPPORT AND YOUR ASK AND SO THEY ACTUALLY LOWER THE DEDUCTIBLES ON EVERY PLAN BY $250 PER INDIVIDUAL AND $500 PER FAMILY.

WE'LL HAVE A LITTLE BIT OF GOOD NEWS TO TAKE TO THE STAFF MEMBERS WHEN WE DO THOSE OPEN-ENROLLMENT MEETINGS.

THIS SHOWS WHAT THE EMPLOYEES AT FRIENDSHIP WERE PAYING FOR COVERAGE.

SO RIGHT NOW, THERE IS FREE PLAN.

THE FREE PLAN IS ON THE LEFT-HAND SIDE HERE OR WHAT IS OFFERED NOW AND IF YOUR EMPLOYEES PARTICIPATE IN THE COMPREHENSIVE WELLNESS PROGRAM, RESTORE THE ROAR, AND THEY DO HAVE A FREE PLAN OPTION ON THE RIGHT-HAND SIDE.

THAT'S WHAT THE PLANS WILL LOOK LIKE BEGINNING IN JANUARY 2021 AS PROPOSED IN THAT PLAN, AND DOES HAVE A $22 PER MONTH FEE FOR THAT HMO PLAN.

WE GET ASKED A LOT BY EMPLOYEES, HOW DO OUR PLANS COMPARED TO TRS? SO JUST WANTED TO GIVE YOU A QUICK SIDE-BY-SIDE COMPARISON.

THESE TRS PLANS AND RATES ARE ACTUALLY FROM 2020.

THEY'VE ONLY INCREASED IN PRICE FOR 2021.

SO WHEN WE'RE COMPARING YOUR 2021 RATES, TO THEIR 2020 RATES.

SO THERE'S ACTUALLY MORE OF A DIFFERENTIAL HERE THAN WHAT WE'RE ILLUSTRATING.

BUT YOUR PLANS FOR AN EMPLOYEE ONLY TO HAVE COVERAGE IS ANYWHERE FROM $22 TO A $104 ON THE BIOT PLAN OPTION WITH TRS WE ARE LOOKING AT 67, TO ALMOST $500 FOR THEIR BIOT PLAN OPTION.

THE FAMILY COVERAGE RATES, THERE WAS A HUGE DIFFERENTIAL THERE ON THE BIOT PLAN OPTION HERE AT THE DISTRICT EMPLOYEES WOULD PAY A $134 A MONTH TO COVER THEIR WHOLE FAMILY, AND THAT TRS, IT'S ALMOST $2,000.

SO THE DISTRICT HAS DONE A REALLY GOOD JOB OF CONTROLLING THIS COSTS IN A VERY DIFFICULT ENVIRONMENT, AND WILL CONTINUE TO WORK TO DO SO TO PRESERVE YOUR PLANS AND THE BENEFITS FOR EMPLOYEES, BUT IT IS VERY FAIR TO SAY THAT YOUR PLANS OUTPACE OTHER DISTRICTS THAT THEY NEED IMPROVING.

THAT WILL HELP YOU RETAIN EMPLOYEES HERE.
